4.4 Academic Staff

Professor Logan said that, in the view of AHEIA at least, the performance evaluation procedures of a number of universities - including Monash - were not sufficient for them to be designated as exempt institutions. He acknowledged that difficulties existed in regard to the former college staff and that differences between the unions were exacerbating matters, but asked nonetheless for each Dean to advise him of what, if any, procedures were being adopted in their faculties for the assessment of performance of academic staff.

4.7 Developments in Malaysia

Professor Logan said the higher education situation in Malaysia was fluid, and Monash needed to keep its options open. He said the University was monitoring events closely and was prepared to position itself so as to preserve the strong links that it had always enjoyed with Malaysia. He undertook to keep Deans informed as necessary.

Professors Porter and Bellamy undertook to forward relevant documentation to the Vice-Chancellor.

6.2 Large Items of Equipment

After consideration of the attached paper, D16/92, from Professor Porter, Deans endorsed for transmission to Academic Board:

. the commitment of funds as recommended by CADRES for large items of equipment from the 1992 equipment fund, after noting a comment from the Comptroller that the $70,000 overrun might be picked up from windfall profit of the University's 1991 funding outcome; and

. the forward commitment, subject to available funding, of $700,000 for large items of equipment in 1993 as recommended by CADRES.

In general terms, Deans supported the views of CADRES that the forward commitment of funds for large items of equipment was a useful research management procedure; that no infrastructure funding should be taken off the top of the University's equipment grant; and that 15% of future infrastructure funding be earmarked for the Library for expenditure on research-support expenditure.

Professor Logan said there was good indication that recommended salary increases for Vice-Chancellors would be approved in the near future, and funded by the Government. This, he said, raised questions about Deans salaries which need addressing, and which he undertook to consider in the period before the next meeting.

The following extracts from the unconfirmed minutes of Meeting No. 1/92 of the Committee of Deans, held on 20 February, is drawn to your attention:

5.1 Titles of Professorial Appointments

The meeting considered and generally endorsed the proposals contained in the attached paper, D2/92, from Professor Pargetter, subject to the building in to paragraph seven provision for extending fixed-term professorial appointments as proposed last year by Deputy Vice-Chancellor Hay.

There was fairly broad support at the meeting for the University to review its long-standing tradition of having professorial heads of departments.

5.2 Academic Staff Probation

The meeting generally endorsed the proposals contained in the attached paper, D3/92, from Professor Pargetter after noting a comment from the Registrar that some adjustments were still needed.

5.3 Academic Promotion Procedures

The meeting endorsed the proposals contained in the attached paper, D4/92, from Professor Pargetter, subject to inclusion of the provision that faculty promotion committees should transmit to the Readership/Associate Professorship Committee their listing of strongly recommended candidates in rank order, it being explicitly understood that such action implied no return to a quota system.

5.4 Continuing and Non-Continuing Appointments

The meeting endorsed the proposal contained in the attached paper, D5/92, from Professor Pargetter after noting the external pressures forcing the University's hand in this regard.

5.5 Academic Award Restructuring

The meeting noted the attached paper, D6/92, from Professor Pargetter and agreed to defer any action pending further developments.
