The meeting was held by teleconference between Clayton Campus, Ms C Kenny (South Australia) and Professors B Bignall, and R Alfredson at Monash University Malaysia Campus.
Professor Lindsay welcomed to the meeting Professor R White, Pro Vice-Chancellor – Monash University Centre (London) and to her first meeting of the Academic Board, Professor S Willis, Dean of the Faculty of Education.
Members were advised that the recent round of Academic Board elections had been completed and the results declared by the Returning Officer. Noting that some casual vacancies were declared and would be filled via nomination by Faculty Boards, Professor Lindsay, on behalf of the Board, thanked those members that were not returning for their valuable contributions.
The Vice-Chancellor, Professor DA Robinson, advised the Board that Professor N Saunders, Dean of the Faculty of Medicine, had been appointed to the prestigious position of Chair of the National Health and Medical Research Council. Further, Professor W Anderson, Head
of the Department of Physiology had been reappointed as Chair of the Research Committee for an interim period.*A PROCEDURAL MATTERS

3.1 LTP Performance Report RMO1999/0761
A document was circulated (p1-16). Professor A W Lindsay, Deputy Vice-Chancellor (Academic & Planning) introduced this item.
Professor Lindsay advised members that the LTP Performance Report brought together in one document an overview of the vast number of LTP related activities currently underway in faculties and teaching support areas.
Professor Lindsay recorded his appreciation to all staff members involved in progressing the Learning and Teaching Plan for their valuable contributions.

3.2 Report of the Pro Vice-Chancellor – Monash University Centre (London) RMO1999/1275
Professor R White, Pro Vice-Chancellor – Monash University Centre (London) provided the Board with an overview of his initial four months in London. The Board was informed that the Centre provided a range of activities in collaboration with King’s College London. Further, the Centre could provide related services including enabling Monash scholars to extend/establish links in Europe, assist with prospective students and student exchanges, assisting with research activities. Professor White invited Monash staff to maximize their use of the London Centre.

3.3 Report on Commencing Students in Australia and Commencing Students Offshore RMO1998/0347
A document was circulated (p17-40). Mr P Yates, Manager – Student Admissions and Records and Ms Melissa Banks, Monash International were in attendance for this item.
Professor Lindsay introduced this item by reminding members that the reporting on enrolment levels was in a transitional phase and by 2001 consolidated reporting, including more appropriate terminology, would be in place.
Outlining the major aspects of the Chart titled Student Load Performance: Student Load – Planned versus Actual (page 21 of the agenda papers) Mr Yates noted the following:

DETYA actual load was currently 533 in excess of planned load (as at 31/8/2000) with a small over enrolment expected by the August census date,·
the strong growth in undergraduate enrolments of Australian Fee Paying Students, particularly in the Faculty of Law,·
international students on campus in Australia and international students, both on campus and off campus, should meet the projected targets by 31/8/00 and·
Monash University Malaysia, after the mid-year intake, may end up slightly below target load.Ms Banks reported that international student on-campus numbers grew by 14% with strong growth at Caulfield and Peninsula campuses. Major aspects of the document titled Report to Academic Board Commencing International Students March 2000 (p 23 – 40 of the agenda papers) included:

growth in commencing international student numbers can largely be attributed to the economic recovery of some key markets and recent course developments such as the Faculty of Information Technology’s Masters award with provision for an early exit award via a Graduate Diploma,·
the enrolment mix has changed over recent years with OPG increasing and undergraduate enrolments decreasing as a % of total enrolments,·
major source countries remain Malaysia, Hong Kong, Singapore and Indonesia however these countries provided 64.9% of commencing numbers compared to 71.7% in 1997. Emerging markets include India, China and North America.Summarising the topic, Ms Banks noted that while growth in commencing numbers was strong, Monash was losing students to both RMIT and The University of Melbourne. Suggested strategies to enhance Monash’s position in this very competitive market should include a continued emphasis on course development, particularly in the OPG area, and on-going improvements in pathways such as Monash College.
Following further discussion, Professor Lindsay thanked Ms Banks and Mr Yates for their presentations.

3.4 Report on Monash University South Africa RMOR2000/043

The Vice-Chancellor, Professor DA Robinson, informed the Board that construction of the campus was progressing and on schedule. Further, members were advised that the number of enquiries from prospective students was very encouraging.

