Meeting 4/95 of the Education Committee was held on Wednesday 28 June 1995 at 9:00am in the Sir George Lush Room (formerly the Deans' Meeting Room), University Offices, Clayton campus.

1. STARRED ITEMS

The Committee nominated items 10 and 11 to be starred, and then endorsed the recommendations for items other than those starred.

2. MINUTES

The Committee approved the minutes of Meeting 3/95 held on Wednesday 17 May 1995 as circulated.

3. MEMBERSHIP

The Committee endorsed for transmission to the Academic Board the proposal to amend the membership of the Education Committee by requiring that the Associate Dean (Teaching) of each faculty, or their equivalent, be the representative of that faculty on the Education Committee; and that the membership include the Head of each Subfaculty, or their nominee.

A copy of the revised Terms of Reference are attached to these minutes.

4. MATTERS ARISING FROM THE MINUTES

4.1 Academic Board approval of subjects

The Committee noted the response of the University Solicitor's Office to the request of the University Secretariat for clarification regarding course and subject approvals procedures. The Committee also noted that in the Reporting Guidelines, page one, Course Amendments, paragraph six, the line should read "when amending courses that, over time, not more than 25% of the course is altered..."(change italicised); and noted the advice from the University Solicitor that authority to make or amend degree programs was determined to rest with Council.

The Committee agreed to make recommendation to Academic Board that it request Council:

4.1.1 Quality Assurance Procedures

The Committee discussed the volume and detail of proposals reaching the Education Committee, and established a working party to consider matters related to Quality Assurance and the procedures by which courses and subjects are approved or amended. This Working Party, to consist of Dr M Evans, Associate Professor M Gill and Professor J Redmond, would consider how best to monitor faculty procedures, ensure extra-faculty awareness of proposed changes and how best to manage cumulative change, particularly to degree programs.

4.1.2 Education Committee role in subject approval process

With reference to the above item, it was decided to ask Academic Board to reaffirm its decision that Education Committee would make recommendations regarding subject proposals for the endorsement of the Academic Board.

4.2 Compliance with the policy for naming undergraduate degrees developed in 1994

Regarding Item 3.3.1 Meeting 3/95: The Committee noted that the summary of compliance with the policy developed by the Deputy Vice-Chancellor and approved by the Academic Board would be brought to a later meeting, and would include information from Student Services regarding current practices regarding testamur printing.

4.3 Marking and Selection Practices

Regarding Minute 3.4 Meeting 3/95: the Committee noted that Dr Baldwin would submit the requested descriptive paper concerning marking practices to the Committee at a later date.

5. IMPLEMENTATION OF THE EDUCATION POLICY

The Committee noted the responses of the Faculties of Computing and Information Technology, Education and Medicine and the Subfaculty of Nursing to Dr Baldwin's paper concerning the current status of implementation of Education Policy initiatives, and requested responses from those faculties which have yet to reply.

6. ROLE OF ASSOCIATE DEANS (TEACHING)

The Committee noted the information which would be provided to the Academic Board (as part of the Report of the Vice-Chancellor) regarding the role of the Associate Deans (Teaching). Further discussion of the implications of these changes was delayed until after the meeting of the Academic Board at which this issue will be considered.

7. REPORT OF THE UNIVERSITY LIBRARIAN

The Committee noted that the University Librarian had not submitted a report to this meeting.

8. FACULTY OF SCIENCE REPORT 2/95

The Committee noted a number of points which applied to all subject proposals before them, and these comments should be read with reference to items 8, 9, 10 and 11 of these minutes.

The links between objectives and methods of teaching and objectives and methods of assessment were generally felt to be weaker than desired. It was noted that the Professional Development Centre intended to run workshops to assist those staff members responsible for developing course and subject proposals, and that staff would be encouraged to attend these workshops. The Committee decided that at future meetings of the Education Committee, subject proposals which were not considered strong enough in these areas would be referred to the Faculties for further development, although the procedures for handling academic business should prevent the necessity of such action.

The Committee received the Report from the Board of the Faculty of Science Meeting 2/95 held on 10 May 1995, noted the proceedings and considered each item requiring action separately for transmission to the Academic Board.

