PART A PROCEDURAL AND POLICY MATTERS
The Chair, Professor A Lindsay, left the meeting at 12:35 pm. Professor M Evans chaired the remainder of the meeting.
1. APOLOGIES

2. STARRED ITEMS

3. MINUTES
The Committee approved the Minutes of Meeting 6/99 held Wednesday, 22 September 1999, which had been circulated separately.
4. ITEMS OF INTEREST FROM ACADEMIC BOARD MEETING 7/99
The Committee noted that each recommendation in the Report of Education Committee Meeting 6/99 had been approved by the Academic Board.
Members noted that Professor A Lindsay had made one (un-starred) minor amendment to the wording of the recommendation for major amendment to the Master of Information Technology. Academic Board approved the amendment as follows:
"Subject to endorsement by the Offshore Quality Assurance Committee, Academic Board approved the proposal of the Board of the Faculty of Information Technology to amend the Master of Information Technology as detailed in the documentation presented, to extend the offer of the course via locally-supported distance education in Singapore and Hong-Kong, and recast the course documentation in more general terms to allow for changes to subject offerings."
The Committee was informed that the Academic Board had noted Professor Lindsay’s advice that OQAC was currently clarifying relevant descriptors for support to distance education.

5. CROSS-FACULTY PROGRAMS(Members noted that the full version of the Working Party’s final Report was located on the web at: http://www.adm.monash.edu.au/apsu/abwp/mf/report.htm)
At its Meeting 4/99, Education Committee received and considered the summary final Report of the Academic Board LTOP Working Party on Cross-Faculty Programs, which had been approved by the Board at its Meeting 3/99. In particular, the Academic Board Working Party on Cross-Faculty Programs had made two recommendations which required action from the Education Committee.
In relation to the first recommendation below, Associate Deans Teaching had agreed to provide reports to Education Committee Meeting 7/99, including:
details of the Faculty's subject offerings and current cross-listings (at departmental and faculty levels); and
details regarding which of their subjects could be cross-listed.
The reports were also to highlight:
a) the progress made and resolutions reached by the Faculty;
b) what research or action was still required; and
c) any discussion/assistance which may be required from the Education Committee about issues identified as part of this process.
Reports arising from the first recommendation were received from most faculties and were circulated (p 1-12).
In relation to the second recommendation, the Committee had agreed to invite Associate Deans Teaching, Faculty Registrars, Student Services, Student Rights Officers and MUFSO to identify policies and procedures regarding cross-faculty offerings, with particular focus on those which were inconsistent across faculties, so that inconsistencies could be considered by the Committee in a systematic fashion. Members noted that Professor Evans had forwarded a letter to those groups including details of what was required through the audit. Responses were received in relation to this recommendation from the Faculties of Art and Design, Engineering and Science, which were integrated with the previous reports from faculties as mentioned above.
For initial information in relation to recommendation 2 below, a draft table identifying relevant academic policies (as detailed in the headings in faculty handbooks) was circulated to members via email prior to the meeting. Copies of the table were also made available at the meeting. Various amendments to the table were received at the meeting, including: the addition of rows for NP Grades, Boards of Examiners, Roles of Subject Leaders and Roles of Examiners; the addition of a legend; and the addition of a column for university-wide policies. The Chair requested that Associate Deans Teaching advise the Executive Officer of any further additions or amendments to this table following the meeting.
Various members expressed interest in a column included in the above-mentioned table titled "Student rights and reasonable expectations". This policy had been included in the faculty handbook of the Faculty of Information Technology. For information as requested by those members, Associate Professor J Hurst has provided the URL for that policy as detailed below:

Education Committee established a working party, including Associate Professor L Nethercott, Mr C Avram and Dr P Rodan (or another Faculty Registrar to be advised), which would look further at the issues of cross-listing and collaboration. The working party would also identify academic policies and procedures which were inconsistent across faculties. This would support the development of a consistent overarching policy in the interest of consistent and equitable treatment of students. (Secretarial Note: The Chair advised that consideration would be given as to whether the working party would be serviced by an administrator from either the University Secretariat or the area of Planning and Academic Affairs.)

