AGENDA

* 1. STARRED ITEMS

The Committee should note that certain items have been starred as requiring discussion. Additional items may be starred at the discretion of the Committee.

All items related to course approval and amendment have been starred for the attention of the Committee.

Recommendation:

That the Committee nominate any additional items to be starred, and then endorse the recommendations for items other than those starred.

* 2. MINUTES

The Minutes of Meeting 4/97 held on Wednesday 2 July 1997 have been circulated.

Recommendation:

That the Committee approve the Minutes of Meeting 4/97 as circulated.

3. MATTERS ARISING FROM THE MINUTES

3.1 Matters requiring Resolution from Meeting 2/97

The matters relating to course proposals raised in items 14.1.2 and 14.2 as requiring response from the Faculty of Education have not yet been resolved.

Recommendation:

That the Committee request that the Faculty of Education provide information to finalise these matters.

3.2 Matters requiring Resolution from Meeting 4/97

Some matters were withheld by Faculties after Meeting 4/97 was concluded, because one or more people had concerns relating to the proposals. These were identified in the Minutes of that meeting. The items are now re-presented individually for the attention of the Committee. Certain matters have been reworded for this meeting.

Recommendation:

That the Committee note that each item withheld from approval at Meeting 4/97 will be re-considered individually, and that some items are presented differently at this meeting.

3.2.1 Masters Qualifying

This is a proposal to establish a course, to be called Masters Qualifying when entered into the MUSIS system, but from which students would either transfer into a Masters course of the Faculty of Arts or exiting students would be granted a Graduate Diploma of Arts (which award previously existed in the Statutes and Regulations, and which would need to be revived). Some amendment to the Regulations for the Graduate Diploma of Arts would be required.

If in the future students then wished to recommence a Masters course, and had satisfied the entry requirements for the particular Masters course which they wished to attempt, they would be permitted to do so.

A memorandum from the Associate Dean (Graduate Studies) of the Faculty of Arts is attached.

Recommendation:

That the Committee endorse for submission to the Academic Board the proposal of the Faculty of Arts to establish a course to be titled for MUSIS purposes only Masters Qualifying, and from which students would either enter one of the Masters courses of the Faculty of Arts, or would exit from the course with a Graduate Diploma of Arts.

3.2.2 Diploma in Languages

The proposal was to be reconsidered after the report of the Working Party on Diploma courses had reached a recommendation regarding the availability of Diplomas at Monash. This working party has not yet made such a recommendation.

Recommendation:

That the Committee note that this item is to be held over for a future meeting of the Committee.

3.2.3 the honours degree of Bachelor of Communications

This proposal was withdrawn before Meeting 4/97, and no further communication regarding the proposal has been received. Advice from members is requested regarding the withdrawal of this proposal, and whether it should now be considered for implementation.

Recommendation:

That the Committee determine, after advice from members, whether this proposal should be considered at this time.

3.2.4 Masters Qualifying - English stream

This stream is proposed for introduction in Semester One 1998, on the Clayton campus.

See also item 3.2.1.

That the Committee endorse for submission to the Academic Board the proposal of the Faculty of Arts to establish a new stream in English in the existing Masters Qualifying.

3.2.5 Masters Qualifying - History stream

This stream is proposed for introduction in Semester One 1998, on the Clayton campus.

That the Committee endorse for submission to the Academic Board the proposal of the Faculty of Arts to establish a new stream in History in the existing Masters Qualifying.

3.2.6 Masters Qualifying - Bioethics stream

This stream is proposed for introduction in Semester One 1998, on the Clayton campus.

That the Committee endorse for submission to the Academic Board the proposal of the Faculty of Arts to establish a new stream in Bioethics in the existing Masters Qualifying.

4. ITEMS OF INTEREST FROM MEETING 5/97 OF THE ACADEMIC BOARD

A document is attached. The Committee is referred particularly to items 18.3.4 and 18.4.14 of the extract.

Regarding item 18.3.4, a document prepared by the Faculty of Education is attached. Members should consider this document, and determine whether to recommend the course for approval to the Academic Board.

Recommendation:

That the Committee note the items of interest from Meeting 5/97 of the Academic Board, held on 23 July 1997, in particular items 18.3.4 and 18.4.14 of the extract; and consider the additional documentation submitted by the Faculty of Education in reference to item 18.3.4.

5. FACULTY CERTIFICATES WORKING PARTY

Faculties were requested to make comment regarding a memorandum circulated sfter Meeting 4/97 of this Committee. A copy of that memorandum is attached, as are the responses from Faculties received to date. These were submitted by the Faculties of Business and Economics, Computing and Information Technology and Science, and the Victorian College of Pharmacy.

Recommendation:

That the Committee consider the information prepared by the Faculties and defer decision regarding the matter until all Faculties have responded and the Working party has reconvened to discuss the submissions.

