Meeting No 5/96 of the Academic Board will be held on Wednesday, 24 July 1996 in the Council Room of the University, commencing at 2.15 pm.

Meetings of the Academic Board are attended by ex officio and elected members. A current list of members may be obtained from the Secretary. A non-member may request permission to attend a meeting of the Board as an observer, by telephoning extension 55061. Observers have no speaking or voting rights.

3. MATTERS ARISING FROM THE MINUTES
3.1 Development of a Monash University Language Policy
This item was referred to the Dean of Arts for action (Meeting 4/96, item 6.4).
RECOMMENDATION:
That the Academic Board note that a redraft of the Monash University Language Policy will be submitted through the Committee of Deans to Meeting 6/96 of the Board.
3.2 Minutes of Meeting 4/95 - Saving of Rights Provision in Course Regulations - Implementation and Review
At Meeting 4/95 the Academic Board approved a new style saving of rights provision in course regulations. The new wording is contained in all new course regulations made by Council and promulgated since 26 June 1995. However the course regulations in force prior to 26 June 1996 include several different forms of saving of rights clauses. The University Solicitor has advised that these clauses will be amended as the course regulations for each faculty are written in a new style and format. This is in preference to an attempt to alter all the saving of rights clauses in regulations which are themselves subject to major rewrite.

The Academic Registrar was asked by the Academic Board (Meeting 4/95, Minute 3.2) to liaise with faculties twelve months from the implementation of the regulation (ie the new saving of rights provision), to seek their advice as to the effectiveness of its operation and advise the Academic Board accordingly. Since, however, many course regulations still do not contain the new wording, the Board is now asked to alter its previous request to the Academic Registrar.

RECOMMENDATION:
  • That the Academic Board ask the Academic Registrar to liaise with faculties to review the effectiveness of the new clause twelve months from the promulgation of new style course legislation, and any later general amending legislation, introducing or substituting a saving of rights provision containing the new wording; and
  • That the Academic Board suggest that any Dean encountering difficulties with the operation of any current saving of rights clause in course regulations record such concerns in the Dean's next annual report to the Board.

4. MATTERS REFERRED TO ACADEMIC BOARD BY COUNCIL
4.1 Appointment to Personal Chairs and Related Matters
Minute 7.11 from the Minutes of Council Meeting 3/96 - "Appointment to Personal Chairs and Related Matters" had been referred back to the Board for points of clarification.
A response prepared by the Personnel Manager (Senior Appointments) is attached.
RECOMMENDATION:
That the Academic Board:
  • note for transmission to Council the advice of the Personnel Manager (Senior Appointments) in the document presented dated 8 July 1996; and
  • approve for submission to Council the proposed amendment to Recommendation 4 in the document previously approved at Academic Board Meeting 3/96 on Appointment to Personal Chairs and Related Matters, to read as follows:

    "The Vice-Chancellor, in consultation with the relevant dean where appropriate, should have the authority to appoint fixed term professors, research professors, professorial fellows, adjunct professors and honorary professors for periods of up to one year and may appoint such professors for a further period, with a maximum term of one year, when it has not been possible to complete procedures for appointment in accordance with Recommendations 5 and 6 of the paper."

6.2 RACV Chair in Road Safety
Attached is a proposal dated 2 July 1996 prepared by Professor P Vulcan, Director of the Accident Research Centre.
RECOMMENDATION:
That the Academic Board note the endorsement of the Committee of Deans of the proposal from the Accident Research Centre to establish, advertise and fill the RACV Chair in Road Safety, and approve the proposal, subject to approval of the Boards of the Faculties of Engineering and Science.
6.3 Report of the Director, Financial Services Division to the Committee of Deans

RECOMMENDATION:
That the Academic Board note the report of the Director, Financial Services, dated June 1996 to the Committee of Deans, and the Division's 1995 Annual Report.
6.4 Chairs of Geriatric Medicine and Surgery
RECOMMENDATION:
That the Academic Board note that the Committee of Deans endorsed the proposal of the Board of the Faculty of Medicine to advertise and fill the Chair of Geriatric Medicine, and approved the position description for the Chair of Surgery which is still subject to clarification of financial arrangements.
6.5 Draft Policy on Work, Study and Family Responsibilities

RECOMMENDATION:
That the Academic Board approve the Draft Policy on Work, Study and Family Responsibilities for submission to Council.
6.6 University Academic Structure - Approval Procedure for Centres, Departments and Schools
A document is attached proposing confirmation of the current procedures for approving the establishment of and changes to centres, departments and schools.
RECOMMENDATION:
That the Academic Board confirm the existing policy and practice for the approval of new centres, departments and schools, and amendments to current arrangements as follows:
  • Proposals for the establishment of new centres, departments and schools, or changes to current units, are submitted by the relevant faculty board/s to the Academic Board for approval. In the event that a centre is to be attached to the Vice-Chancellor's Office (although this has not been the preferred reporting arrangement), the Vice- Chancellor submits the proposal to the Board. The Academic Board then submits proposals for establishment, with documentation attached, to Council for approval, and proposals for disestablishment, changes to the titles or reporting arrangements of current units to Council for information.
  • The University Secretariat is responsible for maintaining, by reference to Academic Board and Council Minutes, details of the University's Academic Structure, including the approved titles and reporting arrangements for departments, centres and schools.
  • The complete Academic Structure document is submitted annually for information to the Committee of Deans, the Academic Board and Council. The document when prepared in the future will include all study centres and official locations situated outside the University's main campuses, including overseas locations.
That in relation to the reporting arrangements for centres, departments and schools, the Academic Board:
  • note that all centres, departments and schools are required to report on an annual basis through the appropriate body (usually the faculty board);
  • require such annual reports to include financial statements; and
  • resolve that, in so far as they are relevant, the rules for research centres laid down in the Research Centres Policy shall apply to all centres within the University.
6.7 Monash University Academic Structure as at June 1996
An updated University Academic Structure document prepared on the basis of consultation with faculties by the University Secretariat is attached.
The Board is asked to approve the changes to the academic structure, shown in the bold larger font in the document and listed in tabular form on the two cover pages. The remainder of the document reflects proposals and changes to structure previously approved by the Academic Board.
Members of the Academic Board are asked to notify the University Secretariat of any requested changes to academic structure as they occur.
RECOMMENDATION:
That the Academic Board receive and note the document titled "Monash University Academic Structure, June 1996", approve the changes to structure as listed in tabular form on the covering pages and submit the document to Council.
6.8 Directions for the Future Volume 2
Copies of the publication Directions for the Future Volume 2, to which each Dean has contributed, will be enclosed in the Minutes of this Meeting (members only).
RECOMMENDATION:
That the Academic Board receive and note the newly published Directions for the Future Volume 2, which is to be enclosed in the Minutes of Meeting 5/96 for members.
6.9 "Group of 8"
RECOMMENDATION:
That the Academic Board note the advice and affirm the support of the Committee of Deans for Monash's participation in the development of the "Group of 8".

