International Staffing and Mobility
Purpose
Monash is a leading international and research intensive University which strives to facilitate successful and streamline international staffing and inter-campus staff mobility experiences thatenhance the University’s teaching, research and management activities and support the University's international ventures.
Supporting Research and Analysis
This policy supports Monash University’s vision as an international university, incorporating the Monash Cross-Campus Staff Mobility program which is offered to enhance inter-campus movement between Monash’s Australian, South African and Malaysian campuses.
This policy complies with the various legislative and employment frameworks utilised by Australia, Malaysia and South Africa and is designed to enable implementation across all of the University's campuses, both within Australia and internationally.
The Monash University Ethics Statement underpins this policy and does not exclude or replace this policy or its related procedures. In the unlikely event of any inconsistency between the Ethics Statement and this policy, the explicit requirements of this policy shall prevail to the extent of any inconsistency.
Scope
This policy applies to:
- all campuses;
- all staff; and
- postgraduate students travelling overseas for University activities. (The only applicable procedure related to postgraduate students is International Staffing and Mobility procedures – International Travel (Australian-based staff).)
Policy Statement
The University seeks to:
- facilitate staff to travel to Monash campuses to undertake University authorised teaching, research, management and professional development;
- provide standard benefits and conditions for long- and short-term international assignments ensuring appropriate compensation to staff who take up such assignments;
- fulfil the University’s duty of care towards its staff when they are undertaking international work and travel on behalf of the University;
- recognise and manage the risk of travel in the world’s changing political climate;
- ensure staff are adequately advised of legislative and regulatory requirements and are able to comply with these requirements;
- not unreasonably require staff to undertake international travel, in particular where personal circumstances of the staff member (including any family responsibilities) would make international travel undesirable or difficult; and
- reinforce and operationalise the values and principles stated in the Monash University Ethics Statement and Monash Directions 2025.
