M I N U T E S

The Vice-Chancellor apologised to the Board for the late receipt of some Agendas, explained that difficulties had been experienced with new printing arrangements and distribution, and advised that everything possible was being done to prevent the problem occurring in future.
The General Manager advised members that the Agenda for Meeting 5/96 was particularly large, and that the expectation that over 186,000 pages could be printed on one machine, in the normal time of under 24 hours, may have been unrealistic.
Members of the Board supported the Vice- Chancellor's suggestions that if any member felt unprepared to consider an item on the Agenda due to lack of reading time it could be deferred until the next meeting, and that members could star items progressively during the Meeting.
1. ARRANGEMENT OF AGENDA AND PROCEDURAL MATTERS
1.1 Starring of Items
Items 4.1, 6.3, 6.8, 7.2.2, 13.1, 14, 14.2, 14.5, 14.6.13 and 14.8 were starred by members of the Board. Item 5.5 was added to the Agenda.
1.2 Approval of Non-Starred Items
The recommendations of the Steering Committee were adopted without discussion for all items other than those starred.
2. MINUTES
2.1 Minutes of Academic Board Meeting No 4/96 held on 5 June 1996
Subsequent to the Meeting, it was found that a typographical error had been made in point one of Minute 5.2. The Minute has been hand-amended from "172" to read "...72 special research centre applications...". Secretary

3. MATTERS ARISING FROM THE MINUTES
3.1 Development of a Monash University Language Policy
This item was referred to the Dean of Arts for action (Meeting 4/96, item 6.4).
The Academic Board noted that a redraft of the Monash University Language Policy would be submitted through the Committee of Deans to Meeting 6/96 of the Board. Professor M Quartly

3.2 Minutes of Meeting 4/95 - Saving of Rights Provision in Course Regulations - Implementation and Review
At Meeting 4/95 the Academic Board approved a new saving of rights provision in course regulations. The new wording was contained in all new course regulations made by Council and promulgated since 26 June 1995. However the course regulations in force prior to 26 June 1996 included several different forms of saving of rights clauses. The University Solicitor had advised that these clauses would be amended as the course regulations for each faculty were written in a new style and format. This was in preference to an attempt to alter all the saving of rights clauses in regulations which were themselves subject to major rewrite.
The Academic Registrar had been asked by the Academic Board (Meeting 4/95, Minute 3.2) to liaise with faculties twelve months from the implementation of the regulation (ie the new saving of rights provision), to seek their advice as to the effectiveness of its operation and advise the Academic Board accordingly. Since, however, many course regulations still do not contain the new wording, the Board was asked to alter its previous request to the Academic Registrar.
The Academic Board asked the Academic Registrar to liaise with faculties to review the effectiveness of the new savings of rights clause twelve months from the promulgation of new style course legislation, and any later general amending legislation introducing or substituting a saving of rights provision containing the new wording; and The Academic Board suggested that any Dean who encountered difficulties with the operation of any current saving of rights clause in course regulations record such concerns in the Dean's next annual report to the Board. 4. MATTERS REFERRED TO ACADEMIC BOARD BY COUNCIL
*4.1 Appointment to Personal Chairs and Related Matters
Minute 7.11 from the Minutes of Council Meeting 3/96 - "Appointment to Personal Chairs and Related Matters" had been referred back to the Board for points of clarification.
A response prepared by the Personnel Manager (Senior Appointments) was circulated.
The Academic Board: noted for transmission to Council the advice of the Personnel Manager (Senior Appointments) in the document dated 8 July 1996; and approved, for submission to Council, the proposed amendment to Recommendation 4 in the document previously approved at Academic Board Meeting 3/96 on Appointment to Personal Chairs and Related Matters, to read as follows: "The Vice-Chancellor, in consultation with the relevant dean where appropriate, should have the authority to appoint fixed term professors, research professors, professorial fellows, adjunct professors and honorary professors for periods of up to one year and may appoint such professors for a further period, with a maximum term of one year, when it has not been possible to complete procedures for appointment in accordance with Recommendations 5 and 6 of the paper." *5. REPORT OF THE VICE-CHANCELLOR
5.1 Research
The Deputy Vice-Chancellor, Professor PLeP Darvall, spoke to this item.
Professor Darvall advised the Board that:
Logan Fellowships had been awarded to two proposals from each of the Faculties of Arts, Medicine and Science;
although an internal audit of University publications had already been conducted, an external audit of publications, to be conducted by DEETYA in August, was inevitable;
all three Monash applications to the ARC Special Research Centre Program had been eliminated together with applications from other institutions;
a retreat would be held for members of the Committee of Associate Deans (Research), which would focus on Monash University staff development.
Discussion arose in response to a member's concern regarding the ARC's process for selection and approval of proposals for Special Research Centres. Professor Darvall explained that the current system only allowed for three proposals to be submitted from each university, regardless of the size of the institution or the quality of further applications.
The Vice-Chancellor advised that he would emphasise with the "Group of 8" this system's inequity, and suggested that the ARC be approached with a view to having the submission process reviewed. Vice-Chancellor Prof PLeP Darvall Dr T Stokes

