University Council Meeting 1/93

Meeting No. 1/93 of the Monash University Council will be held at 5.00 pm on Monday, 22 February 1993, in the Council Room, University Offices, at the Clayton campus.

* 1. An Apology

has been received from Dr Kolm.

2. No requests for Special Leave have been received to date.

* 3. Approval of Non-Starred Items

Members who wish a non-starred item to be discussed may so request at this point, after which the Chancellor will move `that all items on the agenda not starred be adopted without discussion, and the action recommended be taken or the information therein noted'.

* 4. Minutes

The minutes of Meeting No. 8/92 held on 14 December, have been circulated. Council is asked to confirm the minutes subject to the amendments to item 11 proposed in the appended paper from the Acting Secretary.

Authorised observers will be admitted to the meeting following confirmation of the minutes and consideration of any items deemed confidential.

5. Matters Arising from the Minutes

5.1 Exclusion for Unsatisfactory Progress Statute

Statute 6.2 - Exclusion for Unsatisfactory Progress (Amendment No. 7) Statute made by Council at its last meeting (item 8.14) was later found to contain certain substantive drafting errors and was, as a consequence, not submitted to the Governor in Council for approval. Council is asked to make the appended revised version of the amending Statute.

* 5.2 Gippsland Integration Legislation

It is anticipated that the following legislation, earlier drafts of which were withdrawn at the previous meeting, will be tabled for Council to make:

5.2.1 Statute 2.13 - Special Provisions for the Governance of Monash University (Gippsland campus) Statute; and

5.2.2 Statute 2.5 - Committees, Boards of Studies and Institute (Amendment No. 21) Statute,

together with the resubmission of:

5.2.3 Statute 2.13 - Monash University College Gippsland (Revocation) Statute.

5.3 Victorian College of Pharmacy Legislation

Further to the action taken at the last meeting, Council is asked to make, for the reasons explained in the covering memorandum from the University Solicitor, the following legislation:

5.3.1 Statute 2.14 - Victorian College of Pharmacy (Amendment No. 1) Statute; and

5.3.2 Victorian College of Pharmacy Regulations.

6. Use of the University Seal

A list of documents to which the University Seal has been affixed since last reported is appended.

7. Australia Day Honours

Council is informed of the following awards in the Australia Day Honours List to persons with links to the University: .Emeritus Professor Ian Polmear AO, foundation Chairman of the Department of Materials Engineering and former Deputy Vice-Chancellor; .Professor Alan Powell AM, former head of the Impact Project in the Faculty of Economics Commerce and Management; .Professor Paul Zimmet AM, of the Department of Medicine at the Alfred Hospital; and
.Ms Dorothy Anstee AM, a former member of Council of Chisholm Institute and of the Transitional Council of Monash University.

8. Portrait of the Vice-Chancellor

Members may care to view, at their convenience, the completed portrait of Professor Logan by artist Wes Walters that has been hung in company of the other Vice-Cancellarian portraits in the foyer of Robert Blackwood Hall.

Council is informed that, on 29 January, the Executive Committee acted on behalf of Council by:

. approving the appended policy statement on International Student Fees and Conditions; and
. making the appended The Constitution of the University Union (Amendment No. 21) Regulations.

13. Report of the Nominations Committee

A meeting of the Nominations Committee held on 14 December agreed to recommend to Council that, upon the coming into force of the Monash University College Gippsland (Revocation) Statute, the currently serving Chairperson of the Monash University Gippsland Campus Advisory Council and his successors be appointed to a standing vacancy for a coopted member of the Monash University Council.

The Vice-Chancellor will bring to the meeting nominations for Council representatives on each of these selection committees.

19. Appointment of an Authorised Officer

Council is asked to appoint David Walter Ward as an authorised officer of the University:

a) pursuant to section 77(4) of the Road Safety Act 1986 and Regulation 902(f) of the Road Safety (Procedures) Regulation 1988 for the purpose of taking proceedings generally for any breach of Regulations made under Part VIII of that Act;

b) pursuant to the Monash University Parking Permit Rules 1986 for the purpose of enforcing those rules; and

c) generally to enforce discipline within the University.

20. Carl Moppert Prize in Mathematics

Council is asked to amend the regulations governing the Carl Moppert Prize in Mathematics by the addition of the following provision:

If the Selection Committee so decides, the Prize can be shared between two or more students.

* 21. Communication with Council Members

The Vice-Chancellor has acceded to a request from Senator Patterson that Council should consider and determine for itself a policy on what access individuals and groups from within the University community should be granted to members of Council by way of the circulation of written material.

22. Delegation of Power to Confer Degrees

Council is asked to resolve as follows:

That pursuant to Section 27 of the Monash University Act 1958, at each graduation ceremony to be held in 1993, the power given to Council to confer any degree or award any diploma in any faculty shall hereby be delegated to, and may be exercised by, the Chancellor or, in his absence, either of the Deputy Chancellors or, in the absence of both of them, the Vice-Chancellor.