3.5 Future Directions Report – Faculty of Art and Design RMO2000/0746
A document was circulated (p159-160).
Professor J Redmond, Dean – Faculty of Art & Design, was invited to speak to his report.
Professor Redmond informed the Board that the faculty’s mission focused on the provision of a center for excellence in education, practice and research within the domains of art, communications media and design, that aspires to national and international standing. Professor Redmond noted that the faculty was nearing completion of a development phase where new academic programs and organizational structure had been put in place, and advised the Board that the faculty’s objectives included "developing the business", raising the profile of the faculty, improving the quality of the student experience, expanding the faculty’s offshore activities and development of the e-faculty.

3.6 Appointment of Pro Vice-Chancellor (Gippsland) – Professor Brian Mackenzie
The Academic Board was advised that Professor Mackenzie, currently Pro Vice-Chancellor – Academic Affairs at the University of Western Sydney, had been appointed to the position of Pro Vice-Chancellor (Gippsland) and would take up his position in August.
Academic Board noted the appointment of Professor Brian Mackenzie to the position of Pro Vice-Chancellor (Gippsland).
3.7 Group of Eight
The Board was advised that from the 3rd June, the Go8 Secretariat was operational with Professor Gavin Brown as Chair and Ms Virginia Walsh as Executive Director. The Chair designate is Professor John Hay.

7.2 Invigilated Assessment RMO1998/0187
A document was circulated (p 51 – 54).
At a meeting of the Education Committee in 1999, a question was posed to the Committee for future consideration about whether a certain component of assessment, both for distance education and on-campus study, should be invigilated. A document is attached that includes the responses from each faculty about what (if any) policy their faculty maintains in relation to invigilated assessment. In discussion, the Committee addressed the issue that work submitted is the work of the student concerned. Responses from the faculties provided the basis for the Education Committee’s consideration of this matter. (Attachment A)
Academic Board approved the proposal of the Education Committee that:
"Faculties should specify a process to ensure as far as possible that work submitted for assessment is the work of the student concerned."

A student member of the Board requested that publications detailing course requirements for flexible and distance education courses include detail of the any compulsory on-campus attendance requirements.
Professor Lindsay noted that the Committee of Associate Deans – Teaching and Course Coordinators, should address this matter.

The university has endorsed in principle an arrangement whereby Monash Malaysia Staff undertaking a doctoral program by external mode may be charged a lower tuition fee subject to a negotiated agreement between the relevant faculties, academic units and Budget and Statistical Services.
Section 11 of the 1998 Monash Research Management Plan identifies as a key strategy the expansion of research activities which support developments in the university’s educational programs both locally and internationally, and particularly in relation to the Malaysian campus.

13.1.2 Science Advance RMO1998/3049
The Interim Dean advised the Faculty Board that a wide cross-section of the Faculty had recently been involved in a two day thinking and planning retreat at Queenscliff.
He commented on how participants agreed unanimously that it was essential to think of science at Monash in its broadest sense and not just in terms of traditional disciplines within the established faculty structure. The value of existing multidisciplinary and interdisciplinary centres and programs within and across faculty and institutional boundaries was noted. Many participants agreed that departments should proactively seek out further opportunities for cooperative teaching and research programs and centres.
Addressing external members of the Board, Professor Le Grand said that he hoped they would be willing to offer their advice and share their wisdom and expertise as the Faculty sought to develop new strategic directions and structures and processes to support those strategies. He said the Faculty looks particularly to the Faculties of Medicine, Arts, Education, Engineering and Information Technology for critical input and feedback and the development of cooperative ventures.
Professor Le Grand advised the Board that a draft-planning document addressing the Faculty’s future would be completed by the end of the month. He also anticipated that an extraordinary meeting of the Board would be scheduled to consider this document.

13.2.1 Science Forward – Science at Monash: Directions and Strategies 2000-2003 RMO1998/1659
The Board of the Faculty of Science considered the overview paper "Science Forward – Science at Monash: Directions and Strategies 2000-2003".
The Faculty Board discussed matters relating to the proposed new schools, how to avoid introducing another layer of management into its structure and the need for caution to avoid over-stretching staff and testing their sense of ownership by establishing too many centres.
The Faculty noted that the Faculties of Arts and Science were currently establishing a joint marketing unit that would provide some rationalised market research services to both faculties.
The Faculty Board was advised that:
The Science Centre now had sufficient external funding to proceed with construction of a new building late in 2000 and that this would open in 2002.
The Science Centre would continue to have a vital role in community interaction and schools and complement a range of other activities designed to attract students to study science at Monash.
The Interim Dean reported that the proposed new Science Precinct would encourage a multi and interdisciplinary approach to Science teaching and research at Monash and had generated internal and external (industry) interest.
The Faculty Board unanimously approved in principle the overview paper, "Science Forward - Science at Monash: Directions and Strategies 2000-2003".
