Professor M Evans chaired the beginning of the meeting on behalf of Professor A Lindsay, who was in attendance from 10:30 am (during consideration of item 6.4). 5. MATTERS ARISING
*5.1 Graduate Attributes (Meeting 2/2000 - Minute 5)
This item was carried over from Meeting 2/2000, where consideration of the second progress Report of the Working Group on Graduate Attributes was deferred.
The following documentation was circulated for this item (pp 1-24):
a covering paper, including background, for the item;
for consideration, the original version of the Second Progress Report of the Working Group on Graduate Attributes, presented by Dr K Macrae and Professor G Webb, members of that working group (Attachment A);
for consideration, a memorandum in response to this item, presented by Associate Professor A Farley, Associate Dean Teaching of the Faculty of Business and Economics (Attachment B);
for reference, extracts of Monash’s current graduate attributes as defined in Leading the Way – Monash 2020 and the Learning and Teaching Plan (Attachment C);
for reference, extracts from previous Education Committee minutes in relation to the graduate attributes item (Attachment D); and
for reference, a copy of the progress report of the Working Group that was endorsed in principle at Meeting 7/99 (Attachment E).
Professor Lindsay introduced this item, highlighting the two stages required in the process of approval of the University’s graduate attributes as agreement on the actual attributes and consideration of further detail in relation to the agreed attributes.
Dr K Macrae, convenor of the working group, advised members that further to the DETYA brochure relating to graduate attributes that had been circulated last year, various universities had taken steps to consolidate their graduate attributes with largely similar outcomes. The Committee noted details provided by Dr Macrae regarding differences between the attributes presented in the working group second progress report, Leading the Way – Monash 2020 and the Learning and Teaching Plan.
Extensive discussion ensued regarding the graduate attributes listed in the working group’s second progress report, including in particular:
the Committee accepted attribute (i) written and oral communication;
that "research" (which had previously been included under "enquiry and research") should be included somewhere in the list of attributes;
the possibility of adding the following to the list: "analysis"; "problem solving"; "application of knowledge"; "flexibility" or "adaptability";
that distinction should be made between different categories of courses and the attributes to be expected eg. professionally oriented courses, more generally oriented courses and honours level courses; and
the importance of maintaining curriculum and assessment regimes that support academics to encourage and measure the attainment of attributes.
A suggestion was received that greater distinction in the detailed table was required between measurable and non-measurable outcomes, and those attributes that were goals as opposed to guaranteed outcomes. Members noted that guaranteed outcomes were required in some instances, whereas other more flexible course structures would render guaranteed outcomes more difficult to achieve and measure. Initial comments were received that the order of the two columns in the detailed table could be reversed and the wording "The Monash curriculum will" changed to reflect what the Monash curriculum will attempt to do. Professor Lindsay highlighted that whilst some attributes would involve aspirational statements, others would require measurable outcomes and the development of a measurement/testing process, especially in the light of recent DETYA initiatives to introduce a form of written testing for students upon completion of awards.
The Committee agreed that further work was required to develop a list of core (university-wide) attributes; a more extensive, non-core list of attributes reflecting areas unique to Monash; and detail for how the attributes will be embedded in the Monash Curriculum. (It was noted that the presentation of this information would need to serve both internal and external purposes.)
The Education Committee:
considered the existing Monash graduate attributes and the proposed re-cast set of attributes presented by the working group in its second report;
gave initial consideration to the development of a more detailed description of what is entailed in each of the core attributes and how the core graduate attributes could be embedded in the Monash curriculum; and
agreed that further development of various aspects of the proposal by the working group was required, in the light of the suggestions outlined above. (The item would be returned to the Education Committee prior to its submission to the Academic Board.) The Committee extended the working group to include Dr K Macrae (convenor), Professor G Webb, Mr C Avram, Associate Professor P Gronn and one of either Associate Professor D Garrioch or Dr D Cuthbert. Members agreed to re-read through their agenda pages 4 to 12, write suggestions on those pages and send them to Ms K Wilson-Reid, Executive Officer, University Secretariat, for forwarding to the convenor for the working group’s consideration.

