Administrative Heads Group Meeting 6-1999

Meeting 6/99 of the Administrative Heads Group was held at 8.30am on Thursday 18 November 1999 in the Council Room, 1st Floor, University Offices Building 3a, Clayton campus.

MINUTES

1. Attendance and apologies

Apologies were received from Professor P Darvall (Deputy Vice-Chancellor – Research & Development), Professor A Lindsay (Deputy Vice-Chancellor – Academic & Planning), Mr I Porter (Principal Adviser – International and Government Relations), Ms J Kemp (Director of Resources – Faculty of Medicine), Dr P Rodan (Faculty Registrar – Faculty of Science) and Ms B Shields (Academic Registrar – Faculty of Business & Economics).

In attendance was Professor M Evans (Director – Planning & Academic Affairs) and Ms K Lock (Manager – Staff Development & Communications).

4. Vice-Chancellor’s Group

4.1 Vice-Chancellor

4.1.1 Global Development Framework

The Vice-Chancellor introduced the Global Development Framework noting that it was an important strategic document that underpinned Leading the Way: Monash 2020 and was integral to learning and teaching and research at Monash.

Outlining the Framework, members were advised that Part 1 detailed major categories and principles for offshore development activities and major priorities for 2000 – 2010. Part II outlined the global aspects in relation to research, teaching and learning and the infrastructure required to support those endeavours.

Following his introduction, the Vice-Chancellor outlined the major aspects of the Framework.

During discussion of the Framework, major items discussed included:

  • The need for all developments to meet the Country Suitability and Monash Guiding Principles as detailed on pages 4 – 5 of the document.

  • The need to assess the benefits and explicit risks involved with any development.

  • Discussion of Charts A and B.

  • Management Structures : members were advised that the most appropriate management and Committee structure would be brought forward by the Vice-Chancellors Group once the views of the new General Manager had been considered.

  • The need to ensure that current developments are working appropriately and to look at areas where Monash can compete effectively.

4.1.2 Report of the Gippsland Campus Working Party : Chaired by the Deputy Chancellor Dr GA Knights.

Members were advised that the Report of the Gippsland Working Party, the outcome of an extensive consultation process undertaken by a Working Party Chaired by the Deputy Chancellor Dr G A Knights, would shortly be submitted to the Resources and Finance Committee, Gippsland Advisory Council, Academic Board and Council for consideration.

Summarising the major recommendations, the Vice-Chancellor commended the report to members.

4.2 Acting General Manager

4.2.1 Update on GST Issues

Mr John Matthews, Assistant General Manger – Finance provided members with an update on the GST and its ramifications for some of the activities undertaken by Monash University.

Noting that many matters relating to the GST were still unclear, and that Monash was a diverse institution, members were encouraged to contact Mr Matthews if they required any information and/or assistance.

5. Matters raised by Members

5.1 Monash portal project – my.monash

Members were advised that Monash Portal Project, a joint development between staff from Information Technology Services Division and staff members from a range of University departments, had recently received a national award in the Australian Information Industry Association National Awards for Excellence through Information Technology.

The Vice-Chancellor and Mr Alan McMeekin both extended their congratulions to all members of the development team for their outstanding contributions and achievement.
