Meeting No. 8/93 of the Monash University Council will be held at 5.00 pm on Monday, 13 December 1993, in the Council Room, University Offices, at the Clayton campus.

* 1. Apologies

Apologies have been received from Mr Kricker, Professor Melbourne and Senator Patterson.

* 2. Special Leave has been requested by Mr Whyte for the meeting in hand. Senator Patterson has requested special leave for meeting 1/94 of Council on 21 February 1994.

A motion approving requests for Special Leave is required.

* 3. Minutes

The minutes of Meeting No. 7/93 held on 1 November 1993 have been circulated. A motion for the confirmation of the minutes is required.

* 4. Arrangement of Agenda and Procedural Matters

4.1 Starring of Items

Members who wish a non-starred item to be discussed may so request at this point.

4.2 Approval of Non-Starred Items

The Chancellor will move `that all items on the agenda not starred be adopted without discussion, and the action recommended be taken or the information therein noted'.

4.3 Confidential Items

Identification of confidential items in the agenda and resolution of those items is required.

4.4 Admission of Observers

Authorised observers will be admitted to the meeting following confirmation of the minutes and consideration of any items deemed confidential.

5. Matters Arising from the Minutes

5.1Selection of Applicants into the Graduate Diploma in Education

RECOMMENDATION

That Council note the advice concerning criteria for admission to the Graduate Diploma in Education as detailed in the document presented.

5.2 Quality Portfolio 1993

Council received the Quality Portfolio (Volumes One and Two) at the last meeting (item 27) and agreed to defer consideration of the documents to this meeting.

RECOMMENDATION

That the Quality Portfolio 1993 be noted.

6.Use of the University Seal

RECOMMENDATION

That Council, in accordance with section 4(1) Division 1 of the Monash University Act, approve the use of the Common Seal for the purpose specified in the document dated 2 December 1993. *

7. Report of the Vice-Chancellor

The Vice-Chancellor will speak to his report on:

7.1Employment Conditions of Academic Staff

Details of two petitions received by the Vice-Chancellor prior to the last meeting are attached.

RECOMMENDATION

That Council receive and note the petitions from academic staff of Monash University concerning employment conditions of academic staff in Australian universities.

7.21994 Budget

The University's 1994 budget document is enclosed separately with the agenda papers.

RECOMMENDATION

That Council adopt the University's 1994 budget.

7.3Proposed Twinning Arrangement with a Clinical Medical College in Malaysia

RECOMMENDATION

That Council give `in principle' endorsement to the proposal for Monash University to conduct clinical medical education in Malaysia through a twinning arrangement, as detailed in the document presented, noting that the proposal is to be further considered in 1994 by the Academic Board.

7.4Subject Quotas

RECOMMENDATION

That, noting that procedures for setting subject quotas subsequent to 1994 are to be reviewed by the Academic Board, on the advice of the Committee of Deans and the Selection and Enrolment Processes Committee, Council authorise the Vice- Chancellor to impose or vary subject quotas for 1994.

7.5Sir John Monash Annual Lecture on Public Management

RECOMMENDATION

That Council approve the recommendation of the Public Sector Management Institute for the establishment of an annual public lecture, to be known as the Sir John Monash Annual Lecture on Public Management, as detailed in the document presented.

8.Report of the Gippsland Campus Advisory Council (12 October 1993)

8.1 Report

8.1.1 Membership of the Advisory Council

RECOMMENDATION

That Council approve the appointment of Mrs Jan Bissett, Mr Dale McLauchlan and Dr John Nation to the Gippsland Campus Advisory Council.

8.1.2 Variation of On Premises Licence

RECOMMENDATION

That Council approve a variation to the On Premises Licence held by Monash University Gippsland Campus, as detailed in the document presented, and authorise the designated nominee to apply for the variation to the existing On Premises Licence on behalf of the Advisory Council.

That Council note the proceedings of the Gippsland Advisory Council as detailed in the document presented.

RECOMMENDATION

That Council approve the changes to subjects and enrolment provisions, and make Courses and Degrees (Faculty of Science) (Degree of Bachelor of Science) (Amendment No. 10) Regulations.

9.1.3 Faculty of Engineering (Undergraduate Degree) Regulations 1993

RECOMMENDATION

That Council make Faculty of Engineering (Undergraduate degree) Regulations 1993.

9.1.4 Statute 6.1.2 - Courses and Degrees (Amendment No. 1) Statute

RECOMMENDATION

That Council make Statute 6.1.2 - Courses and Degrees (Amendment No. 1) Statute.

9.1.5 Faculties (Amendment No. 118) Regulations

RECOMMENDATION

That Council approve the change to membership provisions for the Board of the Faculty of Medicine, and make Faculties (Amendment No. 118) Regulations.

9.1.6 Faculties (Amendment No. 119) Regulations

RECOMMENDATION

That Council approve the changes to membership of the Board of the Faculty of Law, and make Faculties (Amendment No. 119) Regulations.

9.1.7 Courses and Degrees (Faculty of Science) (Degree of Bachelor of Science) (Amendment No. 11) Regulations

RECOMMENDATION

That Council approve the new Applied Psychology subjects and make Courses and Degrees (Faculty of Science) (Degree of Bachelor of Science) (Amendment No. 11) Regulations.

9.1.8 Appointment of Associate Dean (Science Affairs) in the Faculty of Medicine

RECOMMENDATION

That Council appoint Professor P Nagley as Associate Dean (Science Affairs) in the Faculty of Medicine to 30 June 1995.

