A3. ITEMS OF INTEREST FROM MEETING 8/98 OF THE ACADEMIC BOARD

*A4. REVISED REPORT OF THE WORKING PARTY ON SPECIAL CONSIDERATION

A revised Report is attached. p.Al-A5

The Associate Deans (Teaching) received the draft discussion paper, Monash University Special Consideration Policy Guidelines from the Working Party on. Special Consideration at Meeting 8/98 on 26 November. The Committee noted that the paper had been prepared to obtain feedback as to Faculty concerns about special consideration and that the Working Party would welcome comments toward the preparation of a university wide policy governing special consideration. Members agreed to relay individual Faculty responses to the document to the Working Party for incorporation into a revised document to be considered by Education Committee at the present Meeting.

Recommendation:

That the Committee receive the revised document Monash University Special Consideration Policy Guidelines and consider its recommendations (extracted below) in light of previous discussion at Meeting 8/98 of the Associate Deans (Teaching) and input received from Faculties.

1. Special consideration policy and practice be reasonably consistent across the University.

2. University definitions, regulations* and guidelines be disseminated in the Student Resource Handbook and any additional faculty policies in faculty handbooks by the year 2000.

3. Students be made aware that:

Special Consideration is the act of the Board of Examiners evaluating a student's specific personal situation, not the outcome requested by the student.

Faculties' Boards of Examiners may delegate this role, but individual academic should never be the sole determinant of a SC request.

4. Students be made aware that:

if their work has been affected by illness or other serious cause they may apply for special consideration or special deferred examinations.

Students with a (chronic) disability may request special assessment arrangements through the Disability Liaison Office via the new provisions relating to Alternative Arrangements for Assessment (AAA) and students are not prevented from availing themselves of these procedures and also applying for SC.

Lack of facility with English is not a ground for SC in assessment of the work or in the granting of a deferred examination. When relevant, however, it would be a ground which could be pleaded in mitigation in show cause/exclusion proceedings.

5 . Special Consideration apply across all marking levels, not just in a pass/fail situation.

6. Potential actions resulting from successful request for SC by a faculty's Board of Examiners be made explicit. These may include reclassification of a student's mark (up to four marks as in Science) or additional assessment or time (see Business and Economics).

7. Appropriate cadence and documentation be provided by the student. This can include written statements and statutory declarations from students or relevant people. Evidence can be provided oly by professionals who are registered with a professional body, such as student counsellors, social workers, medical doctors, lawyers and psychologists. Access to such sensitive material should be limited to designated faculty personnel only.

8. A standard application form (attached) for special consideration and/or deferred examination be used across the University and available from the Monash web page. This should include information regarding previous SC applications.

9. Applications for SC must be lodged, with 2 copies, at the relevant campus Faculty Office within 48 hours of the student's last scheduled examination, and be stamped by designated faculty personnel, with one copy returned to the student as verification.

*A6. DISCIPLINE AND GRIEVANCE PROCEDURES FOR OPEN LEARNING STUDENTS

A revised policy document and a memorandum are attached.  p.A7-A14

At its Meeting 5/98 of 10 August, Education Committee considered a draft document, Discipline and Grievance Procedures for Open Learning Students. Members identified areas of concern that have now been addressed in the revised Policies document. The Committee is invited to note the advice of Ms A Lazar, Deputy University Solicitor, as set out in the memorandum attached and to consider the revised Discipline and Grievance Policies for Open Learning Students.

A7. EXPLANATORY MEMORANDUM - LEARNING AND TEACHING OPERATIONAL PLAN 1999

The Committee is invited to note the attached proposal outfitting:

1) an approach for presenting the Learning and Teaching Operational PIan 1999;

2) a strategy for integrating the LTOP 1999 into the Monash PIanning and Review Cycle.

The proposal was approved by the Committee of Deans at a Special Meeting held on 18 December 1998.

 Recommendation:

*B1.1.1 Proposal to offer the Bachelor of Design at the Sunway Campus, Malaysia

The Dean of the Faculty of Art & Design has advised Education Committee of a proposal to offer the Bachelor of Design at the Sunway campus, Malaysia in on-campus mode commencing in Semester 2 1999. The proposal was approved at FacuIty Board Meeting 3/98.

Recommendation

That the Committee endorse the proposal of the Faculty of Art & Design to offer the Bachelor of Design at the Sunway Campus, Malaysia in on-campus mode commencing in Semester 2 1999. Further that the Committee note that this proposal was approved at FacuIty Board Meeting 3/98, has been endorsed by the Offshore Quality Assurance Committee and transmitted to Academic Board for approval at Meeting 1/99.

