Information for Pre-2005 PELS Students

If you are an Australian citizen or the holder of a permanent humanitarian visa you are eligible to access FEE-HELP.

Australian Permanent Resident Visa (APRV) holders

If you are the holder of an APRV, you are not eligible for FEE-HELP unless you are undertaking a bridging course for overseas trained professionals, or you qualify as a pre-2005 PELS student. To qualify as a pre-2005 PELS student you must:

  • have studied in a postgraduate course which was eligible for PELS and
  • incurred a PELS debt with the Australian Taxation Office prior to 1 January 2005

As a pre-2005 PELS student, you will no longer qualify for FEE-HELP if you do not obtain Australian citizenship within 12 months of being eligible to do so.

If your pre-2005 study was not at Monash University you must supply proof of your previous study and your PELS debt.

New Zealand citizens

New Zealand citizens who do not also hold an Australian Permanent Resident Visa are not eligible for FEE-HELP.
