Meeting No. 10/94 of the Committee of Deans was held on Wednesday, 20
July 1994, in the James McNeill Room, Clayton Campus, between 12.00 noon and
2.00 pm.

M I N U T E S
The Vice-Chancellor welcomed to the meeting Professor W.H. Melbourne,
Dean, Faculty of Engineering and Professor N. Hallam, Associate Dean, for
the Dean, Faculty of Science.
93. Minutes
The minutes of Meeting No. 9/94 held on 28 June 1994, copies of which had
been circulated, were confirmed and signed.
94. Matters Arising From the Minutes not listed elsewhere in the
agenda
94.1 Review Policy
The Vice-Chancellor advised that, with regard to the previously
foreshadowed review of the Faculty of Science:
MIL, IWC Acting Dean, Science Dean, Medicine
. the review panel was to consist of members external to the University;
. terms of reference were to be developed in consultation with
appropriate deans, including the Dean of Medicine, to ensure issues
associated with the relationships between the Faculty of Science and other
faculties, and in particular, the Faculty of Medicine, were fully explored
by the review process.
The Committee noted the advice of the Deputy Vice-Chancellor that a
review policy document was to be referred in due course to the Committee for
consideration.
94.2 Academic Staff Career Development
The Committee noted a paper on Academic Staff Career Development and
Supervision (D87/94) which had been circulated separately to Academic Board
members.

During discussion of the paper, the Committee agreed that appraisal
review documents as developed by the Faculty of Medicine were to be
circulated to deans for reference in developing faculty procedures to
implement the new policy.
The Committee endorsed the document, subject to:
. clarification of the document to confirm the responsibility of heads of
department, including those at non-professorial level, to supervise all
professors in their departments, in collaboration with deans where
appropriate;
. inclusion of provisions for heads of Centres to be supervised by heads
of department or deans, as appropriate and, in the case of `central'
Centres, for heads to be supervised by the Deputy Vice-Chancellor (Research
and Development) or, in the case of incorporated CRC's, by the Director of
the Board of the CRC.
94.3 Valedictory Ceremony and University Medals for Academic Merit
The Deputy Vice-Chancellor advised that a discussion paper on this matter
was to be prepared. The proposal would provide for a valedictory ceremony to
be held in December each year, commencing in 1995.

94.4 Remuneration of Heads of Department
The General Manager tabled a finalised proposal on allowances for Heads
of Department (D88/94).

During discussion, the Vice-Chancellor confirmed that payment of
allowances was to be made from existing faculty budgets. The Committee
agreed that the scheme was to be implemented from 1 October 1994, noting
that allowances were to be payable in dollar terms only and that the General
Manager was to finalise the document in the light of suggested changes.
94.5 Vocational Education and Training
The Vice-Chancellor advised that a consultant had been hired to explore
ways in which the University may become involved in vocational education and
training. Meetings between the consultant and deans were to be arranged in
order to identify ways faculties could contribute in the area.

94.6 Procedures for Approval of Experiments Involving Animals
The Deputy Vice-Chancellor (Research and Development) advised that
procedures currently in place were appropriate.
94.7 Proposed Development of Land by Monash Medical Centre
The Vice-Chancellor advised that consultation had commenced between the
University and Monash Medical Centre about possible uses for land acquired
by the Centre adjacent to the University. He would keep the Committee
informed of developments.
94.8 Appointment of Associate Deans
The Committee considered again a proposal from MAS that guidelines be
developed for the appointment of Associate Deans (Teaching) and (Students)
(a matter previously considered at its meeting of 24 May 1994).
The Committee was of the view that, as proposals for appointment to such
positions were referred to faculty boards for consideration, students had
the opportunity for input into the appointment process.
94.9 Undergraduate Attitude Survey
The Committee noted that the survey was ongoing.
95. Report of the Vice-Chancellor
95.1 1994 Off-Shore Graduation Ceremonies
The Vice-Chancellor reported on successful graduation ceremonies held in
July in Hong Kong, Kuala Lumpur and Singapore and advised that he and the
Chancellor were to pursue means of enhancing links with alumni associations
in these cities.

95.2 Malaysia
The Committee noted that, while DEET was understood to have expressed the
view that the University was not delivering as promised in Malaysia, this
view was not held in Malaysia. The Pro Vice-Chancellor (International
Programs) undertook to report to the next meeting on the situation regarding
the MSC - Syme Business School in Malaysia.

95.3 Good University's Guide
The Pro Vice-Chancellor (International Programs and Development) advised
that an announcement was to be made shortly that Monash had been named the
University of the year for 1994 by the Good University's Guide. The
criterion for the award for this year was Internationalisation.
95.4 Indonesia
The Pro Vice-Chancellor (International Programs and Development)
announced details of the agreement finalised between UNSW, Monash and Bang
Bayang 66 to establish a Foundation Year program in 1994 in Indonesia and a
program to prepare students for entry to graduate courses in 1995. It was
anticipated that these initiatives would lead to the establishment of a
private university in Indonesia operated by Monash and UNSW in the first
instance.
95.5 Singapore
The Vice-Chancellor advised that the decision of the Singapore government
to accept Medicine graduates only from Melbourne and Sydney Universities had
been based on an incorrect assumption that Monash and UNSW supplied the
least number of Singapore graduates and would thus be least affected by the
decision.
95.6 Deans' Annual Reports
The Vice-Chancellor advised that he would provide deans with a list of
items to be addressed in their annual reports to Council.

96. Urgent Matters
96.1 DIT Strategy
In response to a query from the Dean of Arts, the Deputy Vice-Chancellor
confirmed that funds had been allocated to the Arts Faculty budget to cover
costs of implementing the DIT strategy in relation to the faculty's presence
at Gippsland Campus.
96.2 Corporate Fundraising
The General Manager presented a tabled paper (D89/94) for information of
deans concerning action that had been taken to establish a Corporate
Fundraising Unit, to co-ordinate major fundraising activities on a
University-wide basis.
96.3 Principal Lecturers
The Deputy Vice-Chancellor sought the opinion of the Committee on action
which may be taken to resolve the issue of the designation of the 12
remaining Principal Lecturers on staff.

The Committee was of the view that the most satisfactory option was to
invite all Principal Lecturers to provide to the University
Readership/Associate Professorship Committee a case for redesignation, via
deans for comment on each application.
The Deputy Vice-Chancellor undertook to refer the view of the Committee
to the NTEU.
97. Research Matters
97.1 Policy on Centres
The Deputy Vice-Chancellor (Research and Development) advised that he
would bring to the Executive and to the Committee an `exposure draft' policy
on Centres.

97.2 Consultancies and Montech
The Deputy Vice-Chancellor (Research and Development) distributed to
interested members a report from Montech presenting proposals for all
consulting work to be channelled through Montech (D90/94).
98. Other Business
98.1 Distance Education
The Committee considered a policy proposal for referral to the Academic
Board at its meeting of 31 August 1994 (D86/94).

During discussion, it was suggested that the paper be amended at page 5,
paragraph 2, to read as follows:
The Pro Vice-Chancellor (Gippsland) should negotiate appropriate
realistic fees for such DE enrolments, after discussion with relevant
faculties/teaching units.
It was also suggested that the issue of distribution of fee income
generated by international DE be given consideration.
99. Next Meeting
The next meeting of the Committee of Deans is scheduled for 2.15pm on
Tuesday 9 August at Peninsula Campus.
