PART A PROCEDURAL AND POLICY MATTERS

Professor M Evans Chaired this meeting on behalf of Professor A Lindsay, who was an apology for the meeting.

The Chair welcomed Associate Professor M Sim, Ms J Nicholas, Mr D Feldman and Ms C Hortis, as new members of the Committee, and Mr G Nagtzaam, as an observer for Meeting 2/2000 – item 6.

In relation to item 15.2, members noted that replacement pages had been tabled for agenda pages 237 and 238. (Copies of the replacement pages are attached to these minutes for information at Attachment A).

3. MINUTES

The Committee approved the Minutes of Meeting 1/2000 held Wednesday, 2 February 2000, which had been circulated separately.

4. ITEMS OF INTEREST FROM ACADEMIC BOARD MEETING 1/2000

The Committee noted that with the exception of the item detailed below, each recommendation in the Report of Education Committee Meetings 8/99 and 1/2000 had been approved by the Academic Board as recommended.

Major Amendment to the Bachelor of Music (refer item 9.2.1 of Education Committee agenda/minutes 8/99):

This major amendment recommended that the Bachelor of Music be brought into alignment with the Arts Faculty's requirement for a standard 6 credit point allocation for every undergraduate subject. The major amendment was approved by the Academic Board subject to resolution of some outstanding issues which were raised at that meeting. A memorandum from the Secretary to Academic Board, Mr T Calder, detailing the Academic Board’s resolution in relation to this matter, was circulated for information (agenda page 1).

Secretarial Note: Subsequent to the meeting, revised documentation for the major amendment to the Bachelor of Music was forwarded by the Dean of the Faculty of Arts and approved, on behalf of the Academic Board, by the Chair, Professor A Lindsay. A copy of the revised documentation is attached to these minutes for information. (Attachment B)

*5. GRADUATE ATTRIBUTES

At its Meeting 4/99, the Education Committee requested that a small working group give consideration to the University’s current graduate attributes as an item to be included on a future agenda of the Education Committee. The graduate attributes appear in Leading the Way – Monash 2020, the Learning and Teaching Plan and the draft Supporting Document for the Course and Subject Proposal Proformas as prepared by the Education Committee Procedures Review Working Party. It was envisaged that the University’s graduate attributes would be re-considered with a view to incorporating the key elements of the University’s strategic directions, and then re-cast into a consistent format.

At its Meeting 7/99, Education Committee endorsed preliminary recommendations which were contained in an initial report on Graduate Attributes, with some further suggestions for incorporation, and requested that the working group progress to the next stage of re-casting of the University’s graduate attributes.

A Second Progress Report of the Working Group on Graduate Attributes was circulated for the Committee’s consideration (pp 3-14). (A background paper, which included extracts of Monash’s graduate attributes as defined in Leading the Way – Monash 2020 and the Learning and Teaching Plan, was also circulated for information.)

It was agreed that consideration of the second Progress Report of the Working Group on Graduate Attributes should be deferred until a future meeting. This would allow members more time to consider the report and provide any feedback they may have to the Executive Officer prior to the item being considered. It was also noted that comments would be forwarded by the Faculty of Business and Economics, as that faculty had investigated issues in relation to graduate attributes as a Lead Site activity.

*6. REPORT OF THE WORKING PARTY TO REVIEW EXCLUSION FOR UNSATISFACTORY PROGRESS

At its Meeting 3/99, the Education Committee established a Working Party on Exclusion for Unsatisfactory Academic Progress to review the University's exclusion and exclusion appeals policies and procedures. The draft report of the working party was made available on the web for viewing prior to Meeting 8/99 of the Education Committee. Following receipt of a verbal interim report at that meeting from the Chair of the Working Party, Associate Professor J Hurst, members made the suggestions below relating to processes that could be followed to ensure that procedural irregularity did not occur:

participation of a member of the Exclusion Appeals Committee at a faculty hearing in the instance that a case had been referred back to the faculty due to procedural irregularity of the initial hearing; and

that faculties might have two Academic Progress Committees so that any re-hearing of cases could be undertaken by the second committee, to ensure total impartiality.

At Meeting 8/99, members were also invited to email any queries or comments regarding the report to Associate Professor Hurst.

