Meeting 1/98 of the Education Committee will be held on Wednesday, 4 February at 10:00 am in the Sir George Lush Room, University Offices, Clayton Campus.

AGENDA

1. STARRED ITEMS

The Committee should note that certain items have been starred as requiring discussion. Additional items may be starred at the discretion of the Committee.

All items related to course approval and major amendments have been starred for the attention of the Committee.

Recommendation:

That the committee nominate any additional items to be starred, and then endorse the recommendations for items other than those starred.

* 2. MINUTES

The Minutes of Meeting 8/97 held on Wednesday, 16 December will be circulated separately.

Recommendation:

That the Committee approve the Minutes of Meeting 8/97 as circulated.

3. ITEMS OF INTEREST FROM MEETING 8/97 OF THE ACADEMIC BOARD

A document is attached.

Recommendation:

That the Committee note the items of interest from Meeting 8/97 of the Academic Board, held on 25 November.

*4. THE ‘NP’ GRADE

At Meeting 3/97, the Academic Board approved the Committee’s recommendation to establish the ‘NP’ grade. Faculties were requested to advise the Committee of the use of the ‘NP’. Accordingly, a table setting out the current use of the ‘NP’ by Faculties is attached. Members are requested to review the details set out in the table, and to advise the Secretary of amendments. Further, the Committee is invited to reconsider the wording of its resolution of Meeting 4/97 in light of Faculties’ policies in relation to this grade. A document is attached.

Recommendation

That the Committee review the details appearing in the attached table, which sets out the current use of the ‘NP’ grade, and to advise the Secretary of amendments. Further, that the Committee reconsider the wording of its resolution of Meeting 4/97 in light of Faculties’ policies in relation to this grade.

*5. DIPLOMAS: CREDIT PROVISION AND ADVANCED STANDING

The University has recently approved the introduction of an award level of diplomas at the undergraduate level. The attached document, provided by Associate Professor M Evans and Dr K Macrae, addresses the issues of credit provision and advanced standing for students seeking to obtain a diploma. The Committee is invited to consider the recommendations set out in the document and extracted below:

    1. Normally students can be awarded qualifications, whether cumulative or concurrent, provided they have enrolled in and completed the relevant award program. Permitted exceptions would include cases where faculties have chosen to provide official exit points from specified award programs.

    2. In specifying the credit provision and advanced standing permissible in a diploma award course, faculties should specify the minimum proportion of study to be undertaken for the completion of the course by enrolled students. This minimum should not be lower than 50%.

Recommendation:

That the Committee consider the recommendations set out in the document presented.

*6. CREDIT POINTS

At Meeting 8/97, Education Committee endorsed the recommendations of the Credit Point Working Party to:

    1. adopt a standard credit point range of 3, 6 or 12 points to be associated with the University’s subject and course offerings, with the adoption of the standard to be phased in over a period of two years (from the time of endorsement of the proposal), and

    2. recognise that courses which are professional in orientation and/or in which there is no cross-enrolment may be exempted from adoption of such a standard.

    and

    3. subject to endorsement of the two points detailed above, request that each faculty provide the Education Committee with a timetable for reform to the above standard within the period of the next two years, or present a reasonable exception to that standard.

The following is an extract from the Agenda for Meeting 1/98 of the Academic Board:

In considering this item the Steering Committee took the view that there were a range of concerns which should be addressed before the document could proceed further, and asked that Academic Board refer the proposal back to the Education Committee for further consideration in light of the points raised, in particular:

Given the wide-ranging nature of the change, Steering Committee was mindful that the benefits and costs of the proposal needed to be fully explored.

At Meeting 1/98 Academic Board agreed to:

Education Committee will consider the points raised by Steering Committee following the resolution of Academic Board that the matter be referred to the Committee for further deliberation.

