Meeting 5/2000 of the Administrative Heads Group was
held between 8:30am and 9:25am on Thursday 28 September 2000 in the
Council Room, 1st Floor, University Offices Building 3a,
Clayton campus.
MINUTES
The Chair, Professor D Robinson, welcomed Professor B Mackenzie (Pro
Vice-Chancellor, Gippsland Campus), Ms V Holt (Faculty Manager, Faculty
of Art and Design) and Mr J Du Ve (Director of Applications Services,
Information Technology Services Division).
1. Attendance and apologies
Apologies were received from Ms A Crook (Deputy
Vice-Chancellor and Vice-President (Resources)), Mr D Secomb (Head of
Administration, Faculty of Engineering), Mr D Mernagh (Acting Registrar,
Faculty of Business and Economics), Mr N Thorburn (Faculty Manager,
Faculty of Science), Mr S Dee (Executive Director, Public Affairs), Mr P
Marshall (Divisional Director, Student and Staff Services), Mr T Pollock
(Executive Director, International), Mr R Burnet (Campus Director,

2. Minutes
Meeting 4/2000 of the Administrative Heads Group
scheduled for 3 August 2000 was cancelled.
The Minutes of Meeting 3/2000, which were circulated
previously, were confirmed subject to amendment of the fifth dot point
on page two to read:

In order to further enhance an already
high level of community interaction, Mr John White will revert to the
position of Campus Director – Caulfield/Peninsula with Mr Bob
Burnet assuming the position of Campus Director – Clayton/Berwick.
Both positions will report to Professor P LeP Darvall, Deputy
Vice-Chancellor, Research and Development.

4.1 Vice-Chancellor and President
4.1.1 Pro Vice-Chancellor, Gippsland Campus
Professor Robinson welcomed Professor B Mackenzie, Pro
Vice-Chancellor, Gippsland Campus.
Professor Mackenzie informed the Group about recent
developments and future directions for the Gippsland campus. Taking into
account the priorities set out in the Report of the Gippsland Campus
Working Party, the Pro Vice-Chancellor highlighted important areas for
growth and change, including:

increased autonomy for the campus
without the weakening of links with faculties;
-
consistency of academic governance;
-
engagement with regional industry and
community;
-
optimisation of strengths and marketing
potential;
-
further strengthening of key
attributes; and
-
recognition of weaknesses and
identification of appropriate methods to address them.
Professor Mackenzie noted the commitment of the
Gippsland campus staff, their expertise in areas such as distance
education, the support and pastoral care that was provided to students
and the strong working relationship maintained between staff at the
campus.
The Pro Vice-Chancellor welcomed comments and feedback
from the Group about the Gippsland campus.
Discussion occurred about related issues including
budgetary implications, links with agriculture and industry and the
status of a government initiative for establishment of an Educational
Precinct.
The Vice-Chancellor thanked Professor Mackenzie, and
noted that many members of the Group and the University community would
be involved with provision of support for developments at the Gippsland
campus.
4.2 Deputy Vice-Chancellor and President (Research and Development)
4.2.1 Intellectual Property
Members noted the following three papers that were
presented in relation to Intellectual Property. These papers were
approved by the University Council at its Meeting 5/2000 (held 14 August
2000):

It was noted that these documents could be accessed via

In addition, the relevant University legislation
concerning Intellectual Property, Statute 11.2 – Intellectual Property
and the Intellectual Property Regulations, is located under the

Professor Darvall informed members about aspects of the
three documents presented. Members noted that the series of papers would
provide a policy framework for the management of Intellectual Property
within the University. Professor Darvall foreshadowed that further
policy relating to equity issues and ethical guidelines would follow.
Members noted that extensive consultation had taken
place with the University community and that the documents had been
considered by major University bodies. Professor Robinson noted that the
papers had been positively received by Council and highlighted the
importance of the collective effort to serve and support this core
endeavour.

At the Chair’s invitation, members provided brief verbal
reports on current highlights and progress in the relevant areas as set
out below. Professor Robinson also requested that members contact the
Secretary about possible items for inclusion in the agenda for the next
meeting.

Mr J Julian, Director, IAS Project,
reported on developments with Callista and the progressive
implementation of its modules (eg. the enrolments module). (Please

Professor J Harris, Director, CeLTS,
informed members about growth in relation to off-campus and graduate
offerings, strong growth offshore and the spread of distance education
offerings across the University; and

Ms V Holt, Faculty Manager, Faculty of
Art and Design, commented on recent developments in the area of
multimedia, a new appointment, growth at the Berwick campus and her
initial impressions of Monash.
