* 1. STARRED ITEMS
The Committee nominated items 3.2.1, 3.2.2, 3.2.3, 4, 5, 7, 8, 9.1, 9.7, 9.8, 9A, 13.1.3, 15, and the rider at the beginning of the Agenda to be starred, and then endorsed the recommendations for items other than those starred.
Relating to the rider, it was noted that "commercial or financial interest" referred to any commercial or financial interest arising other than from the staff members duties as a member of staff of the University. Members were satisfied that this did not preclude them from voting regarding matters which would affect the financial picture of the department, centre or faculty in which they were employed.
* 2. MINUTES
The Committee approved the Minutes of Meeting 4/97 held on Wednesday 2 July 1997 as circulated.
3. MATTERS ARISING FROM THE MINUTES
3.1 Matters requiring Resolution from Meeting 2/97
The Committee requested that the Faculty of Education provide information to finalise the matters relating to course proposals raised in items 14.1.2 and 14.2 of Meeting 2/97.

3.2 Matters requiring Resolution from Meeting 4/97
These matters were re-presented following their withdrawal after Meeting 4/97 was concluded. Certain matters were reworded for this meeting.
Recommendation:
The Committee noted that each item withheld from approval at Meeting 4/97 will be re-considered individually, and that some items are presented differently at this meeting.
* 3.2.1 Masters Qualifying
This proposal was intended to establish a course, to be called Masters Qualifying when entered into the MUSIS system, from which students would either transfer into a Masters course of the Faculty of Arts or exiting students would be granted a Graduate Diploma of Arts (which award previously existed in the Statutes and Regulations, and which would need to be revived).
It was noted that some amendment to the Regulations for the Faculty of Arts would be required.
Members noted confirmation of the advice that if in the future students wished to recommence a Masters course, and had satisfied the entry requirements for the particular Masters course which they wished to attempt, they would be permitted to do so, even if they had been awarded a Graduate Diploma in the interim.
Mr Burnet pointed out that awarding a lower level qualification when a student had been enrolled for a higher qualification was a manual process and that this proposal could substantially increase the work of his division. It was noted that the Faculty anticipated that most students would continue into the Masters courses, but that an exit point was required by the Graduate Studies Policy.
The question of whether an exiting student would be entitled to a Graduate or a Postgraduate Diploma was raised, and Professor Threadgold advised that this would be taken under advisement when the regulations relating to the exit award were written.
The Committee endorsed for submission to the Academic Board the proposal of the Faculty of Arts to establish a course to be titled for MUSIS purposes only Masters Qualifying, and from which students would either enter one of the Masters courses of the Faculty of Arts, or would exit from the course with a diploma of the University, the specific title of which would be advised by the Faculty to a later meeting of the Education Committee.

* 3.2.2 Diploma in Languages
The Committee noted that this item was to be held over for a future meeting of the Committee, after the working party considering Diploma courses had reached a recommendation regarding the availability of Diploma courses at Monash. It was further noted that Associate Professor White had agreed to Chair the working party.

* 3.2.3 the honours degree of Bachelor of Communications
This proposal was withdrawn before Meeting 4/97, and it was noted that it had not yet been approved by the Board of the Faculty of Arts. It was therefore removed from consideration by this Committee until such time as it was referred from the Board of the Faculty of Arts. It was further noted that issues within the proposal would require consideration by staff in the Faculty of Business and Economics.

3.2.4 Masters Qualifying - English stream

* 4. ITEMS OF INTEREST FROM MEETING 5/97 OF THE ACADEMIC BOARD
The Committee was referred particularly to items 18.3.4 and 18.4.14 of the extract.
Regarding item 18.3.4, a document prepared by the Faculty of Education was attached. The Faculty recommended that a new degree needed to be created, set out the structure of that new degree, and commented that no enrolments would be taken directly into the single degree course. The title of the degree was questioned, and it was agreed that the existing title would be referred to the Board at this time, but that the Faculty might change the title prior to the meeting of the Academic Board.
The Committee endorsed for submission to the Academic Board the proposal of the Faculty of Education to establish a new degree, to be titled Bachelor of Sport and Resource Recreation (unless further advice was received prior to the Meeting of the Academic Board from the Faculty). It was noted that there would be no enrolments permitted directly into this new degree, although students might be permitted to transfer into the single degree after first year.
The Committee endorsed for submission to the Academic Board the proposal of the Faculty of Education to establish a new double degree program, to be titled Bachelor of Sport and Resource Recreation / Bachelor of Education (unless further advice was received from the Faculty prior to the meeting of the Academic Board regarding the title of the course).
Regarding item 18.4.14, advice from the Faculty of Medicine prior to the Meeting of the Education Committee indicated that the clause indicating the retrospectivity of the Graduate Certificate in Nursing (Psychiatric) was to be withdrawn in order that the proposal might be approved.
The Committee endorsed for submission to the Academic Board the amended proposal, deleting the retrospectivity of the award, to amend the Graduate Certificate in Nursing (Psychiatric).