*7. TESTAMUR FOR PARTICIPANTS IN THE DEAN’S SCHOLARS PROGRAM - A PROPOSAL FROM THE FACULTY OF ARTS

At Meeting 3/97, the Faculty of Arts proposed wording on the testamur for the Dean’s Scholars Program as set out in the document attached. Education Committee agreed that

...the information must be included on the transcripts of all students enrolled in a Dean’s Scholars Program (with the exception of those enrolled in the Faculty of Science), and any necessary amendments to make this possible must proceed, but agreed to defer the question of whether to include the additional wording on the testamur until the next meeting of the Committee.

As this question has not been resolved, The Faculty of Arts has requested that the Committee give further consideration to the inclusion of the proposed wording, as a participant in the Dean’s Scholars Program, on the testamur. Documents are attached, including an extract of the minutes of Meeting 3/97.

Recommendation

That the Committee give consideration to the wording, proposed by the Faculty of Arts, of the testamur of students enrolled in a Dean’s Scholars Program.

8. MEMBERSHIP 1998

A draft table of the Committee’s 1998 membership is attached. Members are requested to peruse the details set out below and to notify the Secretary of amendments. A final version of the table, containing updated information on student membership for 1998 will be distributed with the papers for Meeting 1/98.

That the Committee note the information set out in the document presented and notify the Secretary of amendments.

9. EVALUATION PANELS FOR 1998

Evaluation Panel allocations for 1998 appeared erroneously as assignments for 1997 on the table of dates previously distributed to the Committee. A corrected version of the document is attached.

That the Committee note the corrected Evaluation Panel allocations for 1998 as detailed in the document presented.

10. FACULTY OF ARTS

The Report of Meeting 8/97 of the Board of the Faculty of Arts held on 10 December 1997 is attached. Also attached are recommendations of the Faculty of Arts Executive of 18 December 1997 and 15 January 1998, respectively.

Recommendation:

That the Committee receive the Report of Meeting 8/97 of the Board of the Faculty of Arts, note the proceedings and the recommendations of the Faculty of Arts Executive of 18 December 1997 and 15 January 1998, respectively, and consider each item requiring action separately for submission to the Academic Board.

*10.1 New Course Proposals

10.1.1 Graduate Certificate in Civil Ceremonies

This course is proposed for introduction from Semester 1, 1998 as an on-campus course offered on the Caulfield campus. Documents are attached.

Recommendation:

That the Committee endorse for submission to the Academic Board the proposal of the Faculty of Arts to establish a new course, to be titled Graduate Certificate in Civil Ceremonies.

10.1.2 Graduate Diploma of Arts (Civil Ceremonies)

This course is proposed for introduction from Semester 1, 1998 as an on-campus course offered on the Caulfield campus. Documents are attached.

*10.2 Major Amendment to Existing Course

10.2.1 Proposal for a ‘Stand Alone’ Bachelor of Communication Degree (Berwick Campus)

The Faculty of Arts proposes to offer the Bachelor of Communication as a single, ‘stand -alone’ degree, from Semester 1 1999, on the Berwick Campus.

Recommendation:

That the Committee endorse for submission to the Academic Board the proposal of the Faculty of Arts to offer the Bachelor of Communication as a single, ‘stand-alone’ degree, from Semester 1 1999, on the Berwick Campus.

*10.2.2 Disestablishment of Department of Music Subjects Constituting Amendment to Existing Course

The Faculty of Arts has recommended the disestablishment of the following subjects, constituting an amendment to course, as detailed in the documents presented.

The Faculty of Business and Economics has recommended a time limit of 10 years for completion of the requirements of all Faculty undergraduate single degrees and intra-faculty double degree programs. A document is attached.

14. NEXT MEETING

The next scheduled meeting of the Education Committee will be held at 10.00 am on Wednesday, 18 March 1998. Course and subject proposal submissions for that meeting are due on or before WEDNESDAY, 18 FEBRUARY 1998 full reports are due on or before Friday, 6 March 1998.

It is very important that all final submissions include a report or draft report from the Faculty Board. Submissions must be electronically submitted. Hard copies should also be submitted for our records. Please DO NOT staple or submit double-sided hard copies.