The Report of the Education Committee Working Party on Exclusion for Unsatisfactory Academic Progress was circulated for consideration in the agenda for Meeting 2/2000 (p 15-46). For further reference, copies of the current Statute, regulations and faculty and central committee procedures were also circulated. The Working Party Report was also made available electronically at the web address below:

Associate Professor J Hurst introduced this item, highlighting the perceived need throughout the University community for revised exclusion and appeals processes at faculty and central levels. Members noted in particular the recommended change to restrict the grounds for appeal to the Exclusion Appeals Committee of Academic Board, which would consequently allow for the academic decision about exclusion for unsatisfactory academic progress to remain at faculty level. Associate Professor Hurst also informed the Committee that suggestions that had been received at Meeting 8/99 had been incorporated in this final version.

Discussion about various recommendations in the report ensued. In particular, issues were considered in relation to the management of the exclusion process for double degree students, including the rationale for the recommended management of cases involving double degree students (especially those where student progress was unsatisfactory in both components of a double degree course). Concerns about the double degree process were raised by Associate Professor S Campbell, Associate Dean Teaching of the Faculty of Law and a student member, Mr D Feldman. The Committee noted that a double degree program was one formal course, rather than two separate courses, and that progress should be considered in the context of one hearing. (A single hearing also avoided subjecting the student to two separate processes.) The Committee noted that advice was to be sought from the other faculty concerned, whether a student had performed unsatisfactorily in one or both components of the degree, including whether the other faculty wished to allow the student to continue in their component of the double degree course (by admitting the student to that single degree course). The Committee also noted Associate Professor Hurst’s advice that faculties should provide "blanket" advice (in writing) wherever possible about situations where students would be accepted for admission into their single degree component course.

The Education Committee considered and endorsed, for submission to Academic Board, the final Report of the Education Committee Working Party on Exclusion for Unsatisfactory Academic Progress, subject to incorporation of the following amendments:

· recommendation 2.1: add wording to the end of the first sentence to read "… and advising them to seek academic and course advice.";

· recommendation 3.3: add an additional reference that the use of (telephone) teleconference facilities would enable students to be heard;

· recommendations 3.5, 3.7 and 3.8: change the word "allowed" to read "permitted";

· recommendation 3.8: add a reference that in exceptional circumstances, the Chair of the Exclusion Appeals Committee of Academic Board (EAC) may direct that the Faculty Academic Progress Committee (APC) be re-constituted and augmented by the addition of an EAC Law chair as the chair of the faculty committee for the purpose of that hearing. (The Committee noted that this reference was largely in relation to the exceptional possibility of bias.);

· recommendation 3.9: add a statement to the end that students may request that the faculty Academic Progress Committee (APC) be augmented by a member of the non-managing faculty’s APC;

· add an additional paragraph in relation to recommendations 3.9 and 3.10 to state that a student excluded from a double degree by the managing faculty may make an application for admission to the single degree component in the non-managing faculty, and that the non-managing faculty would give due consideration to the application taking into account the normal faculty procedures for admission;

· recommendation 3.10: change the words "continue in" to "transfer to"; and

· recommendation 4.1: add a reference that written notification about the faculty hearing should be sent to the student at least 10 days prior to the hearing.

*7. LTP PERFORMANCE REPORT

A copy of the Learning and Teaching Plan Performance Report 1999, which was forwarded by Professor M Evans, Director of Planning and Academic Affairs, was circulated for information (p 47-62).

The Committee noted the Learning and Teaching Plan Performance Report 1999 presented, noting that the document would also be forwarded to the Academic Board. Professor Evans thanked those who had provided information for the Performance Report.

8. LIBRARY IMPACT STATEMENTS

The Education Committee noted the Monash University Library Impact Statement, from January to December 1999, which was circulated (p 63-64).

*9. COURSE AND SUBJECT PROPOSAL PROFORMAS (INCLUDING SUPPORTING DOCUMENTATION)

At its Meeting 8/99, Education Committee received and endorsed revised course and subject proposal proformas (forwarded by the Education Committee Procedures Review Working Party), together with a formal supporting document. The Committee agreed that the majority of comments/suggested amendments which had been received for and considered at that meeting should be incorporated, and the revised documentation should then be used from 2000. Since that meeting, further amendments to the proformas (and consequently the supporting document) were endorsed by the Committee of Associate Deans Teaching (CADeT) at its Meeting 1/2000, to take into account various Callista issues. Further changes may be made to the Support Document following resolution of the matter of the University’s graduate attributes.

