3. MATTERS ARISING FROM THE MINUTES

*3.1 Subject Quotas

3.1.1 Faculty of Arts and Faculty of Computing and Information Technology p1375-1376

The Faculty of Arts has provided subject quotas for 1998 as outlined on page 2 of its Report. The Faculty of Computing has supplied quota information for the Gippsland School Summer 1997/98 teaching period. To date, quota information has been received from the Faculties of Arts, Computing and Information Technology, Law, Medicine and Science. Documents are attached.

Recommendation

That the Committee approve the subject quotas set out in the Faculty of Arts Report and in the document received from the Faculty of Computing and Information Technology.

3.2 Masters Nomenclature - Working Party Report

At the Committee’s meeting of 24 September, a Working Party was formed to investigate the possibility of introducing a new level of award, the Master (Honours). The report of the Working Party, which met on 27 October will be presented at the Committee’s meeting of 17 December.

As foreshadowed in Meeting 6/97, a draft of the Statute will be available for comment by the Committee (to be sent under separate cover). Ms A Lazar of the University Solicitor’s office will be present to receive the Committee’s remarks and to address questions in relation to the Statute.

*7. FACULTY CERTIFICATES p1383-1388

At meeting 6/97 of 24 September, the Committee approved the recommendations contained in the report of the University Diplomas Working Party. It resolved to consider the matter further following the report of the Faculty Certificates Working Party. The latter report, framed by Professor T Threadgold, Associate Professor J Hurst, Mr G Tickell and Professor W Young, is attached for the consideration of the Committee. The Report of the University Diplomas Working Party, received previously, is also attached. Professor T Threadgold and Associate Professor N White will report on their findings.

Recommendation:

That the Committee receive the Report of the Faculty Certificates Working Party and consider its findings in light of the report, received previously, of the University Diplomas Working Party.

*8. ORAL COMMUNICATION ASSESSMENT - PROPOSED REVISION OF EDUCATION POLICY

At its meeting 6/97 of 24 September, the Committee approved the proposal that the Education Policy be reviewed and revised in light of the role of oral assessment. Associate Professor N White and Ms K McGillivray agreed to formulate proposed revisions to the Policy, which appear below:

Proposed amendment to Education Policy: Section 3.1.10 The Monash University Education Policy Objectives refer to, among other outcomes, "the knowledge, competence, skills and attitudes that will enable (students) to operate in their chosen fields at a level at least equal to the best of their peers in Australia or overseas" (Monash University Education and Research Policies: 1). Fluent oral communication is one of the skills fundamental to university study and to graduates' activity beyond the university setting. However, with the obvious exception of performance subjects in music and drama, clinical work, and education and social work placements for example, oral communication has not been widely used to assess understanding and knowledge.

While the assessment of oral communication is permitted by the Education Policy, one of the factors limiting its widespread adoption has been the perceived difficulty of verifying examiners' evaluations of student oral communication or performance where a fail mark contributes to a final fail result. The recommendations below are designed to extend the University's current assessment policy by specifying the verification procedures to be adopted when oral communication tasks constitute more than 10% of the total assessment for the subject. (Current policy does not require verification of assessment tasks which contribute less than 10% to the overall mark for a subject and permits a total of three such tasks to be included in a subject. Monash University Education and Research Policies: Section 3.1.10.)

Recommendations:

That for subjects in which oral communication is assessed, and in which this assessment is worth more than 10% of the total mark:

A process for verifying fail marks that contribute a final fail result must be established.

Verification or re-marking of work awarded a fail grade may be provided for with the adoption of measures such as sound and/or video recording or independent examination of a repeat performance of the oral communication task.

Alternatively, initial assessment may involve more than one examiner.

Recommendation:

That the Committee consider Associate Professor White’s remarks and proposed recommendations for the revision of the Education Policy.

*9. EDUCATION COMMITTEE MEETING DATES FOR 1998 p1389-1390

A table setting out the proposed Education Committee and Committee of Associate Deans (Teaching) dates for 1998 is attached for consideration by members of those committees.

Recommendation:

That the Committee approve the meeting dates as set out for Education Committee, and that members of the Committee of Associate Deans (Teaching) note the proposed dates for consideration at their next meeting.

