MINUTES

 

The Chair welcomed Ms D James, Associate Professor D Murphy, Professor B McKern, and Ms E Wilson to Meeting 4/98 of Education Committee. He noted that Associate Professor R Alfredson would no longer be serving as Associate Dean (Teaching) and Education Committee member from the Faculty of Engineering. Professor Lindsay thanked Associate Professor Alfredson for his contribution to the Committee’s activities and wished him well in his new role as Head of School at the Sunway Campus, Malaysia.

*1. STARRED ITEMS

The Committee noted that all items related to course approval and major course amendment had been starred for the attention of the Committee and that certain other items were starred as requiring discussion. In addition, the Committee nominated 12.3.6, 12.3.7 and 14.1.3 to be starred, and endorsed the recommendations for items other than those starred.

2. MINUTES

The Committee approved the Minutes of Meeting 3/98 held on Wednesday 6 May 1998 as circulated, subject to the addition of Associate Professor Les Nethercott, who was in attendance.

3. INTRODUCTORY REMARKS

3.2 Postgraduate Scholarships for Fee-Paying Students

Professor A Lindsay advised the Committee of the need to move quickly to honour previous commitments to establish postgraduate scholarships for fee-paying students, so that at least an interim scheme could be put in place for Semester 1 1999. He provided an overview of the scheme and its rationale and called for responses from individual Faculties by 15 July.

Action/Information: All members are requested to provide initial responses to the proposed scheme directly to the office of the DVC (A&P) by 15 July for report at Meeting 5/98.

3.2 Registrars’ Representative on Education Committee

Professor Lindsay advised the Committee of the suggestion that one representative be nominated by the Faculty Registrars to attend Education Committee on an ongoing basis. Members agreed with the Registrars’ view that this would provide greater continuity than the present system of rotating attendance. Further, the Committee agreed that Dr P Rodan, as the Registrars’ nominee, would attend future Meetings of Education Committee.

4. ITEMS OF INTEREST FROM MEETING 4/98 OF THE ACADEMIC BOARD

The Committee noted that Academic Board conditionally approved the proposal of the Faculty of Science to offer the Bachelor of Science (Biotechnology) and the Bachelor of Science (Resource Management) at the Sunway Campus, commencing in Semester 2 1998, subject to the endorsement of Education Committee.

*5. REVISED DISCIPLINE STATUTE AND GUIDELINES

The Committee noted the advice of the Deputy University Solicitor in regard to provisions limiting appeals against decisions of Faculty discipline committees, which were inserted in the present revised Statute following deliberations at Meeting 2/98. Ms Lazar agreed to make minor editorial changes to the Statute and Guidelines as suggested by members. The Committee endorsed the revised Statute and Guidelines for transmission to Academic Board, subject to incorporation of agreed amendments in the final drafts of the documents.

*6. COURSE AND SUBJECT APPROVALS – POLICIES AND PROCEDURES

6.1 Report of the Procedures Review Working Party

The Education Committee received the Report of the Procedures Review Working Party.

The Committee approved the recommendations set out below. (The Committee’s comments appear in bold.)

Recommendation 1.2

Education Committee approved the recommendation that the current model for new course approval as set out in the Report be retained.

Recommendation 1.3

Education Committee agreed that it remain the responsibility of the Faculty to retain the final version of the subject or course proposal, noting that the version that appears in the Education Committee agenda, and that is retained by the Secretariat in University files, may not reflect changes made in the evaluation process.

Education Committee agreed that this was an acceptable interim arrangement, but that a move should be made to hold final approved versions of subject and course proposals in a web-based data repository. (See comments under item 6.2 - Quality Assurance Mechanisms below.

Recommendation 2

Education Committee approved the adoption of the revised subject and course proformas for placement on the Education Committee Website.

In adopting the revised proformas for immediate application in relation to new proposals, Education Committee agreed that "pipleline" proposals, for which documentation was already underway, could continue under the previous arrangements. The Committee also stipulated that some editorial changes be made to the proformas before placing them on the Web.

Recommendation 3

In view of the timeframe for subject and course approvals, from initial consideration by Faculty sub-committee through to Academic Board approval (on average, 6 months), Education Committee approved the Working Party’s recommendation that a ‘fast-track’ procedure be instituted. Features of the procedure appear in the extract from the Working Party’s Report below:

  1. Having first determined that the circumstances are sufficiently exceptional to warrant departure from normal approval processes,
  2. the Deputy Vice Chancellor (Academic & Planning) would receive applications from the Executive or Faculty Board of the relevant Faculty to establish a new subject or course.
  3. Approval to establish the new subject or course would be given by the Deputy Vice Chancellor (Academic and Planning), with a ‘sunset clause’ requiring that a proposal be approved according to the normal procedure no later than 6 months after initial executive approval.

