3. MATTERS ARISING FROM THE MINUTES

3.1 Academic Board approval of subjects

Regarding Minutes 3.2 Meeting 7/94, 3.2 Meeting 6/94, 3.2 Meeting 5/94, 3.4 Meeting 4/94 and 8.5 Meeting 3/94: the University Solicitor's Office has not yet responded to the paper submitted to them for comment.

Recommendation:

That the Committee note the information.

3.2 Fees for Subjects Taken Over and Above Degree Requirements

Regarding Minutes 3.3 Meeting 7/94, 3.3 Meeting 6/94, 3.3 Meeting 5/94, 3.5 Meeting 4/94 and 9.5 Meeting 3/94: most Faculties have forwarded their current fee policies to the Executive Officer. A summary will be presented to the Education Committee at a later date.

Recommendation:

That the Committee note the information.

3.3 Discipline Working Party

Regarding Minutes 3.4 Meeting 7/94, 3.5 Meeting 6/94, 3.6 Meeting 5/94, 5 Meeting 4/94 and 4 Meeting 2/94: the Working Party is continuing to draft their report.

Recommendation:

That the Committee note the information.

3.4 Conventions in Naming Degrees

Regarding Minutes 3.5 Meeting 7/94, 3.7 Meeting 6/94, 3.9 Meeting 5/94 and 11.1.12 Meeting 4/94: this item will be brought to a later meeting of the Education Committee.

Recommendation:

That the Committee note the information.

3.5 Honours Working Party

Regarding Minutes 3.6 Meeting 7/94, 3.8 Meeting 6/94, 4 Meeting 5/94, and 4.1.9 Meeting 3/94: the Working Party has examined the responses to the questionnaire, and has requested additional information in some instances.

Recommendation:

That the Committee note the information.

3.6 Year Level Standards and Assessment Policies

Regarding Minute 6 Meeting 7/94, the response to the paper concerning year level standards and assessment policies, CADeT will respond to that paper at the Education Committee Meeting on 17 May, instead of the Meeting of 5 April.

Recommendation:

That the Committee note the information.

3.7 Meeting Dates for 1995

Regarding Minute 8 Meeting 7/94, the Education Committee Meetings scheduled for 28 June and 13 December have been rescheduled. The meetings will now take place on Tuesday 27 June and Tuesday 12 December respectively. A revised schedule will be circulated separately.

3.8 Marking and Selection Practices

Regarding Minute 11 Meeting 7/94, Dr Baldwin will submit the requested descriptive paper concerning marking practices to the Committee at a later date.

4. GRADUATE STUDIES WORKING PARTY

4.1 Graduate Diploma Awards

At Meeting 4/94, the Education Committee referred a proposal (Agenda Item 10.7) from the Faculty of Business and Economics to the Graduate Studies Working Party. This proposal stated that

...it be adopted as a general principle that where a lower level course (graduate certificate or graduate diploma) is a prerequisite for a higher level course (graduate diploma or masters degree), the student be permitted to take out both qualifications, but where there is a transfer of credit from the lower level course to the higher then only one qualification be awarded.

The working party has agreed to recommend to the Education Committee that the proposal be rejected, on the grounds that the proposal would disadvantage students wishing to transfer within the University from one level course to another. The working party could not see the need to prevent the lower level award from being made. In addition, the working party would recommend that practices in current usage in all faculties be examined in light of this decision (Item 8.3 of this Agenda is also relevant to this issue).

Recommendation:

That the Committee return the proposal to the Faculty of Business and Economics with the recommendation that the principle not be adopted at this time, and that all faculties examine their current practices regarding the taking out of sequential degrees in light of this decision.

4.2 Graduate Course Titles

At Meeting 4/94, the Education Committee referred a proposal (Agenda Item 10.8) from the Faculty of Business and Economics to the Graduate Studies Working Party. This proposal stated that

...graduate diplomas be differentiated and renamed to reflect the difference between broad entry requirements, viz, the designation "graduate diploma" be used where applicants have graduated in another disciplinary area to the diploma, and "postgraduate diploma" where applicants have graduated in the same discipline as the diploma and have three years of sequential knowledge.

