| Regarding Minute 12 Meeting 1/96 and 3.8 Meeting 2/96: the Academic Board made a number of additional recommendations regarding this matter. An extract from the Minutes of Council Meeting 2/96 is attached for the information of the Committee. | 0623 | ||
| The Committee should also note that subsequent to Meeting 2/96 of Council, information was received which indicated that the Monash Mt Eliza School of Business and Government Ltd had been teaching a course titled Graduate Diploma in Management for a number of years and continues to do so. This award articulates into the Executive MBA and has a very different structure from the structure of the current Graduate Diploma in Business Administration. Advice has since been given to staff at Monash Mt Eliza that the University discourages the use of the same title for two different course programs, and they have agreed that this is a sound policy. | |||
| Recommendation: | |||
| That the Committee note the information. | |||
| 3.7 Subject Proposal GSC2603 Content Analysis and Quantitative Research | |||
| At Meeting 2/96, the Committee endorsed this subject for transmission to the Academic Board, but requested that further information regarding the level and content of this subject be developed and the outcomes reported to this Meeting of the Committee. | |||
| A document is attached. | 0627 | ||

The Committee should note that there has not yet been a representative of the Parkville campus appointed to the Committee. | |||
| 5. | MATTERS REFERRED TO THE ACADEMIC BOARD | ||
| An extract from the unconfirmed Minutes of Academic Board Meeting 3/96 is attached for information. A number of differences exist between the decisions of the Academic Board and the recommendations made by this Committee at Meeting 2/96. | 0637 | ||
| Recommendation: | |||
| That the Committee note the extract from the unconfirmed Minutes of Academic Board Meeting 3/96, in particular Minutes 14.2, 14.4.5, 14.4.6 and 14.4.9. | |||
| * 5.1 Assessment in the Faculty of Arts | |||
| The Steering Committee of the Academic Board has requested that the Education Committee reconsider the proposals made by the Faculty of Arts regarding procedures to be used for double marking in performance based subjects and the establishment of a new grading structure for group assessed subjects. (Minute 14.2 of the unconfirmed Minutes of Academic Board Meeting 3/96). | |||
| These items have been re-titled to more properly reflect the subject matter. | |||
| 5.1.1 Double Marking in Performance Based Subjects | |||
| The Associate Dean (Teaching) of the Faculty of Arts will address this item. The original recommendation has been reproduced below. | |||
| Recommendation: | |||
| That the Committee endorse for transmission to the Academic Board the recommendation of the Faculty of Arts that assessment for students in performance based subjects should, where appropriate, include a written component as well as a performance component. In the case of a disputed result, the written component must be marked by another qualified member of the department; and the performance component should be assessed by more than one examiner at the time of the performance. The respective "weighting" of each examiner's assessment should be determined by the head of the department and advertised in the subject handbook. | |||
| 5.1.2 Group Assessment Criteria and Grading Scales | |||
| The Steering Committee of the Academic Board considered that even in group assessed subjects there should be a method for assessing and reporting each individual's contribution to a group assessment. | |||
| The Education Committee had requested the advice of the Examinations and Certifications Branch regarding this proposal, and this advice is attached for the information of the Committee. | 0651 | ||
| Recommendation: | |||
| That the Committee consider, in light of the comments made by the Steering Committee of the Academic Board and the information provided by the Examinations and Certifications Branch, the original recommendation of the Faculty of Arts that in subjects where assessment can discriminate between contributors to a jointly submitted work or performance, this should be done, and the criteria for such assessment advertised in the same way that criteria for assessment is advertised in subject handbooks for every subject in the Faculty; and where it is impossible or undesirable to discriminate between individual contributions to a group project/performance, the grades should be returned as follows: "Group Assessment HD/D/C/P/NN" (with appropriate abbreviation). | |||
| 5.2 Bachelor of Computing / Bachelor of Education | |||
| Advice provided by the Faculty of Computing and Information Technology and the Faculty of Education regarding the quota for the new course and the intention of the faculties not to offer the course at the Gippsland campus in 1997 is attached. | 0655 | ||
| Recommendation: | |||
| That the Committee note the advice of the Faculty of Computing and Information Technology and the Faculty of Education regarding the quota for the new course and the intention of the faculties not to offer the course at the Gippsland campus in 1997. | |||
| * 6. | QUANTITATIVE SUMMARY OF SUBJECTS | ||
| Attached are a number of documents relating to the request to provide this Committee and the Academic Board with a summary report of the subjects offered by the University. Although originally it was intended to present first the undergraduate and then the higher degree subjects, it proved easier to present a single report of all subjects. The memorandum prepared by the Working Party presents an explanation of the reports themselves, of the methods used to prepare the reports and of the difficulties inherent in attempting to establish an exact count of the subjects available in a given year. | 0657 | ||
