PART A PROCEDURAL AND POLICY MATTERS

1. APOLOGIES

Apologies were received from Professor G Taylor, Dr K Macrae, Ms A Purdham and Ms C Robinson.

2. STARRED ITEMS*

The Committee noted that certain items had previously been starred as requiring discussion. In addition, item 4 was starred, item 7.2 was added and the existing star at item 11.1 was removed. The Committee then endorsed the recommendations for all items other than those starred.

3. MINUTES

The Committee approved the Minutes of Meeting 4/99 held on Wednesday, 23 June 1999, which had been circulated previously.

*4. ITEMS OF INTEREST FROM MEETING 5/99 OF THE ACADEMIC BOARD

A document titled "New and Disestablished Subjects through Academic Board 1999" was tabled at the meeting by the Chair, Professor A Lindsay. A copy of the document is attached to these minutes for information. (Attachment )

The Committee noted that each recommendation in the Report of Meeting 4/99 of the Education Committee had been approved as put forward to the Academic Board.

Professor Lindsay reported to the Committee on discussions which had taken place at the Academic Board regarding the pattern of subject establishment and discontinuance across faculties. The Chair informed members that the Board had noted a proliferation of subjects which may significantly impact on cost structuring and staff workload. The Committee noted Professor Lindsay’s advice that in future, the Education Committee would be required to monitor the establishment and disestablishment of subjects, and that a report would be forwarded by the Committee to the Academic Board at the end of 1999 providing detail about the movement in subjects across the academic year. The Chair introduced the tabled paper titled "New and Disestablished Subjects through Academic Board 1999", highlighting that the table could serve as the format of the report on subjects for 1999. The Committee also noted that a list detailing the number of students enrolled in each subject could be generated at the same time for inclusion with the table being reported to the Academic Board.

Associate Professor D Garrioch, Associate Dean Teaching of the Faculty of Arts, indicated that the number of Arts subjects appearing in the table as "new subjects" was at variance with the number he had recorded, and queried whether new subjects by virtue of changes to credit points had been included in the number of new subjects. The Chair clarified that such subjects were approved as new subjects and were therefore included in the totals reflected in the tabled document. Professor Lindsay suggested that in the future a distinction could be made between new subject proposals and those subjects which were classified as new by virtue of an amendment to credit point value or the offering of an additional year level.

5. SUMMARY OF LIBRARY IMPACT STATEMENTS

The Committee noted the summary of Library Impact Statements submitted to the University Librarian for the period January to June 1999.

General comments from the Chair regarding Part A of the Agenda:

Professor Lindsay highlighted that due to the size and operational requirements of the Committee, items to be presented under Part A of the agenda would need to be thoroughly prepared and submitted in advance to allow for any further preparation or consultation prior to the item being presented for consideration at a meeting. The Chair noted that with this streamlining of process, the Committee’s discussion of items under Part A could be informed and focussed.

PART B: FACULTY REPORTS AND PROPOSALS

6. FACULTY OF ART AND DESIGN

The Education Committee received the Reports of Meeting 3/99 of the Board of the Faculty of Art & Design held on Wednesday, 23 June 1999, and Meeting 10/99 of the Faculty Executive Committee held on Friday, 9 July 1999.

*6.1 New Course Proposals

6.1.1 Postgraduate Diploma of Applied Arts

Documentation was circulated (p 7-10).

The Education Committee endorsed for submission to Academic Board the proposal of the Faculty of Art and Design to establish the Postgraduate Diploma of Applied Arts, to be offered on-campus at the Caulfield and Gippsland campuses, commencing semester one, 2000.

6.1.2 Postgraduate Diploma of Fine Arts

Documentation was circulated (p 11-14).

Education Committee endorsed for submission to Academic Board the proposal of the Faculty of Art and Design to establish the Postgraduate Diploma of Fine Arts, to be offered on-campus at the Caulfield and Gippsland campuses, commencing semester one, 2000.

6.2 Minor Amendments to Existing Subjects

The Committee noted that the Board of the Faculty of Art and Design had approved minor amendments to subjects as detailed under item 2 of the Report of Meeting 3/99 of the Faculty Board presented.

7. FACULTY OF ARTS

7.1 New Subject Proposals (Matter Arising)

Documentation was circulated (p 15-26).