The proposal was rejected by Council in 1991, and the working party has agreed to recommend to the Education Committee that once again the proposal be rejected, as the distinction would prove too difficult to make.

Recommendation:

That the Committee return the proposal to the Faculty of Business and Economics with the recommendation that the principle not be adopted at this time.

5. BACHELOR OF COMMUNICATIONS

Correspondence concerning the additional information requested by the Education Committee is attached. The Committee should note that the course proposal will be resubmitted to the 22 February meeting of the Education Committee, with the additional information requested, and that faculty responses to the course proposal will be submitted to the 5 April meeting of the Education Committee.

Recommendation:

That the Committee note that the additional information requested, clarifying the structure of the course, will be provided at the 22 February meeting of the Education Committee, and that Faculty responses to the course proposal will be submitted to the 5 April meeting of the Education Committee.

6. STUDENT REPRESENTATION

At meeting 7/94, the student representatives requested more time to consider the proposed changes to student membership of the Education Committee. The changes to student organisations passed by Council mean that the student membership of Education Committee must be altered. The recommendation which follows is the original recommendation.

Recommendation:

That the Committee endorse for transmission to Academic Board the following amendments to the student representation on the Education Committee: that MUFSO be asked to nominate four student members of the Education Committee, to hold their positions from 1 March to 28/29 February of the following year in each case. These students will represent Masters candidates (1), Graduate Diploma candidates (1), and undergraduate award candidates (2, with the proviso that the two students chosen must come from different campuses). Each representative shall have a designated alternate, also nominated by MUFSO and falling into the same categories.

7. ACADEMIC MEDALS, VALEDICTORY CEREMONY AND SCHOLARSHIP POTENTIAL ENHANCEMENT PROGRAM

A paper is attached for the Committee to discuss. Included in the paper are proposals for three Medals, a Valedictory Ceremony and a Scholarship Potential Enhancement Program.

Recommendation:

That the Committee discuss the recommendations made in the paper, modify them as necessary and endorse the proposals for transmission to the Academic Board.

8. MATTERS REFERRED FROM ACADEMIC BOARD

8.1 Amendment to Regulations for the honours degree of the Bachelor of Arts

Attached are extracts from the Agenda of Academic Board Meeting 8/94 and the Report of the Board of the Faculty of Arts. The Faculty Board recommends that the provision to take an honours year in the discipline of Psychology be deleted from the honours degree of Bachelor of Arts, since students are able to undertake an honours year in that discipline in the Faculty of Science. The Academic Board expressed reservations concerning the potential impact on funding and on the Faculty of Science.

Recommendation:

That the Committee discuss the proposal and determine whether to endorse for transmission to the Academic Board the proposal that Schedule J, Part II, to the Bachelor of Arts regulations be amended by deleting the reference to psychology as an Honours discipline.

8.2 Handbook relating to Assessment in Undergraduate Subjects and Responsibilities of Examiners

Attached is a document prepared by the Faculty of Law. The Committee is invited to consider the document regarding links with the assessment guidelines in the Education Policy.

Recommendation:

That the Committee discuss the paper, and make comment for transmission to the Academic Board concerning links with the assessment guidelines in the Education Policy.

8.3 Amendment to regulations for the degree of Bachelor of Science

The Academic Board, at Meeting 8/94, agreed to amend the regulations of the BSc degree in order that no person may be awarded the pass and honours degree of Bachelor of Science on the same day. The Education Committee is asked to consider, in light of this amendment to legislation, the general question of whether one person should be permitted to take out both a pass and an honours degree (Item 4.1 of this Agenda is also relevant to this issue).

Recommendation:

That the Education Committee consider whether one person should be permitted to take out both a pass and an honours degree, and make recommendation on the issue to Academic Board.

9. REPORT OF THE UNIVERSITY LIBRARIAN

The University Librarian has not made a report to this meeting.

10. REPORT OF CADeT

Attached is the report of CADeT for Meetings 3/94 and 4/94. The Committee should note that Proceeding 4, Meeting 4/94 has been handled at Item 8.2 of this Agenda.

