Meeting No. 2/2005 of the Education Committee will be held on

2. STARRED ITEMS
The Committee should note that certain items have been starred as
requiring discussion. Additional items may be starred at the
discretion of the Committee.
RECOMMENDATION:
That the Committee nominates any additional items to be starred,
and endorses the recommendations for all items other than those
starred.
3. MINUTES
The unconfirmed minutes of Meeting 1/2005, held on 16 February
2005, were circulated on 7 March 2005.
RECOMMENDATION:
That the Committee approves the Minutes of Meeting 1/2005 held on
16 February 2005.
4. MATTERS ARISING FROM THE MINUTES
*5. FACULTY COURSE OFFERINGS AND SUPPORTING REGULATIONS p 1 - 4
Documentation is attached. In 2002 the power to approve new
course offerings was devolved to faculties, except for courses that
fall into identified categories of strategic significance where
approval by the Deputy Vice-Chancellor (Academic) is required.
Following this devolution, faculty boards have the power and the
responsibility to make, amend and revoke their course of study and
award regulations.
It is timely to review procedures for providing the University
Solicitor with instructions for the drafting of regulations. It is
also timely for each faculty to review the currency of its existing
suite of regulations to ensure consistency and completeness.
The relevant procedures are set out in the paper attached. An
extract from Statute 6.1.2 is also provided as background for the
Committee’s discussion. The Statute is available at:

The Chair will introduce this item. Ms Ann Shelton, University
Solicitor’s Office, will provide background on this issue and will
speak to the item.
RECOMMENDATION:
That the Committee notes the advice of the Chair and Ms Shelton
in relation to procedures for making, amending and revoking course
of study and award regulations;
Further that each faculty review its existing suite of
regulations to ensure consistency and completeness and provide a
report to the University Solicitor, copied to the Deputy
Vice-Chancellor (Academic) by Monday, 18 April 2005; and
That, as in some faculties the responsibility for regulations
resides jointly with Associate Deans (Teaching) and with faculty
managers, this paper must also be forwarded to the Faculty
Managers Group.
*6. EXAMINATION TIMETABLES AND SPECIAL CONSIDERATION p 5 - 12
Documentation is attached.
This item originated from discussions between the Chair and a
student member of the Committee, with regard to strategies the
University can develop to assist students in relation to their
examination timetables.
Two briefing papers are attached, describing the current
situation as well as the proposed change.
Mr Leo Ostroburski, Education Officer, MONSU Caulfield, and Mr
Vern Garth, Manager Examinations, will speak to this item.
RECOMMENDATION:
That the Education Committee discusses and determines a specific
course of action in relation to Examination timetables and Special
Consideration.
*7. BLIND EXAMINATION MARKING p 13 - 14
Documentation is attached. Mr Terry Hogan, Manager Client
Services, and Mr Vern Garth, Manager Examinations, have been invited
to speak this item.
At its Meetings 4/2004 and 5/2004, the Education Committee
discussed a proposal to introduce blind marking of examinations by
using the Student ID and Desk Number as the forms of identification.
The proposal was approved by Academic Board at its Meeting 5/2004.
The members of Education Committee and Academic Board noted that an
implementation plan would be developed by faculties, in consultation
with the Examinations Branch.
The following procedures for semester one examinations have been
developed, in accordance with the policy recommendation.
RECOMMENDATION:
That the Committee receives and notes the examination procedures
for semester one, 2005, and notes the advice of Mr Terry Hogan,
Manager Client Services, and Mr Vern Garth, Manager Examinations, in
relation to the blind marking examination procedures.
*8. DISCIPLINE OFFENCES: ADVERTISING ON MONASH MARKETPLACE p 15 -

The Deputy University Solicitor has submitted an item to
Education Committee on cases of copyright infringement by students
who advertise on Monash Marketplace. Some of these advertisements
also constitute general misconduct, for example, through sales of
exam papers or assignments/offers to write assignments or
advertisements seeking people to do so. The webpage is located
within the Monash Portal at:

Associate Professor Margaret Lindorff, Faculty of Business and
Economics, has been invited to speak to this item on behalf of the
Solicitor’s Office.
RECOMMENDATION:
That the Education Committee notes the advice of Associate
Professor Lindorff and endorses the planned pre-search/automatic
response proposal and the use of the relevant disciplinary
procedures under Statute 4.1 Discipline and the Discipline (Student)
Guidelines, for offences in regard to inappropriate advertising on
the Monash Marketplace webpage.
9. REQUEST FOR THE IMPOSITION OF ENROLMENT QUOTAS IN UNITS
LAW7303 AND LAW7251 p 17 - 18
Documentation is attached. The Faculty of Law has submitted a
request for the imposition of Enrolment Quotas on units in 2005. The
request for quotas was approved by the Faculty of Law Executive
Committee on 20 December 2004.
RECOMMENDATION:
That the Education Committee approves the quotas as recommended
by the Faculty of Law for the Units LAW7303 and LAW7251.