9.1.9 Appointment of Associate Deans in the Faculty of Science

RECOMMENDATION

That Council appoint Professor S Crossley and Professor I Nicholls as Associate Deans in the Faculty of Science to 31 December 1994.

9.1.10 Appointment to Deputy Headship of the Department of Earth Sciences

RECOMMENDATION

That Council appoint Dr J P Cull as Deputy Head of the Department of Earth Sciences from 1 September 1993 to 31 January 1994.

9.1.11 Promotion of Academic Staff to Positions of Lecturer and Senior Lecturer

RECOMMENDATION

That Council make the appointments to lecturer and senior lecturer as detailed in the document presented.

9.1.12 Promotion of Academic Staff to Positions of Reader/Associate Professor

RECOMMENDATION

That Council make the appointments to lecturer and senior lecturer as detailed in the document presented.

9.1.13 Review of Graduation Ceremonies

RECOMMENDATION

That Council approve the recommendations of the Committee of Review on Graduation Ceremonies and the schedule of dates for graduation ceremonies for 1994.

9.1.14 Establishment of a Chair at the Syme Business School - Gippsland

That Council note the Board's endorsement of the proposal to establish a Chair at the Syme Business School - Gippsland.

15.1 Report

15.1.1 Policy to reinforce the Financial Management of Budget Group Operating Budgets

RECOMMENDATION

That Council approve the proposed policy and procedures as set out in Attachment A of the document presented for incorporation into the Finance Handbook.

15.1.2 Audited Financial Statements 1992, Monash Superannuation Schemes

RECOMMENDATION

That Council approve the Financial Statements as set out in Attachment B of the document presented.

16.1 Report

16.1.1 Monash University Fees

RECOMMENDATION

That Council make the Prescription of Fees Regulations 1993, as detailed in Attachment A to the document presented.

16.1.2 Tuition Fees 1994

RECOMMENDATION

That Council note University policy on tuition fees, as detailed in Attachment A to the document presented, and issue the following statement in relation to the lack of notice given by DEET of changes to fee policy:

"The Council of Monash University wishes to express its concern that the Department of Employment, Education and Training has yet to finalise guidelines in relation to fee-paying courses. This delay in notification has caused considerable disruption to the University's budgeting and course-planning processes, and caused the University embarrassment in its dealings with applicants for some postgraduate courses for which fees will be charged, since applications were accepted on the understanding that the courses were non-fee paying courses."

16.1.3 Annual Review of Rates for Various Charges and Allowances

RECOMMENDATION

That Council approve rates and charges as detailed in Attachment B of the document presented.

17.Report of the Patents Committee (1 November 1993)

RECOMMENDATION

That Council note the proceedings of the Patents Committee as detailed in the document presented.

18.Report of the Union Board (2 December 1993)

18.1 Report

RECOMMENDATION

That Council note that Union Board:

(a) has recommended an amendment to the Union Constitution, submitted for Council's approval under agenda item 21.1(c), Legislation;

(b) has adopted a new policy on child care, as detailed in the document presented, and that Union funding of child care may be substantially reorganised from 1995;

(c) supports in principle the Mature Age and Part-time Students Association (MAPS) becoming a statutory body within the University, and recommends that MAPS be granted a Statute;

(d) has endorsed the notion of a student union.

19.Annual Report of the Religious Centre Advisory Committee

RECOMMENDATION

That Council receive the annual report of the Religious Centre Advisory Committee.

20.Appointment of a Member of Staff Over the Age of Sixty- Five

RECOMMENDATION

That Council approve the appointment of Mr N Sneath, who is over the age of sixty-five, to an 0.4 fractional appointment as Senior Lecturer in the Department of Civil Engineering in 1994.

21.Conferral of Degrees In Absentia

RECOMMENDATION

That Council confer in absentia:

(a) the degree of Bachelor of Arts (Social Sciences) upon Henya Anha Silverstein; and

(b) the degree of Bachelor of Business (Banking and Finance) upon Bella Anne Church,

both of whom have fulfilled the requirements for the degrees.

22.Academic Headships for 1993

RECOMMENDATION

That Council approve the attached list of head and deputy heads of academic units for 1994.

That Council approve the recommendations of offers of appointments as detailed in the document presented.

RECOMMENDATION

That Council approve the recommendation of an offer of appointment as detailed in the document presented.

23.3Chair Appointments

23.3.1 Acceptance of Offer

RECOMMENDATION

That Council note that Associate Professor P. Grundy has accepted an offer of appointment to a Chair of Structural Engineering.

23.3.2 Appointment of Chair Selection Committees

The Vice-Chancellor's recommendations regarding Council nominees to Chair Selection Committees are to be presented for consideration at the meeting.

24.Legislation

RECOMMENDATION

That Council make the following legislation:

24.1 Statute 2.3: The Faculties (Amendment No. 15) (Schools Boards) Statute

24.2 The Constitution of the University Union (Amendment No. 23) Regulations

as detailed in the documents presented.

* 25.Delegation of Authority The Vice-Chancellor will bring to the meeting, for approval by Council, a proposed delegation of the Vice-Chancellor's duties for 1994, pursuant to section 24 of the Monash University Act.

* 26. Executive Committee The Vice-Chancellor will bring to the meeting, for approval by Council, a proposal for the composition of the Executive Committee to serve until the ordinary meeting of Council in December 1994.