6. POLICY ON CANCELLATION OF SUBJECTS

The University Solicitor's office has considered the statement prepared at the conclusion of the previous meeting and recommended that it be amended.

The memorandum submitted by the University Solicitor's Office is attached.

Recommendation:

That the Committee endorse for submission to the Academic Board the following policy statement regarding cancellation of subjects:

  1. "Where the University finds it cannot teach an advertised subject because of a low level of enrolments, or unforeseeable circumstances such as the death, serious illness or unavailability of a staffmember or members needed to teach it, it may act in the manner described below to cancel the subject or subjects concerned.
  2. Monash University publications available to students should contain clear advice regarding the circumstances in which a faculty may act to cancel a subject and the methods by which the faculty will notify students affected by its cancellation, including the statement that students will normally be given at least one week's notice of a cancellation.
  3. The University may cancel a subject normally not less than one week prior to the commencement of teaching of that subject. Students affected must be advised in promptly in writing of the cancellation of the subject, and the fact of the cancellation must be clearly advertised on a notice board in the relevant faculty office for not less than one week before the commencement of teaching in the cancelled subject.

7. COURSE AND SUBJECT DEFINITIONS

A document is attached whioch has been prepared by the Executive Officer, describing the current definitions of courses, streams, subjects, etc. Aslso attached are the latest versions of the course and subject approval documents. Members are invited to comment on these documents, prior to their circulation.

Recommendation:

That the Committee discuss the attached documentation.

8. COLLEGE OF ART AND DESIGN

The newly established College of Art and Design has submitted two reports for the consideration of the Committee.

All documentation related to the new courses and subjects is included in the bound volume (circulated separately from the Agenda) entitled "Directions for the Future and Proposals for new Courses and Subjects".

Recommendation:

That the Committee receive the Reports of Meetings 3/97 and 4/97 of the College Board of the College of Art and Design, held on 9 July and 29 July respectively, and consider each item requiring action separately for submission to the Academic Board.

8.1 New Course Proposals

8.1.1 Bachelor of Applied Arts

This course is proposed for introduction from Semester One 1998 in the on-campus mode on the Caulfield campus.

It would replace the existing Bachelor of Arts (Ceramic Design) and Bachelor of Arts (Craft).

Recommendation:

That the Committee endorse for submission to the Academic Board the proposal of the College of Art and Design to establish a new course, to be titled Bachelor of Applied Arts.

8.1.2 the honours degree of Bachelor of Applied Arts

This course is proposed for introduction from Semester One 1998 in the on-campus mode on the Caulfield campus.

It would replace the existing honours degree of Bachelor of Arts (Ceramic Design) and honours degree of Bachelor of Arts (Craft).

Recommendation:

That the Committee endorse for submission to the Academic Board the proposal of the College of Art and Design to establish a new course, to be titled the honours degree of Bachelor of Applied Arts.

8.1.3 Bachelor of Design

This course is proposed for introduction from Semester One 1998 in the on-campus mode on the Caulfield campus.

Recommendation:

That the Committee endorse for submission to the Academic Board the proposal of the College of Art and Design to establish a new course, to be titled Bachelor of Design.

8.1.4 the honours degree of Bachelor of Design

This course is proposed for introduction from Semester One 1998 in the on-campus mode on the Caulfield campus.

8.1.5 Bachelor of Fine Art

This course is proposed for introduction from Semester One 1998 in the on-campus mode on the Caulfield campus.

It would replace the existing Bachelor of Arts (Fine Art).

Recommendation:

That the Committee endorse for submission to the Academic Board the proposal of the College of Art and Design to establish a new course, to be titled Bachelor of Fine Art.

8.1.6 the honours degree of Bachelor of Fine Art

This course is proposed for introduction from Semester One 1998 in the on-campus mode on the Caulfield campus.

It would replace the existing honours degree of Bachelor of Arts (Fine Art).

Recommendation:

That the Committee endorse for submission to the Academic Board the proposal of the College of Art and Design to establish a new course, to be titled the honours degree of Bachelor of Fine Art.

8.1.7 Bachelor of Design (Industrial Design)

This course is proposed for introduction from Semester One 1998 in the on-campus mode on the Caulfield campus.

It would replace the existing Bachelor of Technology (Industrial Design).

Recommendation:

That the Committee endorse for submission to the Academic Board the proposal of the College of Art and Design to establish a new course, to be titled Bachelor of Design (Industrial Design).

8.1.8 Bachelor of Industrial Design

This course is proposed for introduction from Semester One 1998 in the on-campus mode on the Caulfield campus.

It would replace the existing honours degree of Bachelor of Technology (Industrial Design).

Recommendation:

That the Committee endorse for submission to the Academic Board the proposal of the College of Art and Design to establish a new course, to be titled Bachelor of Industrial Design.