In considering item 3.3, the Committee noted that the Faculty of Business and Economics had developed a procedure for conducting an e-mail vote of its Board. The use of this mechanism by Education might provide an alternative to approval by the Deputy Vice Chancellor(Academic and Planning) as outlined above. The Committee will consider this alternative approach at a future Meeting. (A copy of the procedures is attached.)

6.2 Quality Assurance Mechanisms to Permit the Devolution of New Subject Approval to Faculties

The Committee endorsed in principle Recommendation 1 of the Working Party Report, setting out a model for the devolution of new subject approval to Faculties. Members agreed to defer implemention until further consideration of the quality assurance process at Faculty level was called for before such devolution could occur. This issue will be considered by the re-constituted Procedures Working Party whose revised terms of reference appear under item 65.3 below.

The Committee agreed to form a specialist Working Party to discuss the feasibility, specifications and design of a multi-purpose database, accessible on the Web, to hold final approved versions of subject and course proposals. Such a database would permit the devolution of subject approval to Faculties by facilitating a quality assurance audit option. Simultaneously, it could be linked to the handbook and calendar production processes and integrated into student information and enrolment systems. Ms D James agreed to formulate the membership structure of a specialist group and to draft terms of reference for consideration by the Committee at Meeting 5/98 on 12 August.

6.3 Flexible Learning: Policies and Procedures for Operationalising the Learning and Teaching Plan

The Committee received the advice of the Chair in relation to operationalising the Learning and Teaching Plan, noting the proposed responsibilities and timelines set out in the sections of the Learning and Teaching Plan extracted below.

B2.1 Include relevant indicators for student-centred flexible learning as items in course and subject approval forms, and in terms of reference of academic reviews.

D7.1 address implications and processes of flexible learning using educational technologies,

D7.2 ensure quality assurance for courses and subjects taught in flexible mode off-campus and off-shore,

D7.3 further refine and develop academic course and subject approval procedures and associated documentation in light of Learning and Teaching Plan requirements.

Members noted the increased use of terminology associated with flexible learning in course and subject proposals, and acknowledged a need to address this trend in the context of the approval process. The Committee agreed that flexible learning should remain a broadly defined concept and that alternative terminology should be developed in relation to mode and delivery. Accordingly the Procedures Review Working Party has been re-constituted to:

*7. REVISED REPORT OF THE CREDIT POINT WORKING PARTY

The Committee considered the revised Report of the Credit Point Working Party. Members agreed that responses should be obtained in writing from all Faculties before resubmitting the Report to Academic Board Meeting 6/98. Accordingly, Dr K Macrae will report on responses provided by the Faculties of Art and Design, Arts, Education, Engineering, Law and the College of Pharmacy, at Education Committee Meeting 5/98 of 12 August.

8.1 Expanding the Framework for Masters Degrees

Recognising the needs of Faculties for greater flexibility and the demands of a competitive marketplace, the Committee agreed to form a Working Party to explore the issues connected with expanding the framework for masters degrees and to recommend consequent changes to the Graduate Studies Policy.

Professor M King will convene the Working Party, which includes Associate Professor J Hurst, Associate Professor L Nethercott, Professor L Piterman and Professor A Townsend.

 18. MONASH MT ELIZA GRADUATE SCHOOL OF BUSINESS AND GOVERNMENT LTD

 *18.1 Major Amendment to the Master of Business Administration (Executive)

The Education Committee endorsed for submission to Academic Board the proposal of the Board of Monash Mt Eliza Graduate School of Business and Government Ltd (MBBS) to amend the Master of Business Administration (Executive), noting that in 1997 Council requested a review of the MBA (Executive) as part of the University’s quality assurance process. Revisions to the course were made in response to the recommendations of a Review Committee and an Education Committee Evaluation Panel. These revisions were designed to align the MBA (Executive) with existing Monash University standards for degree programs, while accommodating the distinctive characteristics of an executive MBA. Members requested that minor changes be made to the forward provided, which have been incorporated into the document attached.

 19. NEXT MEETING

 The next scheduled Meeting of the Education Committee will be held at 10.00 am on Wednesday 12 August 1998. Course and subject proposal submissions for that Meeting are due on or before WEDNESDAY 15 July 1998. Full Reports are due on or before Friday 31 July 1998.

It is very important that all final submissions include a Report or draft Report from the Faculty Board. Submissions must be electronically submitted. Hard copies should also be submitted for our records. Please DO NOT staple or submit double-sided hard copies.
