* 3. MATTERS ARISING FROM THE MINUTES

3.1 Course and Subject proposals from Meeting 4/96

The Executive Officer has finished examining the materials submitted to resolve the comments made by the Evaluation Panels regarding course and subject proposals presented to Meetings 4/96.

All items which required clarification from Meeting 4/96 have now been cleared, including items 10.2.4, 10.2.5, 10.3.6, 10.3.7, and 10.3.8 (which referred to a number of amendments to courses and new course proposals presented by the Department of Japanese Studies). The Committee had requested that the proposals be resubmitted in the preferred format, and that clarification be provided regarding differences in subjects offered at both the fourth and fifth year levels. Although the papers have not been rewritten, following an agreement reached between the Executive Officer and the Head of the Department, the additional information sought regarding differentiation between fourth and fifth year level subjects has been provided.

6. MATTERS RELATING TO THE SOLICITOR'S OFFICE

6.1 Discipline Statute Revisions

In order to allow for planning of business before the Committee in 1997, it would be useful to be able to identify when the Committee can expect to see the next draft revisions to the Discipline Statute.

Recommendation:

That the Committee request from the Solicitor's Office a timeline indicating the proposed delivery date for the draft revisions to the Discipline Statute, in order that other business of the Committee may be planned around the need to consider that document.

6.2 Undergraduate Course Legislation

The Committee should note that all Faculties have now submitted instructions to the Solicitor's Office for the development of legislation for all undergraduate degrees intended to be taught in 1997.

At Meeting 2/96 of the University Council, Council was advised that faculties had been asked to contact the University Solicitor's Office regarding the drafting of legislation for all undergraduate courses to be offered for intake in 1997, "and that, where regulations were not in place by the end of 1996, no intakes to relevant courses would be permitted in 1997."

Recommendation:

That the Committee seek assurance from the Solicitor's Office that all regulations pertaining to undergraduate courses intended to be taught in 1997 would be finalised in compliance with the directive from Council.

7. REPORT OF THE DISTANCE EDUCATION AND OPEN LEARNING COMMITTEE

The Report of Meeting 6/96 of the Distance Education and Open Learning Committee held on 16 October 1996 is attached.
Meetings 5/96 and 7/96 of the Distance Education and Open Learning Committee have been cancelled.

* 9. STUDENT ACADEMIC GRIEVANCE POLICY

At Education Committee Meeting 6/95, the Committee considered the individual Grievance policies of the Faculties of the University, and recommended that a document be circulated to Faculties regarding the development of a University Student Academic Grievance Policy.

The document presented to the Committee at Meeting 6/96 has been circulated to Faculties and has been revised in accordance with comments received. Revisions are marked on the attached paper.

The Faculties of Arts, Business and Economics, Education and Science provided comments, as did Records and Archives Services (of the Academic Registrar's establishment). All comments are attached.

Recommendation:

That the Committee consider (and amend where necessary) the revised paper presented regarding the development of a University Student Academic Grievance Policy and endorse the paper for submission to the Academic Board.

* 10. UNIVERSITY GRADING SYSTEM

A paper has been circulated to Faculties regarding a proposal to amend the University's grading scale. Responses were received from all Faculties, Colleges and the Subfaculty of Nursing and indicated an overwhelming agreement to change the grading scale currently in use by the University to align with the recommendations made by the AVCC in 1988 and the changed grading scale to be adopted for honours programmes in 1997.

Student Services have recommended that the revised scale be introduced for the examination period at the conclusion of Semester One 1997, in order to allow time to exhaust existing stocks of transcript paper and to make appropriate computer system amendments. This coincides with the recommendation previously made regarding implementation of the amended grading scale for honours programs.

The Board of the Faculty of Science has suggested that in line with the amendment to the scale proposed for introduction, a new set of grades should also be implemented: ie A to F would replace the current HD to N. The relevant section of the Report of the Board of the Faculty of Science is reproduced and attached.

The Faculty of Engineering did not support a change to the existing scale.

A number of Faculties registered their intention to continue the use of a small number of existing additional grades (noted separately in the recommendation below).

Recommendation:

That the Committee

* 11. WORKLOAD REQUIREMENTS

11.1 Intensively Taught subjects

The Education Policy states, with reference to the workload expected of students, that "the study commitment of a fulltime student shall be defined as approximately forty-eight hours per week for each of the twenty-six teaching weeks. . . . One credit point will therefore equal approximately one hour of study per week through the teaching year throughout the university."

With reference to this policy statement, an intensive subject ought to comprise roughly the same number of hours as a semester-long subject worth the same number of credit points. That is, a twelve point subject would require 312 hours of study and contact in a semester, and should therefore also require 312 hours if taught in intensive mode. In a two week intensive program this would mean a commitment of 22.2 hours per day for each of fourteen days.

It has been suggested that intensively taught subjects should all require a period after the period of intensive instruction during which an assessment task would be completed. For example, a twelve point intensive subject could be taught in a period of only two weeks contact in this way: 2 weeks x (4 days @ 4 hours) class contact + 8 weeks @ 30 hours private study = 272 hours. This is still less than the traditional humanities subject which may require for a twelve point subject: 13 weeks @ 3 hours contact + 13 weeks @ 18 hours private study = 312 hours.