8.1 New Subject Proposals

The Faculty of Science proposed a number of new subjects to be offered within their degree programs. These new subjects were all based on currently offered subjects, but were smaller in scope and therefore in credit points than their predecessors. The Faculty wished it noted that it was progressively moving towards the offering of smaller size subjects, in order to increase the flexibility for students in the Bachelor of Science, the designated entry degrees and other degrees of the University.

10.1 New Course Proposals

10.1.1 Diploma of General Studies

The Committee noted that this proposal would provide an additional award for those studying through Open Learning, and that this award would be available by registration only.

10.2 Amendments to courses

The Committee noted that the proposed amendments to the structure of courses at the School of Humanities and Social Sciences (Gippsland), were intended primarily to support changing the credit point values of subjects from six (6) points to eight (8) points at second and third year level, and that items 10.2.1 to 10.2.13 were concerned with this change.

Concern was expressed at the impact these changes might have on the courses offered by other faculties, but it was agreed that the change would be approved and that the Faculties of Arts and Education should discuss a resolution of the impact of the changed credit point weightings on the Faculty of Education's degree programs.

The Committee received the Report from the Board of the Faculty of Business and Economics Meeting held on 31 May 1995 and considered each item requiring action separately for transmission to the Academic Board. The Faculty had amended the original report, and those amendments are attached to these minutes. (Attachment 3)

11.1 New Course Proposals

11.1.1 Bachelor of Business (Accounting)/Bachelor of Business (Banking and Finance)

The Committee endorsed for transmission to the Academic Board the proposal to establish a new course, to be titled Bachelor of Business (Accounting)/Bachelor of Business (Banking and Finance).

11.1.2 Bachelor of Business (Accounting)/ Bachelor of Business (Management)

The Committee endorsed for transmission to the Academic Board the proposal to establish a new course, to be titled Bachelor of Business (Accounting)/Bachelor of Business (Management).

11.1.3 Graduate Certificate of Business (Management)

The Committee noted that the Faculty also proposed to offer an Executive Certificate of Business (Management) as a short course, which varied from this proposal only in its admission requirements.

11.2 Amendments to courses

The Committee noted that, as a result of a recent review of the core component of the various Bachelor of Business degree programs, a number of amendments were suggested, including deletion of a number of subjects, inclusion of new subjects, and an amendment to an existing subject code.

11.2.3 Bachelor of Commerce - Management stream and Bachelor of Commerce (Strategic Management)

Specific amendments were requested to the Bachelor of Commerce - Management stream and Bachelor of Commerce (Strategic Management) degree programs, including changes to compulsory first year subjects, changes to pre-requisite requirements and restructuring of a number of subjects.

11.5 Guidelines for Subject Amendments and New Subject Proposals

The Committee noted the guidelines developed by the Faculty of Business and Economics to define major and minor subject amendments.

12. ANY OTHER BUSINESS

12.1 Amendment to course - Bachelor of Computing

At Meeting 3/95 the Education Committee endorsed for transmission to the Academic Board the proposal to reduce the requirement for the non-computing minor sequence from 28 points to 20 points in order to permit a double major in computing to be achieved in the Bachelor of Computing. At Council Meeting 4/95, this proposal was questioned in light of the wider issue of reducing the focus of degrees. The Faculty of Computing and Information Technology prepared a further justification of their proposal, and this is attached to these minutes. (Attachment 4)

The Committee reaffirmed its original decision to endorse this amendment, which allows those students who wish to take a double major in Computing to do so, and noted that not only was this an optional program, but that even were this program undertaken it allows a greater range than many existing degree programs of the University.

12.2 Commendation to Dr Evans

The Committee commended Dr M Evans for her work in initially examining the large number of subject proposals as a member of the Evaluation Panel for Undergraduate subjects. Her diligence allowed the Committee to examine proposals which had already had minor omissions rectified.

The Committee noted that the next meeting of the Education Committee would be held at 9 am on Wednesday 9 August 1995 in the Sir George Lush Room, University Offices, Clayton campus.