*5.2 Invigilated Assessment (Meeting 4/99 - 13.1)
At Education Committee Meeting 4/99, during discussion about a proposal for the establishment of a new course, a question was posed to the Committee for future consideration about whether a certain component of assessment, both for distance education and on-campus study, should be invigilated. Responses from each faculty about what (if any) policy their faculty maintains in relation to invigilated assessment were included in a document that was circulated to provide the basis for the Committee’s consideration of this matter (p 25 – 28).
Professor M Evans introduced this item, advising that the matter of invigilated assessment had initially been raised by Professor B Young (who was no longer a member of the Committee) and opened the item for discussion.
Members noted advice from Associate Professor S Campbell about an addition to the response from the Faculty of Law, that except in exceptional circumstances, at least one piece of assessment would be invigilated.
Discussion occurred and issues were raised regarding:
requirements for invigilation of assessment for distance education students;
other methods of determining that the work is the work of the student concerned;
use of terminology. Some members felt that it would be better to state that a component of work should be done in a controlled environment, or that efforts should be made to ensure that the work done was the work of the student concerned;
whether such a policy should apply to both undergraduate and postgraduate students; and
the need to allow for exceptions.
The Education Committee:
gave consideration to the question of whether a certain component of assessment, both for distance education and on-campus study, should be invigilated; and
endorsed for submission to Academic Board the policy statement that "Faculties should specify a process to ensure as far as possible that work submitted is the work of the student concerned".

6.2 Minor Amendment to Existing Course

Secretarial Note: Subsequent to submission of the Report, a request was received by the Faculty to withdraw the course amendment under this item until such time as detailed documentation for the amendment could be provided.
6.3 Disestablishment of Courses
The proposal under this item seeks to formally disestablish the courses which were previously offered by the Faculty of Professional Studies, in order to provide a record of the disestablishment prior to amendment of the University’s legislation.

Handbook entries were circulated for the new subjects proposed for establishment under this item (pp 39 – 64). For information in relation to the procedures adopted for the new subjects by virtue of changes to credit points, members noted the document presented by Associate Professor D Garrioch, Associate Dean Teaching of the Faculty of Arts. Proformas were also distributed for the new subjects by virtue of additional year levels.
Associate Professor D Garrioch, Associate Dean Teaching of the Faculty of Arts, spoke to this item, highlighting that the majority of new subjects under this item were the result of the Faculty’s conversion from 8 to 6 point subjects, in accordance with the recent University practice of bringing subjects into line with a standard 6, 12 etc. credit point structure. The Committee noted Associate Professor Garrioch’s advice regarding the process that had been adopted for the amendment of these subjects, which had previously been agreed with the Deputy Vice-Chancellor (Academic and Planning) and relevant Education Committee evaluators. Members also noted Associate Professor Garrioch’s advice regarding the distinction between the few new subjects that had been proposed for establishment under this item and the majority of new subject proposals which were, in fact, amendments to existing subjects to change credit point values or add year levels of offering.
Discussion occurred regarding the changes to the credit points of Arts subjects from 8 to 6 points. Members noted that Arts students would now undertake 24, rather than 20, subjects for completion of the Bachelor of Arts (ie. 24 times 6 credit point subjects instead of the current 20 subjects of mixed point values) and that majors would now comprise either 48 points or 54 points of study. Associate Professor Garrioch addressed various queries in relation to the change, particularly in relation to contact hours and workload requirements per subject under the new structure.
Members also noted a query from Mr K Bensley, Associate Dean Teaching of the Faculty of Art and Design, regarding cross-faculty consultation in relation to the subject VSA2030/3030.

Discussion occurred regarding this item and a suggestion was made that at its next meeting, Education Committee could further consider issues outlined in the Report of the Masters Degree Working Party and the current status of the Schedule of Exceptions in the Graduate Studies Policy. Members noted advice from Professor Lindsay that various issues relating to the offering of masters degrees at Monash had been raised recently, including Education Committee discussions about the draft MQF, discussions at the Global Group about admission requirements for masters and general discussions about masters offerings at the Committee of Deans. The Chair informed members that a discussion paper highlighting a range of current issues in relation to masters offerings would be prepared for consideration at the next meeting.

7.2 Major Amendments to Existing Courses
7.2.1 Admission to Coursework Masters Programs
Documentation was circulated (pp 109 – 124).
The proposal under this item sought to make the structure of all coursework masters degrees offered by the Faculty of Business and Economics more transparent and make the programs easier to market. As mentioned in the Faculty Board Report presented, a consequence of this recommendation would be that the entry requirements for most coursework masters degrees would need to be changed to that which has previously been appropriate to a graduate diploma.
Refer to item 7.1.3 for discussion about matters in relation to the offering of masters degrees at Monash.
The Education Committee deferred consideration of this item until policy issues had been addressed, including matters relating to admission and progress rules.

Members noted that this course was jointly offered by the Faculties of Business and Economics and Science. The amendments to these two subjects have also been endorsed by the Board of the Faculty of Science (refer agenda item 12.2).