5.2 Overseas Graduations
The Vice-Chancellor informed the Board of the success and goodwill generated by the recent graduation ceremonies held in Asia, and added that there was an expectation in Hong Kong, Kuala Lumpur and Singapore that overseas graduation ceremonies would continue.
Professor Logan advised that nearly all the funding for overseas graduations was provided by Monash International Pty Ltd, derived from the fees paid to the University by international students.
The Academic Board received the advice of the Vice- Chancellor regarding the success of the recent overseas graduations.
5.3 Budgetary Matters
The Vice-Chancellor informed the Board that the University would persevere with the current policies of financial restraint until more was known about funding reductions through the release of the August Federal Budget.

5.5 Potential Restructure of the University Council
The Vice-Chancellor informed the Board that a review of University Governance was being conducted by Council. Professor Logan outlined some of the matters under consideration, including the role of Council (with partial reference to the Hoare Report) and a possible reduction of Council membership. He suggested that the Review could be of interest to the broader University.
The Secretary to Council, Ms O Cornelius, advised that a Council retreat was to be held toward the end of the year, where the initial determinations of the review would be made by Council, and subsequent to which consultation with the University community was to proceed.
Upon the suggestions of Professors CJ Bellamy and R Porter, the Vice-Chancellor, with the general consent of the Board and Steering Committee, constituted a Working Party of Academic Board to invite and consider proposals for the restructure, and forward to Council a final statement on behalf of the Board.
Professor Logan requested that the Working Party be convened by Professor JR Pilbrow (who would have the power to co-opt members), and that the membership would comprise members and alternates of Steering Committee, as follows: Professor JR Pilbrow (Chair) Associate Professor M Gani Professor J Bowers Associate Professor M Gill Professor B Caine Professor R Jackson Professor R Coppel Professor P Tharenou Although the current membership of Steering Committee was used to constitute the Working Party, it was agreed that any changes to the membership of Steering Committee would not alter the Working Party membership.
Members of the Board provided initial focus for the Working Party, which included the development of a pro-active role in the University's governance and publicity; the reduction of, and qualifications required for, membership of Council; and Council's relationship with Academic Board and Faculty Boards.
The Academic Board: received the advice of The Vice-Chancellor concerning the potential restructure of Council; and constituted a working party of Academic Board comprising members and alternates of Steering Committee, to invite and consider proposals and forward to Council a final submission on behalf of the Board regarding the size, structure, role and composition of Council and its interactions with other elements of the University's governance structure, including the Academic Board and faculty Boards. *6.3 Report of the Director, Financial Services Division to the Committee of Deans

While commending the projects outlined on the 2nd and 3rd pages of the Division's Annual Report, a member expressed concern that due to the reassertion of the "30 day payment policy" some suppliers had ceased transaction with the University.
The General Manager explained that the financial benefits of this policy to the University were considerably greater than the alternative of immediate payment on invoice.
The Academic Board noted the report of the Director, Financial Services, dated June 1996 to the Committee of Deans, and the Division's 1995 Annual Report.

6.6 University Academic Structure - Approval Procedure for Centres, Departments and Schools
The Academic Board confirmed the existing policy and practice for the approval of new centres, departments and schools, and amendments to current arrangements as follows: Proposals for the establishment of new centres, departments and schools, or changes to current units, were submitted by the relevant faculty board/s to the Academic Board for approval. In the event that a centre was to be attached to the Vice- Chancellor's Office (although this as not the preferred reporting arrangement), the Vice-Chancellor submitted the proposal to the Board. The Academic Board then submitted proposals for establishment, with documentation attached, to Council for approval, and proposals for disestablishment, changes to the titles or reporting arrangements of current units to Council for information. The University Secretariat was responsible for maintaining, by reference to Academic Board and Council Minutes, details of the University's Academic Structure, including the approved titles and reporting arrangements for departments, centres and schools. The complete Academic Structure document was submitted annually for information to the Committee of Deans, the Academic Board and Council. The document when prepared in the future would include all study centres and official locations situated outside the University's main campuses, including overseas locations.
In relation to the reporting arrangements for centres, departments and schools, the Academic Board: noted that all centres, departments and schools were required to report on an annual basis through the appropriate body (usually the faculty board); required such annual reports to include financial statements; and resolved that, in so far as they are relevant, the rules for research centres laid down in the Research Centres Policy should apply to all centres within the University. A member of the Board expressed concern regarding item 8 of the Report, where the Standing Committee on Ethics in Research on Humans had determined that consideration of research projects which were part of subjects offered by departments of the University was not part of the Committee's brief.
Discussion followed regarding the issues of the significant workload involved with ethics in research and the delegation of that workload.
Another member expressed dissatisfaction concerning the double-handling of ethics committees of various institutions, where a Monash student or staff member jointly conducted research with another institution.