* 5. FACULTY CERTIFICATES WORKING PARTY
The Committee requested that Faculties which had not yet made submission to the Committee regarding the memorandum circulated by the Executive Officer should do so, as soon as possible. Responses should now be directed to the Chair of the expanded working party, Professor T Threadgold. The working party's membership (previously Professor Threadgold, Associate Professor J Hurst and Mr J Welikala) would be expanded by the addition of Mr G Tickell and Professor W Young to its membership.
Members noted that the working party would consider the matter from two separate perspectives: both the question of what guidelines should be imposed on any additional awards, even if they were made only by faculties and the question of whether there should be any additional University awards were to be considered.
During this discussion, it was acknowledged that there was substantial overlap between the working party considering diplomas of the University and this working party. It was agreed that each working party would meet separately, and that subsequently the two working parties would meet jointly, to consider a framework for additional university awards, including both the undergraduate and graduate areas.
The Committee requested that any policy statements developed by the two working parties either separately or jointly refrain from being prescriptive, but set guidelines for faculties and the University instead.

6. POLICY ON CANCELLATION OF SUBJECTS

* 7. COURSE AND SUBJECT DEFINITIONS
A document prepared by the Executive Officer, describing the current definitions of courses, streams, subjects, etc was received by the Committee. Members agreed that these documents should be placed on the www at the earliest convenience and that members should be advised of the web location. Also to be placed on the website would be the proformas for course and subject proposals. The Executive Officer agreed to draft a proforma for the report to be received from Faculty Boards for the convenience of Faculty staff, and to add to the proforma a section requesting information regarding whether the proposal was to amend an existing course or to establish a new course or degree (or both a new degree and a new course). Members agreed to make a greater effort to ensure that documents presented to the Executive Officer were as far as possible free of formatting problems, which would greatly increase the efficiency of preparing the Agendas for the Committee.
Members then considered the question of credit points, raised in discussion. The idea that a common standard, perhaps of six point subjects, should be established was considered, and it was agreed that a small working party would consider the possibility of establishing a standard for future course proposals to follow. The working party would comprise: Dr K MacRae (Chair), Professor J Redmond, Ms K McGillivray, Associate Professor N White, Professor L Nethercott and Professor T Threadgold. This working party would meet to establish terms of reference and report those terms of reference to the next meeting of the Committee.
It was noted that in their deliberations, the working party should bear in mind the different needs of courses which were professional in orientation, and in which there was no cross-enrolment (for example the MBBS and the BPharm). It was agreed that these courses could probably be treated separately, so long as they maintained the standard year length.

* 8. COLLEGE OF ART AND DESIGN
The Committee received the Reports of Meetings 3/97 and 4/97 of the College Board of the College of Art and Design, held on 9 July and 29 July respectively, and considered each item requiring action separately for submission to the Academic Board.
The Committee noted that all documentation related to the new courses and subjects was included in the bound volume (circulated separately from the Agenda) entitled "Directions for the Future and Proposals for new Courses and Subjects".
Professor Redmond addressed the meeting, and advised the Committee of the rationale for, in particular the different degrees proposed in Industrial Design. He advised that the norm in most of Australia was a four year professional degree in Industrial design, but that for competitive reasons, a three year program needed to be made available in Victoria. Members agreed that the rationale was sufficient to justify the variety of awards to be made available.
The Evaluation Panel members (Associate Professors Alfredson and Evans) who had received and considered the original documentation commended the new College of Art and Design on the high standard of the proposal to restructure the undergraduate awards of the College.

8.1 New Course Proposals
8.1.1 Bachelor of Applied Arts
This course was proposed for introduction from Semester One 1998 in the on-campus mode on the Caulfield campus.
It would replace the existing Bachelor of Arts (Ceramic Design) and Bachelor of Arts (Craft).

The representative of the Faculty of Arts expressed some concern regarding subject developments in the disciplines also covered by the Faculty of Arts' (renamed) Department of Visual Culture. It was agreed that while there were no objections to the subjects coded TAD in the list below, future subjects with that coding would need to be carefully monitored using the Discipline Areas Policy approved at Academic Board Meeting 5/97.

8.4 Disestablishment of Subjects
The Education Committee noted that the College of Art and Design would, in due course, recommend to the Education Committee, the disestablishment of first year subjects and/or codes for subjects. Subsequent year subjects would be progressively disestablished on a yearly basis.
9. FACULTY OF ARTS
The Committee received the Report of Meeting 4/97 of the Board of the Faculty of Arts held on 30 July 1997, noted the proceedings and considered each item requiring action separately for submission to the Academic Board.