8.1.9 Bachelor of Interior Architecture

This course is proposed for introduction from Semester One 1998 in the on-campus mode on the Caulfield campus.

Recommendation:

That the Committee endorse for submission to the Academic Board the proposal of the College of Art and Design to establish a new course, to be titled Bachelor of Interior Architecture.

8.1.10 Bachelor of Visual Arts

This course is proposed for introduction from Semester One 1998 in the on-campus mode on the Caulfield campus.

It would replace the existing Bachelor of Arts (Visual Arts).

Recommendation:

That the Committee endorse for submission to the Academic Board the proposal of the College of Art and Design to establish a new course, to be titled Bachelor of Visual Arts.

8.1.11 the honours degree of Bachelor of Visual Arts

This course is proposed for introduction from Semester One 1998 in the on-campus mode on the Caulfield campus.

It would replace the existing honours degree of Bachelor of Arts (Visual Arts).

Recommendation:

8.1.12 Bachelor of Design (Visual Communication)

This course is proposed for introduction from Semester One 1998 in the on-campus mode on the Caulfield campus.

It would replace the existing Bachelor of Arts (Graphic Design).

Recommendation:

That the Committee endorse for submission to the Academic Board the proposal of the College of Art and Design to establish a new course, to be titled Bachelor of Design (Visual Communication).

8.1.13 the honours degree of Bachelor of Design (Visual Communication)

This course is proposed for introduction from Semester One 1998 in the on-campus mode on the Caulfield campus.

It would replace the existing honours degree of Bachelor of Arts (Graphic Design).

Recommendation:

That the Committee endorse for submission to the Academic Board the proposal of the College of Art and Design to establish a new course, to be titled the honours degree of Bachelor of Design (Visual Communication).

8.2 No Further Intake to Courses

The College of Art and Design has recommended that there be no further intake to the following courses after Semester Two 1997:

Recommendation:

That the Committee endorse for submission to the Academic Board the advice of the College of Art and Design that there will be no further intake to the courses listed above after Semester Two 1997, and that the courses will be disestablished once the final students enrolled have graduated or transferred.

8.4 Disestablishment of Subjects

The College of Art and Design will, in due course, recommend to the Education Committee, the disestablishment of first year subjects and/or codes for subjects. Subsequent year subjects will be progressively disestablished on a yearly basis.

Recommendation:

That the Education Committee note the information.

9. FACULTY OF ARTS

The Report of Meeting 4/97 of the Board of the Faculty of Arts held on 30 July 1997 is attached.

Recommendation:

That the Committee receive the Report of Meeting 4/97 of the Board of the Faculty of Arts, note the proceedings and consider each item requiring action separately for submission to the Academic Board.

9.1 Cross-Faculty Honours Programs

Recommendation:

That the Committee consider the matter of honours programs taken across two faculties, with a view to preparing a discussion paper.

9.2 Report on Use of NP Grades

Recommendation:

That the Committee note the following advice from the Faculty of Arts regarding their use of the new grade "NP":

That the Education Committee note that Faculty Board approved an amendment to the Faculty Undergraduate degree regulations as follows:

"that except where the Faculty Board in any particular case otherwise determines, one subject in which the near pass (NP) has been awarded may be counted towards a degree"

Education Committee is also invited to note that Faculty Board approved the following uses of the NP:

9.3 Major Amendments to Course

9.3.1 Bachelor of Music - amendment to structure

This amendment is proposed for introduction from Semester One 1998.

Recommendation:

That the Committee endorse for submission to the Academic Board the proposal of the Faculty of Arts to amend the structure of the existing Bachelor of Music as detailed in the document attached.

9.4 New Subject Proposals

9.5 Minor Amendments to Existing Courses and Amendments to Existing Subjects

The Faculty of Arts has agreed to recommend minor amendments to existing courses and amendments to existing subjects as detailed in the report of the Faculty Board presented.

Recommendation:

That the Committee note the minor amendments to existing courses and amendments to existing subjects of the Faculty of Arts as detailed in the report of the Faculty Board presented.

9.6 Disestablishment of Subjects

The Faculty of Arts has recommended the disestablishment of undergraduate subjects as detailed in the document presented.

Recommendation:

That the Education Committee note the information.

9.7 Entry Requirements for Graduate Courses

Recommendation:

That the Education Committee approve the following entry requirements for Faculty Certificates and Masters by Coursework programs:

Minimum entry requirements for a Faculty Certificate

Applicants should have either

A. a Bachelor's degree or the equivalent

or

B relevant professional experience

The entry requirements for candidates in Category B are a minimum of 5 years of relevant experience at a senior level; evidence of which must accompany the candidate's application for entry into the program. In addition to this the following information must also be presented:

  1. two references which comment on the nature and extent of the experience; and
  2. a full CV; and
  3. a statement of up to 1,000 words indicating the applicant's career objectives and reasons for applying for entry.