The new subjects under this item were proposed by the School of Geography and Environmental Science, in the Faculty of Arts, due to a change to their credit point value from four to eight points. These six subjects were originally considered by the Education Committee at its Meeting 4/99. Discussion occurred at that meeting regarding assessment and workload and the Committee reasoned that at that time there was not a clear enough workload distinction between the six point Science Faculty versions and the proposed eight point Arts Faculty versions of the subjects. At that meeting, Education Committee recommended that the subjects be approved as six point subjects instead of eight points, particularly given the planned conversion to six points multiples for all subjects. The Committee requested that Associate Professor Garrioch forward a memorandum detailing the Faculty’s transition arrangements for those students who may be disadvantaged if the subjects were not offered at eight credit points in 2000.

At its Meeting 5/99, the Committee received relevant documentation forwarded by Associate Professor D Garrioch, Associate Dean Teaching of the Faculty of Arts, and Associate Professor N Tapper, acting Head of the School of Geography and Environmental Science, which provided a detailed explanation of the Faculty’s rationale for offering the subjects at eight points in 2000, including clarification of the differences in assessment and workload between the Arts and Science versions of the subjects. At the Faculty’s request, the proposals for the six subjects were returned to Education Committee with the above-mentioned rationale for consideration and endorsement as eight point subjects for offer in 2000.

The Committee considered the six subjects below and endorsed them as new subjects by virtue of a change to their credit point value from four to eight points:

7.2 Previous Subject Proposals Requiring Consultation (Matter Arising)

This item was added at the Meeting by Associate Professor P Gronn, Associate Dean Teaching of the Faculty of Education.

At Education Committee Meeting 4/99 under item 7.3 – New Subject Proposals from the Faculty of Arts, two subjects, titled HSY3800/HSY4800 Teaching History, were approved subject to further consultation and collaboration taking place between the Faculties of Arts and Education.

Associate Professor Gronn advised the Committee that the Faculty of Education was pleased with the consultation that had taken place with the Faculty of Arts since Meeting 4/99 and the possibilities that had been created for future consultation and collaboration.

Professor Lindsay highlighted the need for the strengthening and maintenance of solid relationships between faculties, particularly in relation to consultation about subject and course offerings and approval, as academic and resource planning was becoming increasingly integrated and efforts were being made to further devolve various academic approval processes.

8. FACULTY OF BUSINESS AND ECONOMICS

The Committee received the Report of Meetings 4/99 and 5/99 of the Board of the Faculty of Business and Economics, held on Wednesday, 9 June and Wednesday, 30 June 1999, noted the proceedings and considered each item requiring action separately for submission to Academic Board.

*8.1 New Course Proposal

8.1.1 Undergraduate Diploma of Wine Technology and Marketing

Documentation was circulated (p 33-44).

The undergraduate Diploma of Wine Technology and Marketing proposed under this item would be taught jointly by the Faculties of Business and Economics and Science. The proposal had also received endorsement from the Board of the Faculty of Science.

Seven new subjects associated with the course were proposed for establishment in the agenda. Three of those subjects were to be offered by the Faculty of Business and Economics (AFW2XXX, MGP2XXX and MKP3XXX), and were presented for endorsement under item 8.2. Four of the new subjects were to be offered by the Faculty of Science (ASC1717, ASC1726, ASC2737 and ASC2746), which were presented for endorsement within the Report of the Board of the Faculty of Science, under item 13.3.

Associate Professor A Farley, Associate Dean (Undergraduate Teaching) in the Faculty of Business and Economics, requested that the code for the subject AFW2XXX be amended to become AFP2XXX.

A member also suggested that the standard abbreviation for this course be amended to become DipWineTech&Mkt, rather than DipWTech&Mkt, in order to give a clearer indication of the nature of the course. It was agreed that the Faculties of Science and Business and Economics would consult about an appropriate amendment to the abbreviated title for the course.

The Committee endorsed for submission to Academic Board the proposal of the Boards of the Faculty of Business and Economics and Science to establish the Diploma of Wine Technology and Marketing, which would be taught jointly by the Faculties of Business and Economics and Science and managed by the Faculty of Business and Economics, to be offered on-campus at the Peninsula campus and via distance education, commencing semester one, 2000.

*9.1 New Course Proposals

9.1.1 Bachelor of Education (Honours)

Documentation was circulated (p 55-62).

The recommendation under this item proposed a one year honours degree which would follow on from the current undergraduate Education double degree courses.

One new subject associated with this item (EDF5150) was proposed for establishment under item 9.2.

Associate Professor Gronn requested that a minor amendment be made to the handbook entry for this course (refer agenda p 58). The Committee noted that the sentence "The honours year may to taken part-time or full-time" would be amended to read "The honours year may be taken part-time or full-time."

This new course proposal responded to the accreditation requirements of the Australian Psychological Society (APS).