* 9.1 Cross-Faculty Honours Programs
The Committee considered the matter of honours programs taken across two faculties, with a view to preparing a discussion paper. After discussion, it was agreed that there were sufficient avenues already in existence for students who wished to combine disciplines in conducting their honours research, and the Committee agreed that a discussion paper would, at this point, be superfluous.
9.2 Report on Use of NP Grades
The Education Committee noted that Faculty Board approved an amendment to the Faculty Undergraduate degree regulations as follows:
"that except where the Faculty Board in any particular case otherwise determines, one subject in which the near pass (NP) has been awarded may be counted towards a degree"

* 9.7 Entry Requirements for Graduate Courses
The Education Committee agreed that entry requirements for Faculty Certificates in particular were the prerogative of the Faculty concerned, and the item was withdrawn from consideration.
* 9.8 RESTRUCTURE OF POSTGRADUATE STUDIES COURSES

The Committee received the section of the Report of Meeting 4/97 of the Board of the Faculty of Arts pertaining to graduate courses and subjects and considered each item requiring action separately for submission to the Academic Board.
9A.1 New Course Proposals
9A.1.1 Graduate Diploma of Arts (Arts Management)
Some discussion occurred regarding the wording of the title of this and other proposed awards of the Faculty of Arts. It was agreed that this discussion could best take place between the representatives of the Faculties of Arts and Business and Economics and the College of Art and Design after the conclusion of the meeting. Their agreement would then be reported to the Academic Board and to the next Meeting of the Committee.

9A.2.5 Graduate Diploma of Environmental Science - restructure
This amendment to an existing course was proposed for introduction in Semester One 1998, on the Clayton campus.
The Committee endorsed for submission to the Academic Board the proposal of the Faculty of Arts to amend the structure of the existing Graduate Diploma of Environmental Science.
9A.2.6 Master of Environmental Science - establishment of combined research and coursework stream
This proposal would have to be approved by the PhD and Scholarships Committee, and was included here for information only.
However, the PhD and Scholarshi[ps Committee has requested Education Committee clarification of a point relating to this proposal. The proposal suggests that students at fourth or fifth year level who undertake third year level subjects as part of their courses should be permitted to receive only 75% of the credit granted to a third year level student.
A decision of the Education Committee at Meeting 3/96 stated :
"if . . . a Masters candidate was permitted to attempt a third year subject which was worth six points, the Masters candidate must also be awarded six points for the subject, although at the discretion of the Faculty Board the student may be permitted to count only two points towards the degree (or may be required to extend the required number of points for the degree by an additional four points)."
There was at Meeting 3/96 a further statement suggesting alteration of the EFTSU weighting, which has however, been superceded by the decision of the Committee and the Board regarding true statements of weight (8/96).
The Education Committee affirmed its earlier decision that all students must receive the same credit points for subjects deemed to be the same and for which the same workload is proposed. A suggestion was made that the Faculty might wish to consider alternatives, including assigning additional research work (and therefore creating a new subject at the graduate level) for students enrolled in graduate programs. It was noted that this decision would lead to students enrolled in these programs would therefore be required in some cases to overload, and that their fees would be commensurately higher.
The Committee noted that this proposal, to restructure the existing Master of Environmmental Science to allow for a research combined with coursework stream, must be approved by the PhD and Scholarships Committee.

15.2 Taxonomy of awards
The matter of the taxonomy of awards of the University needed to be addressed in some detail. Members agreed that future directions for a number of faculties depended on the availability of a larger variety of awards being made possible, rather than the current structure which permits only a limited range of award type. One matter raised for specific consideration was that of a "Professional Masters" degree, which would allow the current Masters degrees to be used for more research oriented, traditional study. It was also suggested that the concept of an honours degree of Masters might also assist faculties with their future plans and their need to keep up with marketplace demand, and with our competitors. 15.3 Farewell to Executive Officer
Members noted that the Executive Officer of the Education Committee, Ms ER Brooks, was leaving the University after having worked with the Committee since its formation. A number of members expressed their thanks to her for the work she had done on behalf of the Committee, and she was presented with a gift from members of an electronic organiser. She, in turn, thanked members for their support and assistance over the past few years.

16. NEXT MEETING
The next scheduled Meeting of the Education Committee will be held at 10:00am on Wednesday 24 September 1997. Course and subject proposal submissions for that meeting are due on or before Wednesday 27 August; full reports are due on or before Friday 12 September.
It was very important that all final submissions include a report or draft report from the Faculty Board. Submissions must be electronically submitted. Hard copies should also be submitted for University records. Please DO NOT staple or submit double-sided hard copies.