RECOMMENDATION:
That the Academic Board approve the proposal of the Board of the Faculty of Business and Economics to establish a $250 book prize to be awarded to the top student in Contract Law in the Bachelor of Business degree; said prize to be named the "CCH Book Prize in Contract Law of $250".
8.2.3 Hazelwood Power Corporation Award in Advanced Financial Accounting Prize of $250
RECOMMENDATION:
That the Academic Board approve the proposal of the Board of the Faculty of Business and Economics to establish a prize of $250 to be awarded to the best Advanced Financial Accounting student in the Bachelor of Business degree; said prize to be named the "Hazelwood Power Corporation Award in Advanced Financial Accounting of $250".

14.4 Clarification Of Workload Overload Position
RECOMMENDATION:
That the Academic Board approve the proposal that Faculties be permitted to require students to undertake an overload to complete an individual course, so long as
  • the course is specific in nature (eg Bachelor of Arts (Languages)) rather than generic in nature (eg Bachelor of Arts);
  • the overload is considered on the merits of the individual application for course approval or amendment; and
  • the maximum permissible overload is eight (8) credit points per year (to a total of 56 credit points) with no more than an additional six (6) credit points in any one semester (to a total of 30 credit points).
14.5 New Course Proposals
While commending the Education Committee on its efforts in processing new course and subject proposals, the Steering Committee wishes to again draw the Board's attention to the proliferation of new subjects and courses.
RECOMMENDATION:
That the Academic Board:
  • express concern at the proliferation of new subjects and courses, in view of the workload implications of enterprise bargaining and other industrial matters, and in view of current budgetary considerations;
  • note that through the Education Committee, the Board has established procedures to effectively monitor submissions for new subjects and courses;
  • with the aim of decreasing the volume of paper being submitted to the Board, ask the Education Committee to develop a summary proforma of one page or less, for the submission of new course proposals to the Board through Education Committee. This proforma would specifically include information concerning justification for course, aims and objectives, course maps, workload, implications for other faculties and expected student load; note that, with respect to subjects, the Board should only be informed about new subjects and the disestablishment of subjects, with reports of minor changes to subjects being omitted from the Education Committee report; and
  • commend the Education Committee for its work.

16.2.2 Proposed Discipline, Grievance & Appeal and Termination Procedures
At Meeting 4/96 the Academic Board endorsed, subject to the drafting of appropriate legislation and possible changes to the detail in light of student comments, the general principles as presented in a document concerning discipline, termination of candidature, grievance and appeal procedures.
RECOMMENDATION:
That the Academic Board note that the PhD and Scholarships Committee endorsed minor amendments, proposed by the Legislation Sub- Committee in light of the student concerns, to the original draft of the document presented to Academic Board Meeting 4/96.

*23.1 Honorary Degrees Committee
RECOMMENDATION:
That the Academic Board note that the Vice-Chancellor will bring a nomination to the Board to fill a casual vacancy on the Honorary Degrees Committee, which has become vacant since Professor B Parker left the University, for the term of office ending December 1999.
23.2 Steering Committee of Academic Board - Alternate Casual Vacancy
At recently held elections of members to Academic Board, Dr L Farrell, alternate member of Steering Committee of Academic Board, was not renominated to membership of the Board and therefore is no longer eligible to remain an alternate member of Steering Committee.
In accordance with the procedure adopted by the Academic Board for the filling of casual vacancies of alternates of Steering Committee of Academic Board, the Vice-Chancellor will nominate a non-professorial staff member of Academic Board to fill this casual vacancy.
RECOMMENDATION:
That the Academic Board note the Vice-Chancellor's nomination of Associate Professor Margaret Gill to fill a non-professorial casual vacancy of alternate to Steering Committee of Academic Board, term of office ending 31 August 1998.

That the Academic Board note the nominations made by the Board of the Faculty of Computing and Information Technology of Professor D Schauder to fill a professorial casual vacancy on Academic Board commencing 18 August 1996; and Ms Anne Parr to fill a non-professorial casual vacancy on the Academic Board, both terms of office ending 30 June 1998.
24.1.3 Faculty of Engineering
Mr L Soste has tendered his resignation as a member of Academic Board, due to work commitments, and expressed his enjoyment at having been part of the Board, together with his appreciation to Professor B Cherry for his original nomination.