10. FACULTY OF ARTS

Recommendation:

That the Committee receive the Report of Meeting 6/97 of the Board of the Faculty of Arts, note the proceedings, and consider the items requiring action separately for submission to the Academic Board. 13.1.1 Bachelor of Software Engineering

*13.2 Major Amendment of Existing Course - Bachelor of Engineering p1537-1546

The Board of the Faculty of Engineering has recommended the approval of the major amendments detailed below (and set out in the documents attached). The amendments will be made to all undergraduate Engineering single degree programs offered by the Faculty to amalgamate the nine Bachelor of Engineering awards offered across the three campuses into a single Bachelor of Engineering. The resulting award, to be offered from 1 January 1999 will have a common first year across all campuses (approved by Education Committee at meeting 3/97), followed in years 2-4 by one of eight branches of engineering available on the various campuses.

Proposal Overview

The Amendment of Engineering document (attached) is an overview of the proposed amendments. It sets out the following proposal.

The proposal before the Committee entails the amendment of six branches of Engineering and the introduction of two new branches of Engineering. Proposals relating to each branch of Engineering are set out below. To enable members of the Committee to appreciate clearly the relationship between the proposals for amendment or introduction of the various engineering branches and related Requests for Subject Approval or Amendment, on this occasion only the Requests for Subject Approval or Amendment have been presented as appendices of the branch proposals to which they relate.

The Board of the Faculty of Engineering has recommended the approval of the amendment and introduction of branches (as listed below) as well as the approval of all of the related Requests for Subject Approval or Amendment. 13.3 Proposals for New Mathematics Subjects to Support the Amended Engineering Course p 1690-1692

The Board of the Faculty of Engineering has recommended approval of the proposal to introduce the mathematics subjects listed below. Handbook entries are attached.

The following new subjects are required at second and third levels as a result of the introduction of new Mathematics subjects at first level. The subjects have been developed by the Department of Mathematics & Statistics following extensive discussions between the Department and a working party of the Faculty of Engineering.

MAT2901 Multivariable calculus for engineering

MAT2902 Linear algebra and differential equations for engineering

MAT2911 Mathematical methods with applications I

MAT2912 Mathematical methods with applications II

MAT3901 Statistics and integral transforms for engineering

GSE2703 Engineering mathematical analysis

MAT2901 and MAT2902 are core subjects in the second levels of the Chemical, Electrical and Computer Systems, Industrial Engineering and Engineering Management, and Mechanical Engineering branches of study.

MAT2902 is also a core subject in the Bachelor of Software Engineering.

MAT2911 and MAT2912 are core subjects in the second levels of the Civil and Materials Engineering branches of study.

MAT3901 is a core subject in the third level of the Chemical and Electrical and Computer Systems Engineering branches of study.

GSE2703 is a core subject in the second levels of the Interdisciplinary and Mechatronics Engineering branches of study.

Recommendation:

14.1 Re-submission of Major Amendment to Existing Course p 1701-1703

The Faculty of Law has recommended the re-submission of the proposal for an amendment to the sequence of subjects for the Bachelor of Business/Bachelor of Laws. A document is attached.

14.3 Minor amendments to Existing Courses and Disestablishment of Subject

The Faculty of Law has agreed to recommend minor amendments to existing courses and amendments to existing subjects as detailed in the report of the Faculty Board presented. The Report of Meeting 5/97 of the Board of the Faculty of Medicine held on 10 September, 1997 is attached. This material reached the Committee too late for consideration at meeting 6/97.

An addendum to the Report of Meeting 5/97, containing minor amendments to subjects and listing distestablished subjects within the School of Nursing is also attached.

In addition, the Report of a special meeting of the Board of the Faculty of Medicine, held on 1 October is attached.

15.1.1 Bachelor of Biomedical Sciences p 1715-1752

This course is proposed for introduction from Semester 1, 1998, as an on-campus course offered on the Clayton Campus. Documents are attached.

Recommendation:

That the Committee endorse for submission to Academic Board the proposal of the Faculty of Medicine to establish a new course, to be titled Bachelor of Biomedical Sciences.

15.1.2 Graduate Diploma in Mental Health (Community) p 1753-1762

This course is proposed for introduction from Semester 1, 1998. It will be taught at Royal Park Hospital and at Monash University, MMC Clayton, and the University of Melbourne, Parkville. In 1998 it will be offered as an on-campus course, and by the distance education mode. Documents are attached.