6. MONASH QUALIFICATIONS FRAMEWORK (MQF)As stated in the Learning and Teaching Plan, the University’s new direction was committed to student-centred flexible learning.
The Monash Qualifications Framework or MQF, which was circulated under this item (p 13-34), specified appropriate standards for all award qualifications offered by Monash University. It focussed particularly on award levels and their inter-relationships, so that issues such as flexible pathways, articulation, and lifelong learning may be placed in a common contextual reference.
The MQF reflected the University’s commitment to the provision of flexible educational opportunities, choices and pathways. The principles that underpinned the MQF acknowledged that there was a need for a broad, consistent range of awards, which provided for academic progression and had both authority and understanding within the University, the tertiary sector and the broader community. The MQF recognised that there may be several routes to achieve the University’s required academic standards.
The MQF was prepared by the Education Committee LTOP Working Party on the Development of Quality Assurance Processes and Academic Standards, Chaired by Associate Professor J Hurst, and was then further developed by the Deputy Vice-Chancellor (Academic and Planning), and the Director, Planning and Academic Affairs.
Professor A Lindsay introduced this item, informing members that the MQF was intended to provide an orderly qualifications framework for the University, whilst clarifying the nature of the University’s awards and avenues for student mobility and outcomes in an increasingly globalised world. On the invitation of the Chair, Associate Professor J Hurst spoke to this item, highlighting that during development of the MQF, the working party had been mindful of both the Monash Plan - Leading the Way, and the flexible learning directions outlined in the Learning and Teaching Operational Plan. Associate Professor Hurst advised that the key indicators of academic programs which had been spelt out would highlight flexible pathways for students. Associate Professor Hurst noted that the document provided a sound starting point for further consideration.
The Committee gave significant consideration to the Monash Qualifications Framework (MQF) presented, and provided the following suggestions for amendment to the document, or about areas which may require further consideration:
some of the information contained in the introductory pages (pp 2-6), in particular references to dates and transitory information, may be more appropriately incorporated in a separate covering section in order to maintain the introductory pages mentioned above as a lasting preamble;
further work was required in relation to the University’s graduate attributes and learning outcomes. Members noted that graduate attributes were currently being considered by a small group, and that an initial report had been received on the matter under item 7 of this meeting’s agenda;
greater reference to non-award study may be appropriate in the MQF, as it could serve as an articulation pathway for entry to some award courses, and also due to the likelihood that non-award study would be subject to the GST. A suggestion was made that non-award courses of study could be categorised as preparatory awards, which would not attract GST, and which would be consistent with the notion of study that was often used for articulation purposes. Professor Evans advised that further consideration would be given to this possibility. Discussion of this topic also raised a suggestion that the definition of "student" be considered taking into account non-award study;
under the Glossary (p18), the further refinement was required for definitions of "award", program and "course", to reflect their interchangable nature, and a definition for "subject" needed to be added;
Figure 1 (p8), which was the overview of Monash’s subject and course development approval and review processes, needed to include reference to the external assessment process undertaken during the development of doctorates;
in relation to the generic descriptor sections on Higher Doctorate and Doctorate (pp 9-10), it was agreed that the PhD and Scholarships Committee would be requested to give further consideration to the wording about the three types of award and provide a response which included: more appropriate wording of the sections; and an indication of where further work was required;
Higher Master and Professional Master awards (p 11):
Major issues considered by the Committee regarding masters included the labelling and differentiation of the categories of masters, the length of the awards (including entry level and exit standard) and the need for a clear indication to students of which categories of masters could articulate into a further research degree. Views were put that Monash’s use of the nomenclature "professional" master was not consistent with expectations for professional accreditation eg. that externally, "professional" may indicate a masters which was primarily coursework (as opposed to primarily research), which would, under that expectation, blur the line between the existing Monash categories of coursework and professional masters. The following suggestions and amendments were received that:
the bar above the heading "1. Master (research)" should be removed;
in the Higher Master section, the wording under the subheading "Length", would be shortened to read: "One year full-time equivalent (48 point credit points)". (The one year full-time equivalent "higher master" would follow from four years of study, as outlined under Entrance Level at p 11, in a cognate discipline.);
the term "professional master" should no longer be used. The term "master" could represent a master of up to 96 points, which followed from up to three years of study (not necessarily in the cognate discipline);
On the request of the Chair, it was agreed that Associate Deans Teaching would check to ensure that existing masters programs would correspond with these models;
Postgraduate Diploma awards (p 12): Members noted that further effort was required in some faculties to bring the nomenclature for various diplomas (and certificates) at the graduate level into line with the existing categories of "Postgraduate" and "Graduate" Diplomas;
Graduate Diploma awards (p 13):
Amendment to the section "Learning Outcomes/Exit Standard" so that it read:
"Broadening of skills in a new discipline area, or development of knowledge and skills in a new area, involving either sequential or non-sequential study."
Bachelor awards (p 14):
A query was raised about whether the standard three year Monash bachelor degree followed from twelve or thirteen years of previous study. In relation to this query, comparisons were also drawn with other international models. The Chair indicated that further investigation would be required regarding the age of students at completion of preparatory study prior to University. A comment was received that it was misleading to offer a standard three year degree plus a one year honours degree separately, as students could complete a degree in a similar discipline eg. Bachelor of Commerce followed by Arts with honours in Economics, and appear to have been awarded two degrees. Discussion followed regarding the possibility of altering the standard three year bachelor degree to become a four year degree with a three year exit for a pass degree although this on balance was not thought to be feasible. The Committee agreed that further work was required in relation to the section on bachelor degrees.
Brief discussion occurred following a query from Professor G Webb, regarding the relationship between the Australian Qualifications Framework (which was not a mandatory structure for Australian universities to adhere to), and the Monash Qualifications Framework. Professor A Lindsay noted that discussion about this matter could take place in greater detail following the meeting.
The Committee agreed that the MQF would need to be forwarded to the PhD and Scholarships Committee for consideration, as well as being given further consideration in faculties, prior to the document being forwarded to the Academic Board.