| Also attached are memoranda provided by each faculty with additional information which may prove of use in interpreting the data presented. The Faculty of Law has not submitted interpretive information. | |||
| The following index should assist with identification of the material provided. | |||
| Memorandum from Working Party | 0657 | ||
| Report 1 - Subjects by Level by Faculty by Campus by Department | 0661 | ||
| Report 2 - Subjects by level by Faculty by Department (Expanded) | 0671 | ||
| Report 1A - Zero Enrolment Subjects by Faculty by Department | 0749 | ||
| Report 2A - Zero Enrolment Subjects by Faculty by Department (Expanded) | 0751 | ||
| Memoranda from Faculties | 0793 | ||
| Recommendation: | |||
| That the Committee consider the information provided and refer the reports to the Academic Board for its information. | |||
| * 7. | COURSE INFORMATION DATABASE | ||
| A document is attached from the Working Party, Quantitative Summaries of Subjects (refer above). This Working Party also considered the matter of establishing a database for course details and makes a recommendation regarding this matter. | 0811 | ||
| Recommendation: | |||
| That the Committee request the Information Systems Centre to prepare a complete functional analysis of the requirements of the proposed course database system and the potential users of the system. From this information, the Committee also requests that ISC make a recommendation as to whether amending the existing MUSIS database or developing a new system, possibly linked to MUSIS, would be the most practicable solution and subsequently to advise on a time frame for implementing either option. The Committee should note that if the final decision is that more functionality should be added to MUSIS, this recommendation will need to be prioritised against the other MUSIS development priorities for a suitable delivery date. | |||
| * 8. | SUBJECTS LISTED AT MORE THAN ONE YEAR LEVEL | ||
| As approved by the Academic Board at Meeting 7/95, "when a subject is listed as being taught at two levels, a qualitative distinction must be made in relation to the assessment required of each level, and this distinction must be clearly set out in the information distributed at the commencement of the subject." | |||
| Ms M Dell, a staff member in the Faculty of Arts, suggested that one way to ensure that this distinction was made would be to request academics to set slightly different essay topics for students in different year levels. Similarly, examination questions could be slightly different (for example requiring greater breadth of knowledge from later year students). | |||
| Further to this matter, discussions with the Examinations and Certifications Branch revealed that a number of subjects listed at more than one year level have completely different assessment for the different levels of the subject. In some cases students at one level are required to sit examinations and those in the other level are not, while in other situations the students are required to complete substantially longer examinations (in terms of time) if in a higher level version of a subject. | |||
| In addition, in a number of subject proposals presented over the past few months, subjects intended for offer at more than one year level have continued to be listed as being worth different credit points depending on the year level at which the subject would be attempted. This practice is contrary to earlier decisions taken by this Committee (Minute 10.1.1, Meeting 7/95), which Minute said in part: ". . . that credit points were intended to represent the size of the unit, not the difficulty expected to be encountered by the student. It was suggested that the students be permitted to attempt the subject at the standard credit point weight but subsequently be required to overload their course by an amount of credit points to be determined on an individual basis by the Faculty Board. It was further noted that the student's HECS would be amended such that they were liable only for the usual amount . . .". | |||
| Recommendation: | |||
| That the Committee: | |||
| consider the action recommended by the staff member of the Faculty of Arts regarding different essay topics for different levels of the same subject; | |||
| consider the information provided by the Examinations and Certifications Branch regarding substantially different assessments for students at different levels in a subject and request faculties to investigate the matter for reporting to the Committee; and | |||
| request faculties to investigate the matter of subjects offered at more than one credit point value and prepare a report on this matter for the information of the Committee. | |||
| * 9. | PROPOSED ADDENDUM TO GRADUATE STUDIES POLICY | ||
| A document is attached, outlining a recommendation from the Equity Plan Consultative Committee for an amendment to the Graduate Studies Policy. | 0813 | ||
| Recommendation: | |||
| That the Committee consider the recommendation of the Equity Plan Consultative Committee for an amendment to the Graduate Studies Policy as follows (for insertion in Section 8 prior to recommendation 20): | |||
| That faculties include in their Code of Practice and Associated Guidelines specific strategies for offering equity places in fee-courses, after consideration of the following points - | |||
| that faculties phase in a target of a number of equity places equivalent to 10% of the total number of fee-paying places within DEET funded load; | |||
| that faculties choose from among the following options appropriate to their circumstances to fund these proposed equity places - allocation of HECS-liable places, establishment of equity bursaries funded jointly by the faculty and the Monash Development Fund and/or establishment of equity bursaries funded by external bodies; and | |||
| that faculties agree that Aboriginal and Torres Strait Islander people who qualify for admission to a postgraduate fee-paying course be offered automatically a HECS-liable place. | |||