The proposal under this item involved a double degree to be managed by the Faculty of Education. Endorsement had been given to the proposal by the Board of the Faculty of Education. The proposal was expected to be endorsed by the Board of the Faculty of Business and Economics at its meeting on 31 May 2000.

This item was starred at the meeting. A request was received that consideration of the proposal under this item be deferred until such time as University–wide strategies had been considered for offerings on the Gippsland campus. In response, Associate Professor Gronn, Associate Dean Teaching for the Faculty of Education, commented that appropriate consultation had occurred between the two faculties concerned, namely Business and Economics and Education, and relevant parties at the Gippsland campus. Members noted that no new subjects had been involved with the proposal and that development of courses with the use of existing subjects was consistent with the recent Gippsland Campus Review. Associate Professor A Farley, Associate Dean Teaching of the Faculty of Business and Economics, commented that that faculty supported increased competition for intake to courses at the Gippsland campus in order to raise intake standards. Professor Lindsay advised that a review of the total Gippsland campus course offerings would be required by mid-year as part of that campus’ planning process and the development of an overall planning strategy. The Committee noted the Chair’s advice regarding a campus-wide program review and agreed not to defer consideration of the individual proposal under this item pending the outcome of that exercise.
The Education Committee endorsed for submission to Academic Board the proposal of the Board of the Faculty of Education to amend the Bachelor of Sport and Outdoor Recreation, which was currently only offered within a double degree structure, to offer the degree as a single degree program on the Gippsland campus, commencing semester one, 2001.

10.1 Major Amendments to Existing Courses
10.1.1 Bachelor of Business (Banking and Finance) / Bachelor of Laws
A document was circulated (pp 221 – 222).
The proposal under this item sought to amend the double degree Bachelor of Business (Banking and Finance) / Bachelor of Laws, subsequent to the Academic Board’s approval of the proposal of the Board of the Faculty of Business and Economics to amend the course structure of the seven specialised/tagged Bachelor of Business courses at its Meeting 7/99.
The Education Committee endorsed for submission to Academic Board the proposal of the Board of the Faculty of Law to amend the Bachelor of Business (Banking and Finance) / Bachelor of Laws as detailed in the document circulated.
*10.1.2 Master of Laws – tagged title with addition of specialisation in Internet and Electronic Law to transcripts and testamurs

A query was raised about whether this proposal and the proposal under item 10.1.3 were for the introduction of tagged titles, or for the recording of a specialisations on transcripts and testamurs.
Subject to clarification from Law about whether this proposal involved the introduction of a tag or the recording of a specialisation on transcripts and testamurs, the Education Committee endorsed for submission to Academic Board the proposal of the Board of the Faculty of Law to amend the Master of Laws, by adding the tag Internet and Electronic Law, with implications for course structure for that tag, from semester two, 2000.
Secretarial Note: Subsequent to the meeting, the Faculty of Law provided clarification that the proposal was for the introduction of a tag and that the Master of Laws with this specialisation would be titled the Master of Laws (Internet and Electronic Law). Amended documentation was forwarded to the Academic Board for approval.

10.2 Minor Amendment to Existing Course – Graduate Diploma in Trade Mark Law and Practice
An explanatory memorandum was circulated (pp 227 – 228).
The Education Committee noted the decision of the Board of the Faculty of Law to make a minor amendment to the Graduate Diploma in Trade Mark Law and Practice, to offer to students exempt from the requirement to complete LAW7212, a substitute subject LAW7119, or such other subject approved by the Faculty Board in lieu thereof.
10.3 New Subjects

12.1 New Subject

12.2 Major and Minor Amendments to Subjects
Documentation was circulated for the major amendments under this item (pp 273 – 280).
The subjects ASC2737 and ASC2746, which were amended under this item, were Science Faculty subjects offered within the Diploma of Wine Technology and Marketing. This course was jointly offered by the Faculty of Business and Economics and the Faculty of Science. The amendments to these two subjects had also been endorsed by the Board of the Faculty of Business and Economics (refer agenda item 7.4).
The Education Committee noted the decision of the Board of the Faculty of Science to make major and minor amendments to subjects as detailed under items 1.1 and 1.2 of the Faculty Board Report for Meeting 1/2000 and the documentation circulated.
At the conclusion of the meeting, Professor Lindsay highlighted that suggestions that had been received in relation to the proposal for Integrated Academic and Business Planning, forwarded by Deans, Associate Deans and administrative heads (especially Faculty Registrars), were currently being incorporated. The Chair foreshadowed that the revised proposal would either be presented to the next meeting of the Education Committee, or to a special meeting of the Education Committee, for consideration and comment.
The meeting concluded at 12:20pm.