9.3 Entrance Requirements for Undergraduate Education Courses

The proposal under this item aimed to bring consistency to the admission requirements for undergraduate Education courses. Currently English study scores and Mathematics requirements varied across the campuses on which the Faculty offered undergraduate courses.

Education Committee endorsed for submission to Academic Board the proposal of the Board of the Faculty of Education to amend the entrance requirements for undergraduate Education courses such that:

English/ESL, English Literature or English Language be accepted as meeting the requirements of English – units 3 & 4;

a study score of at least 25 in English (any) be a pre-requisite for entry into an Education undergraduate degree; and

the satisfactory completion of any unit 1 & 2 Mathematics sequence be a pre-requisite for all undergraduate programs offered by the Faculty.

9.4 Major and Minor Amendments to Existing Subjects

The Committee noted that the Board of the Faculty of Education approved major and minor amendments to subjects as detailed in the Proceedings of the Faculty Board Report presented.

10. FACULTY OF ENGINEERING

A document was circulated (p 95-96).

Education Committee received the Report of a meeting of the Executive Committee of the Faculty of Engineering held Friday, 11 June 1999 and considered the item presented for submission to Academic Board.

10.1 Major Amendment to Course – Bachelor of Engineering in the branch of Mechatronics Engineering

A document was circulated (p 97-98).

At its Meeting 4/99, the Education Committee endorsed amendments to the prescriptions for the second year level of the Bachelor of Engineering in the branches of Industrial Engineering and Engineering Management and Mechanical Engineering. (The amendments were later approved by the Academic Board.) Those changes introduced several alternative subjects and enabled students in certain circumstances to satisfy year level requirements by completion of either one of each pair of subjects.

The intention of the amendments was:

to provide opportunity for some rationalising of teaching at the Malaysian campus, where Industrial Engineering and Engineering Management, Mechanical Engineering and Mechatronics Engineering are all being offered, but to relatively small numbers of students in the first instance; and

to provide additional timetable flexibility for students on the Victorian campuses who are undertaking mixed level studies.

Similar arrangements to those above were proposed under this item for the Bachelor of Engineering in the branch of Mechatronics Engineering.

Education Committee endorsed for submission to Academic Board the proposal of the Faculty of Engineering to amend the Bachelor of Engineering in the branch of Mechatronics Engineering, with effect from July 1999, to include alternative subjects as detailed in the document circulated previously, to facilitate the offering of the branch of engineering in Malaysia, and to provide further flexibility in the delivery of the program at the Gippsland campus.

11. FACULTY OF INFORMATION TECHNOLOGY

11.1 New Course

11.1.1 Executive Certificate in Information Technology

The Committee noted that the Faculty of Information Technology had established a faculty certificate titled Executive Certificate in Information Technology, to be offered on-campus at the Caulfield, Clayton and Peninsula campuses, and via distance education, commencing semester one, 2000.

11.2 Major Amendments to Existing Courses

11.2.1 Bachelor of Software Engineering

Documentation was circulated (p 119-134).

The Bachelor of Software Engineering (BSE) was originally jointly managed by the Faculties of Engineering and Information Technology. Recently the two faculties reached an agreement whereby the BSE became the sole responsibility of the Faculty of Information Technology, and the Bachelor of Computer Systems Engineering (BCSE) became the responsibility of the Engineering faculty.

During the period of joint management of the BSE, a compromise situation meant that the degree had incorporated much hardware related information that was now thought to be inappropriate. The proposal under this item aimed to re-structure the degree to incorporate much more Software Engineering related material.

The Committee endorsed for submission to Academic Board the proposal of the Faculty of Information Technology to amend the Bachelor of Software Engineering as detailed in the documentation presented, effective from semester one, 2000.

11.2.2 Graduate Diploma in Computing

Education Committee endorsed for submission to Academic Board the proposal of the Faculty of Information Technology to amend the Graduate Diploma in Computing as detailed in the document presented, so that it will better cater for current market needs and provide greater flexibility in subject offerings for students, effective from semester one, 2000.

11.2.3 Master of Information Management and Systems

The proposal under this item sought to rationalise the graduate coursework programs in the School of Information Management and Systems into the Master of Information Management and Systems.

Education Committee endorsed for submission to Academic Board the proposal of the Faculty of Information Technology to amend the credit provision and course structure of the Master of Information Management and Systems as detailed in the documentation presented, effective from semester one, 2000.

*12.1 New Course Proposal - Master of Clinical Medicine

The degree proposed for establishment under this item was a seventy-two credit point masters. The Committee noted that the degree would need to be listed under the Schedule of Exceptions in the Graduate Studies Policy.