11. ADVICE OF DECISION OF COUNCIL

Attached is advice from the Secretary to the Academic Board concerning a decision of Council related to business of the Education Committee.

Recommendation:

That the Committee note the concern expressed at Council Meeting 7/94 regarding inconsistencies in course titles, and that Council will be expecting a statement on the matter in due course.

12. ADVICE FROM THE COMMITTEE OF DEANS

Attached is advice from the Committee of Deans concerning the proposal to ensure all students receive a copy of the relevant handbook prior to enrolment.

That the Committee note the information.

13. SPECIALISED DEGREE TITLES

Attached is a paper from Professor Pargetter concerning the responses from Faculties to the policy recommended at Education Committee Meeting 4/94 (Item 6). In it, the existing undergraduate degrees are listed for consideration in light of the new policy. This paper does not include reference to Diplomas, Graduate Diplomas or Masters awards. Some Faculties have addressed these other levels of awards under separate cover, and these responses are attached at the conclusion of the undergraduate section for information (see page 2609). The titles of degrees not covered in the paper submitted by Professor Pargetter will be addressed at the next meeting of the Education Committee.

Recommendation:

That the Committee discuss the current titles of undergraduate degrees in light of the proposed policy concerning the use of specific or tagged degree titles and the Faculty responses to the proposed policy, make further recommendations if necessary, and endorse the policy for transmission to the Academic Board.

14. FACULTY OF EDUCATION REPORT

The Report from Faculty Board Meeting 4/94 held on 7 September 1994 is attached. Each item requiring action listed in the report is addressed separately below.

Recommendation:

That the Committee receive the report and consider each item requiring action separately for transmission to the Academic Board.

14.1 Amendment to regulations for the degree of Graduate Diploma in TESOL

The Faculty of Education recommends that the regulations for the Graduate Diploma in TESOL be amended in order to bring the course in line with Department of School Education requirements. The original regulations are attached.

Recommendation:

That the Committee endorse for transmission to the Academic Board the proposal to amend the regulations for the Graduate Diploma in TESOL as follows:

"3.1 Amended to read:

The course of study shall consist of five subjects chosen from a list to be prescribed from time to time by the faculty board and having in total the weight of one and a half academic years of full-time work.

3.2 Amended to read

Of the five subjects studied by any candidate for the graduate diploma, one shall be Teaching English to Speakers of Other Languages or Language, Society and Cultural Difference, as determined by the faculty.

14.2 Graduate Diploma in Junior Primary Education

This proposal does not require new subjects to be proposed.

15. FACULTY OF ENGINEERING REPORT

The Report from Faculty Board Meeting 6/94 held on 9 November 1994 is attached. Each item requiring action listed in the report is addressed separately below.

15.1 Bachelor of Engineering/Bachelor of Technology (Industrial Design)

The Faculty recommends the introduction of a new double degree program beginning in 1996. The Faculty of Arts approved this proposal at Faculty Board meeting 8/94 held on 2 November 1994.

Recommendation:

That the Committee endorse for transmission to the Academic Board the proposal to establish a new degree in 1996, to be titled Bachelor of Engineering/ Bachelor of Technology (Industrial Design).

Recommendation:

15.3 Subject Amendment

The Faculty proposes the addition of an alias code to allow this second year level subject to be taught at first year level within the new Bachelor of Environmental Engineering. The subject content and assessment is not listed as being altered.

That the Committee return to the Faculty of Engineering, for clarification concerning the amendments to be made to the subject to enable it to be taught at the first year level, the proposal to amend the second year level subject LSC2042 Conservation Biology by additionally offering the subject at the first year level under the alias code LSC1642 Conservation Biology

16.3 Amendment to regulations for the degree of Master of Laws

Recommendation:

That the Committee endorse for transmission to the Academic Board the proposal to amend the regulations for the degree of Master of Laws by the addition of the following sections:

"44.4 A former candidate who discontinued candidature or after a period of candidature failed to re-enrol as a candidate may be readmitted as a candidate by the board on such conditions as it shall prescribe including the duration of candidature.