B2. FACULTY OF ARTS

*B2.1 Major Amendment to Existing Subjects

Advice of a Meeting of the Faculty Executive of the Faculty of Arts held on 8 January was received indicating that the Faculty Executive has approved changes to GRN2075/GRN2085.

Recommendation:

That the Committee note that major changes to GRN2075/GRN2085 were approved by the Executive of the Faculty of Arts at its Meeting of 8 January 1999.

 B3. FACULTY OF BUSINESS AND ECONOMICS

The Board of the Faculty of Business and Economics has approved the establishment of a Graduate Certificate in Financial Planning to be offered from Semester 1 1999 in on-campus mode at the Caulfield campus and by distance education.

The Board of the Faculty of Business and Economics has approved a proposal to amend the course structure for the Graduate Diploma in Banking and Finance to allow for the taking of four required subjects and four electives rather than eight required subjects.

The Board of the Faculty of Business and Economics has approved a proposal to replace the core subject BEG3640 Electronic Commerce Project Management by the subject GCO3807 Project Management in the Bachelor of Business and Electronic Commerce from Semester 1 1999.

B4. FACULTY OF EDUCATION

B4.1 New Subject Proposal

Advice was received from the Registrar of the Faculty of Education that at its Meeting of 22 December the Board approved the establishment of the new subject, EDF2105, for commencement Semester 1 1999. Further documentation is available from the Executive Officer for perusal by members.

B5. FACULTY OF ENGINEERING

The Report of Meetings of 7 August and 11I December of the Faculty Executive of the Faculty of Engineering is attached.  p 35-37

*B5.1 Major Amendments to Existing Courses

*B5.1.1 Extension of the Master of Engineering Science to the Sunway campus, Malaysia

A document, a copy of the original proposal, is attached.  p 39-48

At Education Committee Meeting 7/98, the Committee approved the proposal to establish a master of Engineering Science in Process Integration to commence Semester 1 2000 as an on-campus course on the Clayton campus. The proposal foreshadowed the extension of the course to the Sunway campus at a future date. The Faculty of Engineering now seeks explicit approval of the proposal to extend the course to the Sunway campus.

Recommendation:

That the Education Committee endorse for submission to Academic Board the proposal of the Faculty of Engineering to extend the Master of Engineering Science to the Sunway campus as an on campus course from Semester 2 1999.

*B5.1.2 Wording on Testamurs: a Matter Arising from the Major Amendment of the Bachelor of Engineering Courses

The Executive of the Faculty of Engineering has approved a proposal to amend the wording on its Bachelor of Engineering testamurs flowing from the restructuring of Bachelor of Engineering courses at all campuses in 1998.  Details of the proposed wording are set out on pages 1-3 of the document presented.

Recommendation:

B6. FACULTY OF INFORMATION TECHNOLOGY

*B6.1 New Course Proposals withdrawn at Meeting 8/98

At Meeting 8/98 the Committee received the Report of Meeting 2/98 of the Board of the Faculty of Information Technology. The Report contained proposals for the courses set out below. These proposals were withdrawn in order to permit evaluation before their endorsement by the Committee.  Responses to evaluator queries have now been received and revised versions of the course proposals have been posted on the Web at the address below:

The Board of the Faculty of Science has approved a proposal to establish a Bachelor of Psychology and Management/Marketing to be offered from Semester 1 2000 as an on-campus course on the Caulfield campus.

*B8.2.1.1    Bachelor of Science (Honours) in Psychology

A document is attached.  p.85-86

The Board of the Faculty of Science has approved a change of assessment weightings for Psychology Honours PSY4000. The proposed change involves adopting a weighting of 50% for the Research Thesis (previously 60%) and a weighting of 30% for the Theoretical Essay (previously 20%). This amendment has been proposed in response to the accreditation report from the Australian Psychological Society.

That the Education Committee endorse for submission to Academic Board the proposal of the Board of the Faculty of Science to change assessment weightings for Psychology Honours PSY4000. The next scheduled Meeting of the Education Committee will be held at 10.00 am on Wednesday 17 March 1999. Course and subject proposal submissions for that Meeting are due on or before WEDNESDAY 17 FEBRUARY 1999. Full Reports are due on or before Friday 5 March 1999.

It is very important that all final submissions include a Report or draft Report from the Faculty Board. Submissions must be electronically submitted. Hard copies should also be submitted for our records. Please DO NOT staple or submit double-sided hard copies.
