5. MATTERS ARISING

5.1 Additional section relating to non-award study for inclusion in the draft Monash Qualifications Framework (MQF)

At its Meeting 7/99 the Education Committee considered the Monash Qualifications Framework (MQF). It was decided that the draft MQF required further consideration, including the section in relation to non-award study. A revised version of the MQF incorporating comments raised at Meeting7/99 will be brought back to a meeting of the Committee early in the next year.

Recommendation:

That Education Committee give consideration to the draft additional section from Professor M Evans relating to non-award study for inclusion in the MQF, noting that a revised version of the MQF incorporating comments raised at Meeting 7/99 will be brought back to the Committee at an early meeting in 2000.

*6. INTERIM REPORT FROM THE EDUCATION COMMITTEE WORKING PARTY ON EXCLUSION FOR UNSATISFACTORY ACADEMIC PROGRESS

At its Meeting 3/99 the Education Committee established a Working Party on Exclusion for Unsatisfactory Academic Progress to consider issues in relation to the University's exclusion and exclusion appeals policies and procedures. The draft report of the working party has been available for viewing at the following web address:

Associate Professor J Hurst, Convenor of the Working Party will provide a verbal

interim report of the Working Party.

Recommendation:

That Education Committee note the verbal interim report on the Education Committee Working Party on Exclusion for Unsatisfactory Progress, provided by the convenor, Associate Professor John Hurst.

*7. PROCEDURES REVIEW WORKING PARTY

At Meeting 6/99 the Committee noted that documents which were prepared by the Education Committee LTOP Working Party on Procedures Review, including draft revised Course and Subject Proposal Proformas, completion instructions and "Supporting Documentation" were accessible on the University Secretariat's website at the following addreses:

A background summary of the Committee's consideration of the documents prepared by the Procedures Review Working Party is attached for information.

Secretarial Note: Graduate attributes are being further developed by an Education Committee working group including Professor G Webb, Dr K Macrae and Associate Professor M Eley.

Recommendation:

That Education Committee consider the responses received from relevant areas of the university in relation to the draft Course and Subject Proposal Proformas, completion instructions and "Supporting Documentation" as developed by the Working Party with a view to finalising the documentation for use from the beginning of 2000 until the introduction of the integrated academic and business resource planning approach.

11.1.1 Bachelor of Engineering/Bachelor of Design (Industrial Design)

The new course is a major revision of the existing BE/BTech(IndDes) course currently being taught, and is required due to the discontinuance of the BTech(IndDes) course by the Faculty of Art and Design. From 2001, selection into the double degree will be based on VCE studies and also an interview in which applicants will be required to provide evidence of a suitable background in an aspect of applied art. These interviews will be organised and conducted by the Faculty of Art and Design which will supply a list of eligible applicants to the Engineering selection officer for final selection. Mr K Bensley has supported this proposal as Associate Dean Teaching of the Associated Faculty, the Faculty of Art and Design. This proposal will be subsequently submitted to the Board of the Faculty of Art and Design for endorsement.

Recommendation:

That, subject to approval by the Board of the Faculty of Art and Design, Education Committee endorse for submission to Academic Board the proposal of the Boards of the Faculty of Engineering, and Art & Design, to establish (with Engineering as the managing Faculty) the Bachelor of Engineering/Bachelor of Design (Industrial Design) course to be offered on the Clayton and Caulfield campus, to commence Semester 1, 2001.

Minor changes to the Bachelor of Environmental Engineering are consequent upon amendments, already approved, to Chemical and Civil Engineering subjects taken by Environmental Engineering students. The changes essentially involve substitution of the equivalent new subjects, ensuring maintenance of the overall course objectives and total credit points for all four levels.

15 MONASH MOUNT ELIZA BUSINESS SCHOOL

15.1 Extension of Course Offering

The Board of Monash Mt Eliza Graduate School of Business and Government Ltd. (MMBS) endorsed for transmission to the Education Committee, and subsequently to the Academic Board, the proposal to extend the offering of the current, Council approved Master of Business Administration (MBA) and Graduate Diploma of Business Administration (GDBA) awards to the Beijing University of Aeronautics and Astronautics (BUAA).

Monash Mt Eliza Business School plans to establish a cooperative relationship with the Beijing University of Aeronautics and Astronautics for two student cohorts that would provide a high quality Monash MBA program in China. BUAA is one of China’s top tertiary institutions with "national key University" status. Official approval to the offering of the program in China has been granted by the Degree Commission of the State Council of the People’s Republic of China. Monash Mt Eliza Business School proposes to offer this course beginning in 2000.

Professor B McKern, Chief Executive Officer of Monash Mount Eliza Business School and Professor O K Tam, Director of the Regional MBA Program, Monash Mount Eliza Business School, will be in attendance for this item.

Recommendation:

That Education Committee confirm that the following proposal forwarded by the Board of the Monash Mount Eliza Business School, aligns with existing University policy and requirements;

a proposal to extend the course offering of the Master of Business Administration (MBA) and Graduate Diploma of Business Administration (GDBA) awards to the Beijing University of Aeronautics and Astronautics (BUAA.