44.5 A candidate readmitted to candidature under subsection 44.3 or 44.4 may at the discretion of the board be granted credit towards the degree for a subject or subjects completed during a previous period of candidature provided that credit shall not be granted for a subject which was completed more than eight years prior to readmission."

17. MEMORANDUM FROM ASSOCIATE DEAN, FACULTY OF LAW

The attached memorandum from the Associate Dean of the Faculty of Law, Professor A J Duggan, requests that the Education Committee endorse for transmission to the Academic Board a subject, LAWxxxx Comparative Disability Law, taught during semester one 1994. Although the Education Committee noted that the subject had been taught, approval for the subject was never formally sought.

Recommendation:

That the Committee endorse for transmission to the Academic Board the request of Professor Duggan that the subject LAWxxxx Comparative Disability Law, taught during semester one 1994, be endorsed by the Academic Board retroactively.

Recommendation:

19.3 Amendment to regulations for the degree of Bachelor of Arts.

The Faculty proposes to amend the regulations regarding language studies on the advice of the University Solicitor's Office.

Recommendation:

That the Committee endorse for transmission to the Academic Board the proposal to amend the regulations for the degree of Bachelor of Arts as follows:

"9.2 Appropriate Level of Studies. Where a language department determines that a candidate is qualified to undertake a language subject at a certain level, the candidate shall not be entitled to undertake the subject at a lower level."

20. FACULTY OF ARTS EXECUTIVE REPORT

The Report from the meeting of the Faculty Board Executive, held on 16 November 1994 is attached. The recommendation of the Faculty Board Executive, that the credit points for the following subjects be amended from 12 points to 8 points, is supported by the attached documentation amending the assessment required. 21. FACULTY OF BUSINESS AND ECONOMICS REPORT

Recommendation:

That the Committee receive the report, note the proceedings and consider each item requiring action separately for transmission to the Academic Board.

21.1 Graduate Diploma in Business (Management)

Recommendation:

That the Committee endorse for transmission to the Academic Board the proposal to alter the title of the Graduate Diploma in Business (Management) to Graduate Diploma in Operations Management.

21.2 The honours degree of Bachelor of Economics and the honours degree of Bachelor of Commerce

The proposed amendments to the structure of the honours degrees of Bachelor of Economics and Commerce would alter the method of calculating the final grade, require a common seminar for all honours candidates, increase the importance and weighting of the thesis component, and allow students to take a subject from another Faulty as part of their honours program. The full proposal is attached.

Recommendation:

That the Committee endorse the proposed amendment to the honours degree of Bachelor of Economics and the honours degree of Bachelor of Commerce.

21.3 Bachelor of Economics

Recommendation:

That the Committee endorse for transmission to the Academic Board the proposal to amend the Bachelor of Economics structure in order to allow BEc students to take Management subjects in year one, and to allow students a total of two Accounting and Finance and/or Management subjects in first year.

21.4 Bachelor of Business (Multi-discipline)

Recommendation:

That the Committee endorse for transmission to the Academic Board the proposal to amend the Bachelor of Business (Multi-discipline) by reducing the compulsory requirement from three to two subjects, viz GBU1302 Management Theory and GBU2304 Organisational Behaviour, and by moving the former third compulsory subject to first semester from first semester.

21.5 Associate Diploma in Business (Productivity Management)

The Faculty recommendation will make the Associate Diploma in Business (Productivity Management) comparable to the Associate Diploma in Business (General Administration).

Recommendation:

That the Committee endorse for transmission to the Academic Board the proposal to reduce the compulsory component from eight to six subjects.

21.9 Amendment to regulations for the degree of Master of Business (Accounting)

Recommendation:

That the Committee endorse for transmission to the Academic Board the proposal to amend the regulations for the degree of Master of Business (Accounting) by replacing the existing Clause 1.2 with the following:

"1.2 Applicants who have completed a three-year undergraduate degree with a major in accounting or a related discipline may be admitted to candidature for the degree but shall firstly be required to complete the requirements of the Graduate Diploma in Financial Management.