The Vice-Chancellor informed the Board that concern had been raised at Committee of Deans Meeting 9/96 regarding the role of the Education Committee.
Professor Logan addressed the issue of the enormity of the task which had for some time been successfully performed by the Education Committee, referring in particular to the detailed scrutiny involved with the approval of new and amended courses and subjects. He commended the Education Committee for its valuable efforts to date, and affirmed his support for the current role of the Education Committee.

The attention of Academic Board members is drawn to Council's Resolution CL3/96/125, which states that Council: disestablished the Psychology Advisory Board as established under Statute 2.5, Division 5; approved the establishment by the Faculty of Science of a Psychology Advisory Committee, with membership and terms of reference as detailed in the document presented, subject to the concurrence of relevant faculties and report to the next meeting of Council (5/96); and requested the Faculty of Science to instruct the University Solicitor to amend relevant legislation to reflect Council's determinations at (i) and (ii) above. 14.4 Clarification Of Workload Overload Position
The Academic Board approved the proposal that Faculties be permitted to require students to undertake an overload to complete an individual course, so long as: the course is specific in nature (eg Bachelor of Arts (Languages)) rather than generic in nature (eg Bachelor of Arts); the overload is considered on the merits of the individual application for course approval or amendment; and the maximum permissible overload is eight (8) credit points per year (to a total of 56 credit points) with no more than an additional six (6) credit points in any one semester (to a total of 30 credit points). *14.5 New Course Proposals
Members of the Board discussed possible methods for the reduction of paperwork which was to be submitted to the Board by the Education Committee. The suggestion was made that, rather than include new and amended course and subject proposals in the Academic Board Agenda for distribution, one or more copies of this information be provided for the perusal of members of the Board at each meeting. The Chair of the Education Committee, Professor RJ Pargetter, agreed to take this suggestion into account as part of ongoing streamlining of course approval procedures.
The Academic Board: commended the Education Committee for its work; expressed concern at the proliferation of new subjects and courses, in view of the workload implications of enterprise bargaining and other industrial matters, and in view of current budgetary considerations; noted that through the Education Committee, the Board had established procedures to effectively monitor submissions for new subjects and courses; with the aim of decreasing the volume of paper being submitted to the Board, asked the Education Committee to develop a summary proforma of one page or less, for the submission of new course proposals to the Board through Education Committee. This proforma would specifically include information concerning justification for course, aims and objectives, course maps, workload, implications for other faculties and expected student load; and noted that, with respect to subjects, the Board should only be informed about new subjects and the disestablishment of subjects, and that reports of minor changes to subjects should be omitted from the Education Committee report. 16.2.1 Departmental Grants-in-Aid
The Academic Board endorsed the proposal of the PhD and Scholarships Committee that moneys for departmental grants-in- aid be allocated on the basis of departmental research EFTSUs, as detailed in Recommendation 1 of the Report presented.
16.2.2 Proposed Discipline, Grievance & Appeal and Termination Procedures
At Meeting 4/96 the Academic Board endorsed, subject to the drafting of appropriate legislation and possible changes to the detail in light of student comments, the general principles as presented in a document concerning discipline, termination of candidature, grievance and appeal procedures.
The Academic Board noted that the PhD and Scholarships Committee had endorsed minor amendments, proposed by the Legislation Sub-Committee in light of the student concerns, to the original draft of the document presented to Academic Board Meeting 4/96.

the Faculty's decision to maintain high entry standards despite a decrease in student enrolment;
that negotiations had been completed last year for the co-operative research centre titled the "Dairy Process Engineering Centre"; and
the success of research grant applications from the Caulfield Campus.

The Dean of the Faculty of Medicine, Professor R Porter, spoke to his Report, and mentioned in particular:
the threat to the Faculty's involvement in clinical education if not given the opportunity to influence the planning of the Metropolitan Hospitals Planning Board and to participate in training and development activities;
the effect on the Faculty's teaching facilities which would result from the division of the Alfred Health Care Group, and the consequent co-operation with the University of Melbourne which would be required if this division was made.

At recently held elections of members to Academic Board, Dr L Farrell, alternate member of Steering Committee of Academic Board, had not been renominated to membership of the Board and therefore was no longer eligible to remain an alternate member of Steering Committee.
In accordance with the procedure adopted by the Academic Board for the filling of casual vacancies of alternates of Steering Committee of Academic Board, the Vice-Chancellor nominated a non-professorial staff member of Academic Board to fill this casual vacancy.