Members noted that the revised proformas for course and subject proposals (together with the supporting document) were near completion, including amendments from Education Committee Meeting 8/99 and CADeT Meeting 1/2000, and would be loaded onto the University Secretariat’s website under the Education Committee section shortly.

The Committee agreed that to allow for a transition period following the release of the revised proformas, both the revised versions and the old versions of the proformas would be accepted for evaluation and transmission to the Education Committee for the meeting cycles for Meetings 3/2000 and 4/2000. Members noted advice from the Executive Officer that the new versions of the proformas included additional/amended fields that would have implications for data entry onto Callista. The Committee agreed that where an old version of a proforma was used during this transition period, Faculty Registrars/Managers (or their nominees) would be responsible for ensuring that the additional/amended information requirements were taken into account for the purpose of Callista data entry.

Members noted that Associate Deans Teaching, Faculty Registrars/Managers and other key faculty administrators would be advised via email as soon as the revised proformas were on the website, including details of the relevant URL.

10.1 Major Amendment to Existing Courses

10.1.1 Bachelor of Business and Commerce, Malaysia Campus: Transitional Arrangements for 2000

Education Committee endorsed for submission to Academic Board the proposal of the Board of the Faculty of Business and Economics to amend the requirement that students commencing the Bachelor of Business and Commerce at the Malaysia campus in 2000 include the following as core subjects:

· BTW1010 Commercial Law instead of BTX1200 Business Law

· ECW1000 Economics instead of ECW1XXX Introductory Micro-economics

· a slightly modified version of AFW1022 which will bring it into line with AFW1001 Introductory Accounting A

10.1.2 Bachelor of Business (Banking and Finance) and Bachelor of Business (Accounting)/Bachelor of Business (Banking and Finance)

10.1.3 Bachelor of Business (Human Resources)

The Education Committee endorsed for submission to Academic Board the proposal of the Board of the Faculty of Business and Economics to amend the structure of the Bachelor of Business (Human Resources), from 2000, to:

§ replace MKF2500 Retail Management Principles with MKX3141 Issues in Competitive Advantage;

§ remove the following strand subjects:

§ MGF3361 Performance Management

§ MGF3460 Managing Conflict

§ MGF3111 Organisational Behaviour; and

§ add MGX1100 Managerial Communication as a strand subject.

10.1.4 Bachelor of Business (Management)

The Education Committee endorsed the proposal of the Board of the Faculty of Business and Economics to amend the course progression for the Bachelor of Business (Management), from 2000, as follows:

· replace MKF2500 Retail Management Principles with MKX3141 Issues in Competitive Advantage; and

· reduce the number of strand subjects to six subjects by removing:

· MGX2511 Quality Management

· MGX3600 Cross Cultural Communication and Negotiation.

10.1.5 Bachelor of Business (Retail Management): New Distance Education Course Progression

The Education Committee endorsed for submission to Academic Board the course progression for the Bachelor of Business (Retail Management) offered by distance education from 2000, as proposed by the Board of the Faculty of Business and Economics and detailed in the document presented.

10.1.6 Bachelor of Business (Honours) specialising in Management: Gippsland Campus

The new subjects MGG4XXX Management Field Project, MGG4XXX Perspectives and Paradigms in Management Theory, MGG4XXX Business Consulting and MGG3XXX Introductory Business Research Methods, which were proposed for establishment under item 10.2 of the agenda, related to this specialisation.

The Education Committee endorsed for submission to Academic Board the proposal of the Board of the Faculty of Business and Economics to amend the Bachelor of Business (Honours), specialising in management, to be offered at the Gippsland campus from semester one, 2000.

11.1 Major Amendment to Course

11.1.1 Master of Engineering Science in Process Integration

11.2 Minor Amendments to Subjects

The Education Committee noted the decision of the Board of the Faculty of Engineering to make the minor amendments to subjects as detailed under item 2 of the Faculty Board Report presented.

11.3 Disestablishment of Subjects

The Engineering Faculty Board had approved the disestablishment of forty-nine "old Bachelor of Engineering" first and second level Clayton subjects. Due to the introduction of the new Bachelor of Engineering degree structure, subjects previously offered at the Clayton campus were no longer required. Each Engineering Department, and the Departments of Mathematics & Statistics, Chemistry and Physics, had approved the disestablishment of their respective subjects. The Faculty Board also approved the disestablishment of another seventeen subjects formerly offered in the old Bachelor of Engineering program at the Caulfield campus.