7. MONASH GRADUATE ATTRIBUTESAt Education Committee Meeting 4/99, Professor G Webb advised that ACER had been contracted to produce a test for university students which would, amongst other objectives, demonstrate the generic skills and graduate attributes achieved by students during the undertaking of their awards. At that time, Professor Webb invited members to forward relevant information to him regarding the points below, so that Monash could provide a response to ACER about this matter:
the attributes and generic skills expected of Monash graduates; and
faculties’ strategies for the teaching and assessment of generic skills and graduate attributes.
Professor Lindsay highlighted at that time that it would also be useful for the above information to be given further consideration by the Education Committee.
A paper regarding Monash’s graduate attributes, prepared by Professor G Webb, in conjunction with Dr K Macrae and Associate Professor M Eley, was circulated (p 35-40). A background paper, which included extracts of Monash’s graduate attributes as defined in Leading the Way – Monash 2020 and the Learning and Teaching Operational Plan, was also circulated for information.
Professor G Webb spoke to this item, highlighting the need for a university-wide set of graduate attributes which effectively incorporated those from Leading the Way – Monash 2020 and LTOP. Dr K Macrae added that further graduate attributes and teaching approaches to encourage the development of graduate attributes had been considered by the Procedures Review Working Party.
It was agreed that the Working Party would also focus on the international perspective, self management and ethics.
Education Committee endorsed the preliminary recommendations contained in the report on Graduate Attributes, and requested that the working group progress to the next stage, which would involve the re-casting of the University’s graduate attributes, taking into consideration the three areas detailed above.

7A. LTOP 2000
This item was added at the meeting.
Professor M Evans informed the Committee that correspondence would soon be sent to Deans requesting input toward an update of the Learning and Teaching Operational Plan, which was expected to be forwarded to the Academic Board in February 2000.
7B. COURSE AND SUBJECT APPROVAL PROCESS
This item was added at the meeting.
The Committee noted advice from the Chair, Professor A Lindsay, regarding possibilities for change to the role of the Education Committee. Professor Lindsay foreshadowed amendments to the current model for course and subject approval, highlighting possibilities for devolution to faculties of this process as closer integration of academic and resource planning occurred. Members were advised that the model being considered for the approval process would likely involve a two stage process whereby proposals for new and amended courses and subjects would be put to the Dean for consideration, also in light of the viability of the program concerned. Once considered, the Dean would sign off on those proposals which were both academically and financially viable. Professor Lindsay also highlighted the importance of continuing cross-faculty consultation in relation to relevant course and subject proposals. The Chair advised that another aspect of the changes would be the creation of an effective quality assurance process for checking that proposals have been appropriately implemented once approved. The Committee noted Professor Lindsay’s advice that further consideration was required to before an effective and viable model for these processes could be presented.