Twenty-three new subjects were associated with this course which were presented for endorsement at item 12.3 below.

Education Committee endorsed for submission to Academic Board the proposal of the Board of the Faculty of Medicine to establish the Master of Clinical Medicine, to be offered via a combination of distance education and on-campus modes, commencing January 2000.

12.2 Major Amendment to Course - Master of Clinical Embryology

Documentation was circulated (p 235-246).

The amended degree proposed under this item was a seventy-two credit point masters. The Committee noted that it would need to be listed under the Schedule of Exceptions in the Graduate Studies Policy.

Three new subjects proposals were associated with this course which were presented for endorsement at item 12.3 below.

The Committee received the report of Meeting 3/99 of the Board of the Faculty of Science held Wednesday, 30 June 1999, and considered each item as requiring action separately for submission to Academic Board.

13.1 New Course Proposal – Diploma in Wine Technology and Marketing

The undergraduate Diploma of Wine Technology and Marketing was to be taught jointly by the Faculties of Business and Economics and Science. The proposal for this course was included in the agenda for endorsement under the Report of the Board of the Faculty of Business and Economics at item 8.1.1. Three of the seven new subjects associated with the course which were to be offered by the Faculty of Business and Economics were included in the agenda at item 8.2. The four new subjects which were to be offered by the Faculty of Science (ASC1717, ASC1726, ASC2737 and ASC2746) were presented for endorsement at item 13.3 below.

The Committee noted that the Board of the Faculty of Science had endorsed the proposal to establish and jointly offer an undergraduate Diploma in Wine Technology & Marketing in conjunction with the Faculty of Business and Economics.

13.2 Amendment to Existing Course – Graduate Diploma in Psychology

Documentation was circulated (p 313-318).

Education Committee endorsed the proposal of the Board of the Faculty of Science to amend the structure of the Graduate Diploma in Psychology as detailed in the documentation presented, in order to allow students the option to accelerate their progress.

New subjects by virtue of change to credit point value

With the introduction of the new Bachelor of Science, the Board of the Faculty of Science agreed that credit point values for all subjects offered by that Faculty or by relevant departments in the Faculties of Medicine and Arts should be six points. All first year subjects were six credit points. From 2000, all second year subjects would be six credit points and from 2001, all third year subjects would become six credit points. The amendments represented changes to contact hours and assessment to reflect the change in credit point value. The list below involved second year subjects:

13.4 Minor Amendments to Existing Subjects

The Committee noted that the Board of the Faculty of Science had approved amendments to existing subjects as detailed under item 5 of the Faculty Board Report presented (p 423 – 426).

Professor Lindsay thanked evaluators for their considerable efforts and cooperation throughout the year to date, and particularly during the peak evaluation period that had just passed.

Some discussion ensued regarding evaluation procedures, where members raised the following points that:

electronic distribution of proposals for evaluation was not convenient for all evaluators;

various evaluators/Associate Deans Teaching had preferred methods of forwarding and receiving comments about evaluated proposals;

it may be appropriate to include extra evaluators in the following year’s roster for those meetings which were expected to involve a significantly greater evaluation workload eg. Education Committee Meetings 4/2000 and 5/2000; and

greater attention could be given within faculties to the viability of new academic programs and the mix of programs being offered. It was noted that the academic approval process within the Faculty of Medicine also required the submission and approval of a business plan for the establishment of any new course to be offered.

It was agreed that any evaluators who held preferences in relation to a) the method for receiving material to be evaluated, and/or b) the method for forwarding comments about their evaluation of proposals to the proposing faculties, would forward an email to Ms K Wilson-Reid (email: Kerri.Wilson-Reid@adm.monash.edu.au) including brief details of their preferred method(s). It was suggested that this information may be able to be included as part of the Education Committee’s evaluation roster located on the web.

Further discussion occurred regarding the role of evaluators and members noted that the purpose of evaluation was to ensure the consistency of proposals with relevant academic policies of the University eg. the Education Policy.

Professor Lindsay highlighted that whereas historically academic and resource planning had been quite separate, the current direction was towards further integration of the two types of planning. Members noted that academic planning would be the driving element, with an additional focus required for resource planning to ensure the viability of academic programs being developed and the mix of programs being offered. The Chair emphasised that an increasing focus for the Education Committee would be on strategic and policy issues in relation to academic directions, as greater devolution to faculties of various academic approval functions was anticipated. In closing, Professor Lindsay indicated that the Seminar for Associate Deans Teaching, which would be held in November 1999, may be an appropriate arena to further discuss the role of evaluators.