12.2.1 Bachelor of Digital Systems

The Education Committee noted the decision of the Board of the Faculty of Information Technology to amend the Bachelor of Digital Systems, to allow students to choose either COT2001 or CSE3318 in satisfaction of the requirement for COT2001 within the communication sequence of the Bachelor of Digital Systems.

12.2.2 Bachelor of Information Systems

The Education Committee noted the decision of the Board of the Faculty of Information Technology to amend the Bachelor of Information Systems by altering the course structure to allow CSE3200X to be taken as a subject within that degree.

14.1.2 Graduate Diploma in Medical Ultrasound

The Committee endorsed the proposal of the Board of the Faculty of Medicine to establish the Graduate Diploma in Medical Ultrasound, to be offered by the Department of Radiography via distance education through the Centre for Learning and Teaching Support (CeLTS), commencing semester one, 2001.

14.2 Major Amendment to Course – Bachelor of Nursing (Post-Registration)

Documentation was circulated (p 189-192).

Members noted that documentation for this amendment would also be forwarded by the Faculty to the Offshore Quality Assurance Committee.

Subject to endorsement by the Offshore Quality Assurance Committee, Education Committee endorsed for submission to Academic Board the proposal of the Board of the Faculty of Medicine to extend the offering of the Bachelor of Nursing (Post-Registration) to offer the course via distance education in Papua New Guinea, commencing semester one, 2000, as detailed in the documentation presented.

15.2 Minor Amendment to Courses – Bachelor of Science (Environmental Management) and Bachelor of Science (Biotechnology) offered at Monash Malaysia

An amendment which was approved by the Science Faculty Board Executive in December 1999 and reported to Meeting 8/99 of the Education Committee contained an error which required amendment. The error related to point III of the amendment to the Bachelor of Science (Environmental Management) and the Bachelor of Science (Biotechnology), which sought to replace the subject GEN2041 with the subject MOL2011. The correct replacement subject for GEN2041 was BIO2011. A document detailing the amendment under this item was circulated for information (p 237-238).

The corrected request for minor amendment to these courses offered in Malaysia was approved by Science Faculty Board at its meeting 1/2000, held 15 March 2000.

The Education Committee noted the minor amendments made by the Faculty of Science to the Bachelor of Science (Environmental Management) and the Bachelor of Science (Biotechnology).

15.3 Science Faculty Policy in Relation to Invigilated Assessment

This information was provided by the Faculty of Science in response to a request from Meeting 4/99 of the Education Committee for each faculty to provide details about their policy in relation to invigilated assessment.

The Science Faculty Education Committee agreed that flexibility should prevail and that departments would determine whether or not invigilated assessment was required for subjects. In the case where no such assessment was required, the Departments would ensure that alternate assessment was vigorous and appropriately monitored.

Education Committee noted the policy of the Faculty of Science on Invigilated Assessment as detailed above, noting that the matter of invigilated assessment would be put to the Education Committee as an item for consideration at a meeting in the near future, with responses from each of the ten faculties provided.

16. VICTORIAN COLLEGE OF PHARMACY

A document was circulated (p 239-248).

The Education Committee received the Report of Meeting 1/2000 of the Board of the Victorian College of Pharmacy, held 1 March 2000, and considered the item requiring action for submission to the Academic Board.

*16.1 New Course – Graduate Certificate in Wound Management

A document was circulated (p 241-248).

A query was received by the Associate Dean Teaching of the Faculty of Medicine, Professor G Taylor, about cross-faculty consultation in relation to the course under this item. Members noted the importance of cross-faculty consultation between Associate Deans Teaching wherever a new or amended course or subject involved another faculty.

Subject to consultation with and agreement from the Faculty of Medicine in relation to the proposal, the Education Committee endorsed for submission to Academic Board the proposal of the Board of the Victorian College of Pharmacy to establish the Graduate Certificate in Wound Management, to be offered via distance education, administered by the Centre for Continuing Education (Victorian College of Pharmacy), commencing 1 July 2000.

(Secretarial Note: Cross-faculty consultation in relation to this proposal was in progress at the time for submissions to be forwarded to the Academic Board. It was noted at that time that the proposal would be forwarded to a future meeting.)