Recommendation:

That the Committee consider the issue of recommended workload for intensively taught subjects, and consider the suggestion that these subjects should be considered using the same requirements as semester long subjects, but that all intensively taught subjects should contain a period after the period of intensive instruction during which an assessment task should be completed.

11.2 Graduate Level subjects

As part of the consideration process of new subject proposals it has been noticed that many graduate level subjects do not require the same level of workload commitment from a student (two hours per week per point for a semester). When this has been raised as a matter requiring revision by the Faculty proposing the subject, it has been argued that graduate students are capable of learning material more quickly than undergraduates, and have measurably less required study time.

It has been proposed that the policy on workload should be revised to accommodate the different needs of graduate students. This could be done by requiring of graduate students not less than two-thirds the number of hours required of an undergraduate student in a subject with the same credit point value. For example: a 12 point humanities subject requires 312 hours of work from an undergraduate student, usually 13 weeks @ 3 hours contact + 13 weeks @ 18 hours study; the 12 point graduate subject might therefore require only 13 weeks @ 3 hours contact + 13 weeks @ 13 hours private study = 208 hours.

Recommendation:

That the Committee consider the issue of whether graduate students require a variation to be made to the existing stated workload policy, and if so, whether the new policy should require for graduate students not less than two-thirds the number of hours required of an undergraduate student in a subject with the same credit point value.

* 12. PROFORMAS

12.1 Subject and Course Proposal Proformas

Revised versions of the subject and course proposal proformas are attached.

A matter for discussion relating to the use of these revised proformas is the level of detail required in terms of subject descriptions and proposals when a new course is being proposed.

It should be noted that when a covering memorandum is amended before it is sent forward to the Education Committee, any changes to the standard wording should be highlighted by the Faculty.

As previously noted, all new subject proposals should now include a handbook entry for the use of this Committee.

Please note that all documents should be identified with a header or footer with the name of the document and the date of last amendment. If the document is an amended version, indicating this, with the date, would be extremely useful.

Recommendation:

That the Committee endorse the use of the latest version of the course and subject proposal proformas, and members make arrangements to ensure that each Faculty, College and Subfaculty complies with the new requirements in as short a time as possible.

12.2 Handbook Entry Proformas

At the most recent meeting of the Course Publications Overview Committee, that Committee approved a proposal to standardise the requirements for a course entry in a Faculty Handbook. The rationale for this is that the Academic Board has requested a reduction in the amount of paper forwarded by this Committee in relation to course proposals, and it was agreed that a standardised handbook entry might serve two purposes.

It has also been suggested that a standardised entry for subjects in handbooks might prove useful.

Recommendation:

That the Committee endorse the proposed standardised handbook entry for courses, as detailed in the document presented, and consider the relevance of developing a similar set of basic requirements for all Faculties to use in drafting subject entries for their handbooks.

13. FACULTY OF ARTS

* 13.1 New Course Proposal

At Education Committee Extraordinary Meeting 2/95 (held on 3 May 1995), a proposal was received from the Faculty of Arts to offer a Bachelor of Arts (Communication) / Associate Diploma of Arts (Professional Writing and Editing) in conjunction with the Outer Eastern College of TAFE. The proposal was rejected because of conflict with the agreement with Casey College of TAFE.

The Faculty now wishes to proceed with the proposal to offer from Semester One 1997 a Bachelor of Arts (Communication) / Diploma of Arts (Professional Writing and Editing) in conjunction with the Outer Eastern College of TAFE. The title has been amended from the original proposal as a result of universal changes to the titles of TAFE courses.

A memorandum requesting re-initiation of the proposal from the Dean of the Faculty of Arts is also attached.

Recommendation:

13.2 New Subject Proposal

The only point on which the Faculty's recommendation greatly differs from the University's recommendation is found on page 4 of their document, referring to Recommendation 7.

13.6 Specialisations on University Testamurs

The Faculty has submitted information regarding the administrative processes which would be followed in determining how a specialisation would be recorded on a university testamur for Masters degrees of the Faculty of Arts.

The Faculty of Science has endorsed the proposal, approved by the Education Committee at Meeting 6/96, to establish a new double degree, to be titled Bachelor of Science / Bachelor of Education.

Amendments to the proposal as approved will be presented in full to Meeting 8/96 of the Education Committee, scheduled for 18 December 1996.

Recommendation:

That the Committee note the approval of the Board of the Faculty of Science for the establishment of a new double degree, to be titled Bachelor of Science / Bachelor of Education, and note that a fully revised copy of the proposal will be submitted to the Education Committee at Meeting 8/96.

20.1.2 Doctor of Psychology

The Faculty of Science has endorsed the proposal to establish a new doctoral degree program, to be titled Doctor of Psychology.

While the responsibility for recommending this course proposal for approval by the Academic Board rests with the PhD and Scholarships Committee, the Education Committee is also asked to consider such proposals and make recommendation to the PhD and Scholarships Committee.

This proposal would allow for a reduction in subjects permitted to be taken from disciplines not listed in the Schedule of Approved Science Subjects, particularly in Years Two and Three of the course.
