The following extracts from the unconfirmed minutes of Meeting No. 3/92
of the Committee of Deans, held on 31 March 1992 are drawn to your
attention:
23.2 Grant Applications
After referring to several instances of grant applications apparently
having by-passed established procedure, Professor Logan confirmed his view
that all applications for research grants should be approved by the Dean (or
the Dean's nominee) before leaving the faculty. This view was endorsed, and
it was agreed that any grant application received centrally without decanal
approval should be referred back to the relevant Dean.
26. Committee of Associate Deans (Research)
The Committee received and noted the attached minutes of a meeting
of CADRES held on 19 March, D21/92. Discussion of these minutes was confined
to item 5, 1992 ARC Infrastructure Library Proposals. In this
context, the Committee also had before it copies of a letter from the
Librarian to Professor Porter of 18 March and an appended memorandum to all
members of the General Library Committee of 4 October 1991 from Mr Lim and
the Committee Chairman, Professor Ricklefs. Quite some debate ensued as to
whether Deans should endorse the apportionment mechanism for the 15 per cent
infrastructure funding earmarked for the Library proposed by CADRES, as
supported by Professor Rae, or the alternative mechanism proposed by the
General Library Committee, as supported by Professor Porter, and which, the
meeting was advised, had subsequently been approved by the Vice-Chancellor
on Professor Porter's recommendation. In the end, it was agreed to endorse
the mechanism proposed by the General Library Committee for 1992 subject to,
in later years, a review of procedures in the light of experience.

23.4 After Hours Occupation of Buildings
Following the discussion of security procedures at the previous meeting,
Mr White advised that the notice calling for prior notification of after
hours occupation of buildings was being redrafted in more conciliatory
language and in recognition of current extended teaching hours. He took note
of a suggestion that it might be useful to consult one or two Deans before
recirculating the revised notice.

Professor Logan agreed to prepare for consideration at the next meeting a
paper addressing the performance appraisal and remuneration of Deans.

24.1 Continuing/Non-Continuing Appointments
In response to a question from Professor Bellamy, Professor Pargetter
said he would be reporting to the next meeting on progress being made by the
University towards compliance with required ratios of continuing and
non-continuing academic staff appointments, and strategies for achieving
those ratios.

the Committee of Deans, held on 31 March 1992 is drawn to your attention:
25. Human Resources Management Matters
25.1 Professorial Appointments
The Committee considered and approved, subject to the amendments listed
below, the attached paper from Professor Pargetter, D19/92, further
to the general endorsement of paper D2/92 at Meeting No. 1/92, Minute 5.1:
. deletion of `chair' in the fifth line of the section
headed `Policy' on page 3; and
. inclusion of `it' prior to `relevant' in the third
line of the first section headed `Policy' on page 4,
and subject to the understanding that its provisions would not override
existing special arrangements or commitments already made.