The evidence must accompany the candidate's application for entry.

The following may also be taken into account for applicants in Category B.

Relevant publications

Community service at senior level

Other relevant qualifications

In some programs, such as Music, Drama and Performance, interviews, auditions and/or tests as prescribed by the Department or Centre may also be required.

Notwithstanding the above, the Faculty may admit a candidate who has qualifications and experience which in the opinion of the faculty board are a suitable preparation for the candidate's proposed field of study.

Minimum entry requirements for Masters by coursework programs

A an Honours degree or Masters qualifying in a relevant discipline, with a minimum grade of H2B; or

B. a Graduate or Postgraduate Diploma in a relevant discipline with grades of at least credit average; or

C. a Bachelor's degree in a relevant discipline with credit grades in the third part of the major or in the last year of the degree, plus a minimum of 3 years of relevant experience at a senior level; evidence of which must accompany the candidate's application for entry into the program. In addition to this the following information must also be presented:

  1. two references which comment on the nature and extent of the experience; and
  2. a full CV, and
  3. a statement of up to 1,000 words indicating the applicant's career objectives and reasons for applying for entry.

This evidence must accompany the candidate's application for entry.

9.8 RESTRUCTURE OF POSTGRADUATE STUDIES COURSES

The documents received from the Faculty of Arts were not fully clear on the recommendations to be made under this section. Further documentation will be provided as soon as possible.

10. FACULTY OF BUSINESS AND ECONOMICS

The Report of Meeting 3/97 of the Board of the Faculty of Business and Economics is attached.

Recommendation:

That the Committee receive the Report of Meeting 3/97 of the Board of the Faculty of Business and Economics, note the proceedings and consider each item requiring action separately for submission to the Academic Board.

10.1 Disestablishment of Course

The Faculty of Business and Economics has recommended that the Graduate Certificate in Internal Auditing be disestablished immediately. There are no current enrolments in the course.

Recommendation:

That the Committee endorse for submission to the Academic Board the advice of the Faculty of Business and Economics that the course Graduate Certificate in Internal Auditing is to be disestablished immediately.

10.2 Major amendments to Existing Courses

10.2.1 Bachelor of Business (Accounting) - change to compulsory subject

The Faculty has proposed that this change take effect immediately.

Recommendation:

That the Committee endorse for submission to the Academic Board the proposed change to a compulsory subject for the Bachelor of Business (Accounting) as detailed in the document attached.

10.2.2 Bachelor of Commerce and Bachelor of Commerce (tagged) degrees - course requirement information - Incorporation of new departments

The Faculty of Business and Economics has recommended amendment to the course requirements for the Bachelor of Commerce, Bachelor of Commerce (Accounting and Finance), Bachelor of Commerce (Business Statistics) and Bachelor of Commerce (Management) to take into account the two new departments included in the teaching program on the Clayton campus.

Recommendation:

That the Committee endorse for submission to the Academic Board the proposal of the Faculty of Business and Economics that the course information for the Bachelor of Commerce and Bachelor of Commerce (tagged) degrees be amended to allow for the inclusion of two new departments in the teaching program on the Clayton campus.

11.1.1 Bachelor of Digital Systems - changes to electronics subjects

This amendment is proposed for introduction from Semester One 1998.

12. FACULTY OF EDUCATION

12.1 New Course Proposals

12.1.1 Graduate Certificate in Bilingual / Immersion Education

This course is proposed for introduction from Semester One 1998 in the on-campus mode on the Clayton campus.

That the Committee endorse for submission to the Academic Board the proposal of the Faculty of Education to establish a new course, to be titled Graduate Certificate in Bilingual / Immersion Education.

12.1.2 Graduate Certificate in the Teaching of Languages Other Than English (LOTE)

This course is proposed for introduction from Semester One 1998 in the on-campus mode on the Clayton campus.

12.2 Major amendments to Existing Courses

12.2.1 Master of Education - change to permit coursework program

The Faculty has proposed that this amendment take effect from Semester One 1998.

The coursework version of the Master of Education would permit studies in various areas of specialisation. These specialisations would be listed on the degree testamur.

The Faculty will submit their proposal for an amended degree testamur as soon as possible.

12.3 No Further Intake to Courses

The Faculty of Law has advised that a number of items are to be considered by the Education Committee. No report from the Faculty Board has been submitted at this stage.

15. NEXT MEETING

The next scheduled Meeting of the Education Committee will be held at 10:00am on Wednesday 24 September 1997. Course and subject proposal submissions for that meeting are due on or before Wednesday 27 August; full reports are due on or before Friday 12 September.

It is very important that all final submissions include a report or draft report from the Faculty Board. Submissions must be electronically submitted. Hard copies should also be submitted for University records. Please DO NOT staple or submit double-sided hard copies.