This proposal sought to establish a new Masters in Telecommunications Engineering with the possibility of articulation to that degree from a new Graduate Certificate and Postgraduate Diploma of Telecommunications Engineering. The Faculty noted that the University of Melbourne offers a similar program and that in order to maintain the department’s profile in the telecommunications area, it was important to provide a program which was able to compete with the University of Melbourne program and that provided a similar entry path to the Master of Digital Communications offered by the Faculty of Information Technology.

The Pavement Engineering stream would be run in conjunction with the Australasian Pavement Studies and Research Centre (APSARC), who currently offer the program by distance education through Deakin University. APSARC had agreed to move the program to Monash.

13.2 Major Amendments to Existing Courses

13.2.1 Master of LawsA document was circulated (p 321 - 348).
The major amendment to the Master of Laws under this item entailed a change from its current seventy-two point structure to become a forty-eight point structure, which would require that the degree be listed under the Schedule of Exceptions in the Graduate Studies Policy. During its consideration of this proposal, the Education Committee noted the rationale provided by the representative of the Faculty of Law for the major amendments, namely that:
a reduction in the credit points would conform with masters award programs previously approved; and
the amended length of the Master of Laws (equivalent to one year full-time) would be on par with the equivalent degree offered by the faculty’s immediate competitor, the University of Melbourne.

13.2.2 Graduate Diploma in LawDocumentation was circulated (p 346 - 356).
During its consideration of this item, the Committee noted that the amendment to this award would entail a reduction from 48 credit points to 24 points, and that to date, no precedent existed for an exception of a 24 point graduate diploma. A suggestion was made that the award instead be titled a graduate certificate which would be consistent with the existing 24 point certificates. A suggestion for an alternative option was made that the Faculty could amend the Graduate Diploma to include a component of RPL.
Education Committee referred the proposal to amend the Graduate Diploma in Law back to the Board of the Faculty of Law for further consideration, with suggestions that the Faculty could either amend the Graduate Diploma to incorporate an appropriate component of RPL, change the award to become a 24 point faculty certificate, or provide further justification for the original amendment recommended.
Secretarial Note:
Following the meeting the proposal was referred to the Faculty of Law for further consideration. A memorandum from the Faculty of Law detailing further development of the proposal to restructure the Faculty's graduate diplomas was then circulated to members for endorsement prior to being submitted to Academic Board for approval. The proposal was approved by Academic Board at its Meeting 8/99.

14.1.1 Diploma of Ambulance Paramedic Studies

14.1.2 Advanced Diploma of MICA Paramedic StudiesThe new subjects associated with this course were presented for endorsement at item 14.4 below.
A document was circulated (p 415 - 420). A further document was tabled by Professor G Taylor, which provided a background statement and rationale for the introduction of this award. This additional document was included with the submission to the Academic Board.
Professor Taylor spoke to this item, highlighting the rationale for the proposal as detailed in the document tabled, and noting that it would require approval from Council, as the award category of advanced diploma was not currently offered by the University.

14.2.1 Graduate Diploma in Clinical Health Management

Education Committee endorsed for submission to Academic Board the proposal of the Board of the Faculty of Medicine to amend the Graduate Diploma in Clinical Health Management as detailed in the document presented, to:
change the title of the award so that it becomes the Graduate Diploma in Health Services Management;
amend the structure of the course; and
extend the mode of enrolment to include distance education in addition to the on-campus mode.
14.2.2 Master of Occupational and Environmental Health

Education Committee endorsed for submission to Academic Board the proposal of the Board of the Faculty of Medicine to amend the Master of Occupational and Environmental Health as detailed in the document presented, to restructure the course from 96 to 72 credit points, noting that it would then need to be included in the Schedule of Exceptions in the Graduate Studies Policy.

(Secretarial Note: At Meeting 6/99 Education Committee approved a proposal of the Faculty of Medicine to place subject quotas on subjects offered to Science students by the Faculty of Medicine, subject to endorsement by the Board of the Faculty of Science. The Science Faculty Board has since endorsed those subject quotas.)
Education Committee approved the proposal of the Board of the Faculty of Science to impose the subject quotas for 2000 for the five science subjects detailed in the document presented.
