Administrative Heads Group Meeting 4-1998

Meeting 4/98 of the Administrative Heads Group was held at 8.30am on Thursday 23rd July 1998 in the Council Room, 1st Floor, University Offices Building 3a, Clayton campus.

M I N U T E S

1. Attendance and apologies

Apologies were received from Mr P Wade, General Manager; Mr I Porter, Executive Director - International Affairs; Mr J Curtis, Director - Monash University Union; Professor J Anderson -Campus Director Gippsland/Berwick; Mr S Dee, Executive Director - Performing and Visual Arts; Mr B Ruck, Faculty Manager - Faculty of Medicine and Ms M Hah, Registrar - Faculty of Art and Design.

The Vice-Chancellor welcomed as new members Mr A McMeekin, Director - Information Technology Services, Mr P Lawford, Faculty Registrar - Faculty of Education, Mrs P Herman, Manager - Research Training & Support Branch and Ms J Gaffey, Manager - Research Grants & Ethics Branch.

2. Minutes

As meeting 3/98 consisted of information sessions, Minutes of the decisions and actions of the meeting were not distributed.

4. Enterprise Bargaining Agreement

Mr Marshall outlined the broad ramifications of the agreement with a focus on the following areas:

  • summary of the core outcomes
  • benefits rolled over from the 1995 Agreement and those omitted from the new agreement
  • Performance Based Contracts
  • Performance Management - Academic Staff
  • annual leave provisions
  • general staff redeployment provisions
  • other key clauses including salary packaging, the voluntary substitution of annual leave for leave loading and the provisions relating to long service leave
  • the reported NTEU claim for Round 3 of Enterprise Bargaining

Following a question relating to salary packaging, Mr Marshall advised the group that the matter was nearing resolution and that an announcement and manual would be released as soon as practicable.

5. Vice-Chancellor's Group

5.1 Vice-Chancellor

5.1.1 Opening of the Monash University Sunway Campus, Malaysia

The Vice-Chancellor advised the Group that the Campus had opened on Monday 20th July with an initial intake of 450 students, including 30 international students, across the disciplines of Business, Information Technology, Science and Engineering. Noting the high calibre of both staff and students at the campus, the Vice-Chancellor congratulated all staff involved in the process of establishing the campus within such a tight timeframe.

5.3 Deputy Vice-Chancellor (International and Public Affairs)

Professor Maloney provided an update on matters relating to the University's international operations. The following were raised:

  • South Africa: Negotiations have been ongoing and a decision on continuing further will be made latter today.
  • South Korea: while noting that negotiations had been underway for the past 12 months, the group was advised that these negotiations could not be concluded at this time as the Korean government had placed a cap on private sector involvement.
  • International student fees: Mr Matthews advised the group that the 'currency crisis' in Asia was being closely monitored as it had caused significant difficulties for some international students.

5.4 Deputy Vice-Chancellor (Academic and Planning)

5.4.1 Report on the Review of the Roles and Responsibilities of Campus Directors

Document ADM8/98 was attached.

Noting that the Report was an updated version of the document discussed at meeting 2/98, it was suggested that consideration be given to amending point (iii) by including 'Heads of major support services'.

6.1 Australian University Games

Mr White advised the Group that Monash University was co-hosting the games with The University of Melbourne and that details of the games, events and Monash's involvement would be published via web pages and other forms of media.
